PROJECT SUMMARY: The proposed development is to dredge upland basin 470' in length, with an average width of 80', and an average depth of-6'NLW. This marina basin would support 32 formalized boat slips, 27 of the boat slips would be 13'x13' boat lifts, and the remaining 5 would be 8'xl F articulated elevator lifts. The twenty-seven 13'x13' boat lifts would have a total of fourteen 3'x25' finger piers associated with them. A total of 1,850 linear feet of vinyl bulkhead is proposed for shoreline stabilization. The existing 20'x40' boat ramp would be replaced in the same footprint, along with its 6'x40' adjacent staging pier. The 6 existing docking facilities that encroach in the federal channel setback would be removed and placed in the current existing basin along with a 14'x 14' fixed platform and six 3'x22' finger piers. A new 20'x267' access way with two 6'-wide culverts to traverse the existing drainage ditch is proposed to improve vehicular access. An "L" shaped parking lot (0.45 acres) for approximately 32 vehicles is proposed for parking on site. 9. NARRATIVE DESCRIPTION: The applicant owns approximately 11 acres of adjoining properties adjacent to Core Creek along Dickinson Lane near Beaufort, Carteret County. The applicant wishes to develop the property with an upland basin marina in order to address increasing demand for access to Public Trust Waters. The adjacent riparian properties are developed with single family residential dwellings. This site is currently developed with single family residences, outbuildings, docking facilities, an upland boat basin with a boat ramp, a wooden bridge crossing, and gravel drive access. The vegetation on site consists mainly of lawn grasses, pine trees, and black needle rush. Upland elevations range from +3 to +6 feet msl. Core Creek bottom elevations within the project area range from -2 to —10 feet NLW. The bottom substrate is firm. The proposed structures would be approximately 120 feet landward of the 80' USACE setback from the AIWW. These waters have an approximate +/-2' lunar tidal amplitude. 10. PROJECT DESCRIPTION: The existing 11 acres (479,160sgft) tract is located at 149-155 Dickinson Lane, Beaufort, NC 28516 in Carteret County. The site is bordered by Core Creek to the west. The property is currently accessed by Dickinson Lane but is proposed to have access from Waterway Drive as well. The property shoreline is partially stabilized with riprap and bulkheads. This site is currently developed with single family residences, outbuildings, docking facilities, an upland boat basin with a boat ramp and associated pier, wooden bridge crossing, and gravel drive access. The vegetation on site consists of lawn grass, pine trees, and black needle rush. The upland elevations range from +3 to +6 feet MSL. The applicant has requested to excavate an upland basin marina adjacent to Core Creek. The basin shoreline would be stabilized by vinyl bulkhead. The applicant also wishes to relocate the existing boat slips that are encroaching into the federal channel setback into the existing basin on site. As a part of this proposal, a dilapidated wooden bridge would be replaced with a culverted asphalt vehicular crossing. The upland basin would be sited near the southwestern portion of the site. This marina basin would be approximately 470' in length and average about 80' in width. The proposed excavation would average approximately -6' NLW deep. The excavated spoils would be contained entirely on site, on adjacent (& previously disturbed) high Field Investigation Report: Core Creek Development Partners LLC DCM Major Permit Page 13 ground areas over 100 feet east of the eastern terminus of the proposed basin. This spoil deposition area is estimated to encompass approximately 29,500 square feet. The excavated spoil material would be contained and dewatered in this area. Effective sedimentation and erosion control measures will be utilized to prevent materials from entering any adjacent wetlands &/or water courses. This spoil material would then be used on site to level the uneven ground for the underlayment of the proposed parking areas (discussed below) and for the proposed bulkhead backfill. The proposed marina basin would support 32 formalized boat slips. These slips would primarily be sited along the southern shoreline of the basin. Twenty- seven slips would be supported by 13' x 13' boat lifts, and the remaining five slips at the eastern terminus of the basin would be supported by 8' x I F articulated elevator lifts immediately adjacent to the basin bulkhead. The proposed 27 boat lifts would be accessed via 14 finger piers. These fixed finger piers would be 3' x 25'. There is a basin onsite already and that along with all the new development will be stabilized with 1,850 linear feet of vinyl bulkhead. The existing 20' x 40' concrete boat ramp would be replaced in the same footprint, along with its 6'x40' adjacent staging pier. The existing docking facilities that encroach into the federal channel setback would be demolished and those six boat slips would be reconstructed within the existing basin. These six boat slips would be supported by 13' x 13' boat lifts and 3' x 22' fixed finger piers. There would be two 5' x 60' boardwalk platforms immediately landward of the bulkhead in order to accommodate fish cleaning stations and dock boxes. There would also be a 14' x 14' fixed platform in the northeast corner of the existing boat basin. The two residential dwellings that encroach into the USACE maintenance right-of-way would be demolished as a part of this proposal. The applicant is proposing to improve a vehicular access connection to the remaining dwelling. This asphalt access would be 20' x 267' and would traverse a man-made estuarine feature via two 6'-wide culverts. This would connect the southern terminus of Waterway Drive to the northern terminus of Dickinson Lane. An asphalt parking area is also proposed 30' south of the proposed marina basin. This "L" shaped lot would fill approximately 0.45 acres of high ground and support 32 vehicles. The waters of Core Creek adjacent to the project area are classified as "SA, HQW" by the Division of Water Resources. There are no nearby Primary Nursery Areas. According to the maps provided by the Shellfish Sanitation Section of the NC Division of Marine Fisheries, the waters of Core Creek adjacent to the property are predominately closed to shellfish harvesting. No SAV were observed within the project area. The bottom substrate is firm. The proposed structures would be approximately 120 feet landward of the 80' USACE setback from the AIWW. These waters have an approximate +/-2' lunar tidal amplitude. 11. ANTICIPATED IMPACTS: The upland basin would incorporate 38,983 square feet of high ground to be excavated and the spoil material would impact 29,500 square feet of high ground area while it dewaters. The parking area and new accessway would impact 23,745 square feet of high ground. There would be 1,850 linear feet of bulkhead with backfill impacting the high ground. The applicant wishes to develop the property with an upland basin marina in order to address increasing demand for access to Public Trust Waters. The adjacent riparian properties are developed with single family residential dwellings. This site is currently developed with single family residences, outbuildings, docking facilities, an upland boat basin with a boat ramp, a wooden bridge crossing, and gravel drive access. The vegetation on site consists mainly of lawn grasses, pine trees, and Coastal Wetland plant species. Upland elevations range from +3 to +6 feet msl. Core Creek waters are classified as SA. None of the project area is within PNA; it does not have submerged aquatic vegetation, and is closed to the harvest of shellfish. Bottom elevations within the project area range from -2 to —10 feet nlw. The bottom substrate is firm. Proposed structures will be approximately 120 feet outside of the 80' USACE setback from the AIWW. These waters have an approximate +/-2' lunar tidal amplitude.
