Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The site consists of an approximately 3/4 acre single family residential lot with an existing house built in 1959. The house has approximately 2,182 sf of heated space and a total of approximately 3,115 sf under roof including the garage and other unheated space. There is also an approximately 15' x 24' (360 sf) outbuilding. Other imperious surfaces and structures include a doublewide driveway, walkways, patio and footbridge. The majority of the undeveloped portions of the property consists of a maintained lawn and landscape flower and shrub beds with the exception of a narrow row of trees along the bank of Southeast Prong Beaverdam Creek. Site photos are attached. The eixsting split rail fence in the photos is at the top of bank of the creek. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: The owners would like to build their forever dream home on the property. This will require their existing home to be demolished. The new home was designed to be constructed primarily over the footprint of the existing home or otherwise set back outside of the Neuse Buffer the maximum feasible distance to minimize encroachment into the buffer. However a retaining wall and some additional impervious surfaces are needed and proposed in the Neuse Buffer. These Neuse Buffer impacts are designed to fall under the Residential Properties use of 15A NCAC 02B .0714(11)(v). Note that not all the proposed encroachment area above the retaining wall is impervious, but is otherwise needed for the site works. A pool and patio area is proposed within the buffer as the location of which was dictated by both safety concerns to be able to watch over the pool from the house as well as privacy concerns from the neighboring home to the west. No trees will be required to be removed from Zone 1 of the buffer associated with any of the proposed work. The encroachment area is predominately maintained lawn with some ornamental shrubs and flower beds. Stormwater management that complies with 15A NCAC 02B .0714(9) is proposed as depicted on the plans and stormwater narrative. Buffer mitigation will be purchased to offset all of the proposed impacts. These measures will help to protect the existing trees and vegetation along the creek bank and manage stormflows in a non -erosive manner to the low floodplain in the northern end of property where the floodplain is the widest flattest. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. 15A NCAC 02B .0714(11)(v): (1) the residence is set back the maximum feasible distance from the ...stream, on the existing lot; The proposed home was designed to sit snug up against the western property setback. A retaining wall is also proposed. These two design measures set back the proposed home the maximum feasible distance from the creek. (2) the residence is designed to minimize encroachment into the riparian buffer; The proposed home was sited over the footprint of the existing home and other impervious surfaces or otherwise outside of the Neuse Buffer as much as feasible to minimize encroachment into the riparian buffer. A pool and patio are proposed within the buffer but the location of these are necessary for safety concerns of watching over the area from the home and privacy concerns from the neighbor to the west. However, a retaining wall is proposed to minimize site grading into the buffer. (3) the residence complies with Item (9) of this Rule; See stormwater management measures and narrative provided by the project engineer confirming that the project complies with Item (9) of the rule. (4) if the residence will be served by an on -site wastewater system, no part of the septic tank or drainfield may encroach into the riparian buffer; This is not applicable as the proposed home will be served by the City of Raleigh municipal sanitary sewer system, just as the current existing home is served. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. The project will require a construction permit from the City of Raleigh and will utilize adequate erosion and sediment control measures such as silt fencing and tree protection fencing to protect the trees along Southeast Prong Beaverdam Creek and downstream water quality. 2.
