Division staff have reviewed and approved your application for an NPDES discharge permit.
Accordingly, the Division is forwarding the subject NPDES permit. This permit is issued
pursuant to the requirements of North Carolina General Statute 143-215.1 and the
Memorandum of Agreement between North Carolina and the U.S. Environmental Protection
Agency dated May 9, 1994 (or as subsequently amended).
The following items from the DRAFT permit have been retained Jn this FINAL permit:
• Effluent limits for total suspended solids, settleable solids, and turbidity.
• Monitoring -only for flow, iron, and total residual chlorine.
• Monitoring frequency of quarterly, based on a design flow of < 5,000 gpd.
• A permit expiration date of March 31, 2002.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within
thirty (30) days following receipt of this letter. This request must be in the form of a written
petition, conforming to Chapter 15OB of the North Carolina General Statutes, and filed with the
office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-
6714. Unless such a demand is made, this permit shall be final and binding.
Please take notice that this permit is not transferable except after notice to the Division. Part
II, E.4. addresses the requirements to be followed in case of change in ownership or control of
this discharge. The Division may require modification or revocation and reissuance of the
permit. This permit does not affect the legal requirements to obtain other permits which may
be required by the Division of Water Quality, the Division of Land Resources, the Coastal Area
Management Act, or any other federal or local governmental permit.

to receiving waters designated as an unnamed tributary to Hyco Creek in the Roanoke River
Basin in accordance with effluent limitations, monitoring requirements, and other conditions
set forth in Parts I, II, III, and IV hereof.
The permit shall become effective February 1, 2001.
This permit and the authorization to discharge shall expire at midnight on March 31, 2002.

PROJECT NOTES
Summary
• This is an application for a new discharge from a groundwater -supplied -water
treatment plant (WTP), which will discharge backwash water from a green sand
filter. The reason for requesting the discharge is to eliminate the backwash water
from the onsite septic system, which is undergoing upgrades to better handle
domestic wastewater from 770 students (max). The backwash water will discharge
three tunes per week with approx. 900 gal/event.
• The proposed discharge is to an unnamed trib to Hyco Creek, which flows into
Hyco Lake. Hyco Creek is not 303(d) listed, and the Roanoke Basin Plan (1996)
lists no specific management strategies for this waterbody.
Permit Development
• Permit limits developed in accordance with September 1992 Water Treatment
Plant Discharge Policy. Limits imposed for TSS, settleable solids, and turbidity.
Since the discharge is to a dry ditch, apply turbidity limit of 50 NTU at the effluent.
Facility plans to backwash filters with chlorinated water, therefore TRC monitoring
applies. Alum flocculation is not utilized, so no aluminum monitoring required.
Since design flow is <5, 000 gpd, quarterly sampling is appropriate for all
parameters. Applicant is not proposing any type of backwash treatment system at
this point.
• USGS provided flow data for Hyco Creek, and identified it as a zero -flow stream
(s7Q 10 = 0). State regulations prohibit discharge of oxygen consuming waste to
zero flow streams; however, the proposed discharge of filter backwash contains no
oxygen -consuming waste.
En ineering Alternatives Analysis M".
• The applicant submitted the required EAA. Generally alternatives are limited for
filter backwash systems. Connection to the Yanceyville WWTP is not feasible,
given the distance to the sewer system (approx. 8 miles) . The DEH onsite
wastewater permit was issued contingent upon elimination of the filter backwash
from the new subsurface system; therefore, onsite treatment is also infeasible.
Soils in the area are not amenable to water infiltration. Both NPDES and the
WSRO concur with the request for direct discharge of filter backwash.

It has been decided that a toxicity condition will not be included in the permit, as
recomended in memorandum dated 9/18192 (copy attached), until further information is
collected and reviewed. Let me reiterate that this is an interim solution. Once we have
completed a survey of grater plants and further review of the c-hemical and toxicological
effects of these types of discharges, we will be finalizing the permit requirements. If you

C. Describe receiving stream downstream uses: The backwash water will be
discharged at the bottom of the fill slope for the ball fields. The discharge will
flow through a woods before reaching a dry ditch.

backwashes two or three times per week using up to 1,000 gallons per backwash.

Spray Irrigation: NA for non -oxygen demanding wastewater.
Connection to Regional Sewer System: Approximately 8 miles to the Town of
Yanceyville sewer system.
Subsurface: Available land was used for a new subsurface system for domestic
wastewater permitted by the On -Site Wastewater Section.
PART IV - EVALUATION AND RECOMMENDATIONS
The Caswell County School system proposes to discharge well backwash water from the
existing potable water system at South Elementary School. Currently, the well backwash
wastewater is routed to a recently repaired ground absorption system treating the domestic
wastewater from the school. The DEH On -Site Wastewater Sections repair permit was issued
contingent upon the elimination of the well backwash from the new subsurface system.
WSRO recommends issuance of the proposed NPDES permit for the non -oxygen
demanding well backwash water.
