Subject: Comments on Environmental Report for Southeastern Wayne Sanitary District WTP Expansion
The current facility, 0.9 MGD WTP, includes three (3) sand filters for iron removal, a 67,000 gallon settling
basin for backwash wastewater retention, a dechlorination system for post wastewater treatment, and
effluent pumps to transfer treated wastewater to Horsepen Branch. The facility NPDES permit was renewed
in 2006. Filter backwash water, 33,000 gallons per day, was the estimated wastewater discharge. An
expansion to 1.62 MGD WTP is proposed and includes the addition of three (3) more "filter trains". The
estimated expanded wastewater discharge volume and treatment design is not defined. An August 12,
2009 letter from the consultant states the design expanded treatment capacity will be for a 1.8 MGD WTP.
A modified NPDES permit must be requested for the pending expansion, and its significance to the existing
permitted wastewater discharge determined by the NPDES Unit prior to construction. It is assumed these
new filters will be sand filters, however the appropriate WTP strategy will be applied in the NPDES permit
modification process. Any construction activities and/or capacity changes associated with the wastewater
transfer, treatment, and discharge must be reviewed and approved by CG&L.
No environmental impacts or suspect requirements for an expanded NPDES permitted wastewater
discharge to Horsepen Branch are discussed in this document. The alternative Neuse River surface water
treatment plant would require approval for a new NPDES permit. The NPDES Unit has no other comments
on this report.

Notice of Availability of an Environmental Assessment
The USDA, Rural Utilities Service has received an application for financial
assistance from the Southeastern Wayne Sanitary District (SEWSD). As
required by the National Environmental Policy Act, the Rural Utilities
Service has prepared an Environmental Assessment that evaluated the
potential environmental effects and consequences of the proposed project.
This notice announces the availability of the Environmental Assessment
for public review and comment.
The proposed project consists of the expansion of the SEWSD existing
water treatment plant from .9 MGD to 1.8 MGD on its existing site, the
addition of ammonia feed systems to three existing wells, construction of
one booster pump station to be located at existing tank site, installation of
an automatic meter reading system and SCADA improvements to
significantly improve efficiencies associated with operations of the
SEWSD. All work will be on existing well or tank sites and/or NC DOT
rights -of way.
The alternatives considered to the proposed project included the: 1) No
Action alternative and 2) construction of a new regional water treatment
plant to serve all Wayne Water District members plus Fork Township
Sanitary District, however same proved to be cost prohibited.
The potential adverse impacts to important resources will be mitigated
through incorporating "best management' construction practices into the
project plans and specifications such as following an approved
sedimentation and erosion control plan.

Executive Summary
This report was prepared by Mr. Richard B. Moore, P.E., McDavid Associates, Inc. for use
by the Southeastern Wayne Sanitary District (SEWSD) (applicant) and USDA - Rural
Development in analyzing the environmental impacts of the proposed project.
Project scope includes the installation of ammonia feed equipment on three (3) existing
wells (converting method of disinfection to chloramines), installation of SCADA electrical
control equipment at existing wells, elevated tanks, booster pump stations and water
treatment plant, installation of automatic meter reading (AMR) water meters at existing
customer's services (replacing existing water meters), installation of 1 EA new booster pump
station to allow SEWSD to transport water to adjacent Eastern Wayne Sanitary District and
Belfast Patetown Sanitary District, and expansion of its existing water treatment plant.
Improvements are needed to eliminate water losses, provide alternative water supply to
allow EWSD to meet long-term water demands, and help provide alternative water supply to
adjacent sanitary districts that are facing water shortages resulting from compliance with
Central Coastal Plain Capacity Use Area rules. Project scope primarily involves construction
on existing facilities. No new service area is being added by the project. Construction will
install one (1) new above -ground structure (new booster pump station). The booster pump
station will be built on an existing site presently containing an elevated storage tank. No
land will be acquired to support the project. The project location for the new booster pump
station is shown on the following map exhibit. The map also shows the location of existing
infrastructure assets where additional improvements will occur.

SEWSD 20D9 USDA STIMULUS PROJECT
WELL AND TANK SITES
This environmental report has been prepared using information collected during field
inspections of facilities, direct contact with State and Federal regulatory officials, and
downloaded information taken directly from Division of Water Quality, FEMA, and NRCS
web sites. Regulatory agency involvement has been critical. Regulatory agency
concurrence is indicated by issued permits that are included as exhibits to this document.
The project area has been discussed in open forum at numerous Southeastern Wayne
Sanitary District Board of Commissioner Meetings. This environmental document will be
made available for public review through block display advertisement in the local
newspaper. All public notification will be performed in conformance with USDA — Rural
Development guidelines. The goal of this report is to demonstrate the need for the project,
confirm the non -impact of improvements on environmental resources, and allow issuance
and publication of a Finding of No Significant Impact (FONS1) to the human environment.
1.0 Purpose and Need of Project
1.1 Project Description
Southeastern Wayne Sanitary District (SEWSD) is located in the
southeastern portion of Wayne County and in general is bounded by US 117 to the
west, the Neuse River to the north, Lenoir County to the east, and Duplin County to
the south. SEWSD is one of five rural Wayne County Sanitary districts centrally
managed under the name of Wayne Water Districts. The Central Coastal Plains
Capacity Use Area (CCPCUA) rules effective August 1, 2002, significantly reduced
the capacity to withdraw water from the Upper Creek and Black Creek aquifers for
SEWSD and other Wayne Water district members including Belfast-Patetown
Sanitary District (BPSD) and Eastern Wayne Sanitary District (EWSD). BPSD and
EWSD are faced with projected water shortages of approximately 1.8 MGD by the
year 2028. In order to help reduce these projected shortages, EWSD and BPSD
have entered into Water Purchase Agreements (WPA) with SEWSD for the purchase
of .450 MGD and .250 MGD, respectively. In order to supply EWSD and BPSD with
the .70 MGD required via the WPAs and meet its own needs, SEWSD must expand
its existing iron removal water treatment plant (WTP) to increase its capacity to
produce water. A booster pump station must be constructed in order to convey water
from SEWSD to EWSD and BPSD. Ammonia feed equipment must be installed at
SEWSD's three finished water wells in order to provide the capability to disinfect via
chloramination.
The original water system serving SEWSD was constructed in 1990. Water
meters have reached or are about to reach their life expectancies. System operating
controls are located at the various wells and tanks and are not available at a central
location. SEWSD proposes to replace its existing meters with an automatic meter
reading (AMR) system and install a SCADA system to provide the capacity to
monitor and direct system operations from a central location.
1.2 Purpose and Need of Project
The past history of customer growth in the SEWSD system is illustrated as
follows:

As of July, 2009 SEWSD was serving 4,738 users. In addition to the existing
users another 700 potential users have access to SEWSD lines, but have elected not
to connect to the SEWSD system. Approximately 25 homes with SEWSD do not
have access to water lines.
A project of total users (including potential users) based on SEWSD's 2004-
2009 growth rate (80 users/year) and assuming water lines will be available to all
households in the future is illustrated in Table 1.

Average daily water pumped per customer is 202 gpd based on Wayne
Water Districts' 2006 Water Supply Plan.
Water pumpage projections for the 2010 — 2028 period are illustrated in Table
2. The 2013 — 2028 projections are based on Table 1 user projections while the
2010 projection is based on the July 2009 actual number of users (4,738) plus
growth at 80 users per year. In addition to meeting its normal growth demands,
SEWSD also plans to provide .450 MGD and .250 MGD, respectively, to EWSD and
BPSD to help EWSD and BPSD meet their future needs.

SEWSD's CCPCUA Permit Number CU 3006 was issued September 20,
2005. Permit limits and withdrawal allowances are illustrated in Table 3.

SEWSD has two gravel packed wells located within the Declining Water
Level Zone in SEWSD with an Approved Base Rate of 461,068 gpd. If not for
CCPCUA permit restrictions, these two wells could pump approximately 604,800 gpd
based on a maximum operating time of 12 hours per day. An additional ten wells are
located outside and west of the Declining Water Level Zone with a combined
Approved Base Rate of 1,900,800 gpd (maximum daily). Eight of the ten wells
outside the Declining Water Level Zone are connected to a 900,000 gpd water
treatment plant which limits the total withdrawals from the eight wells. Well 20
(Smith) is outside the Declining Water Level Zone and is proposed to be connected
to the water treatment plant by June 2010. Well 20 is not currently operable due to
high iron concentrations (10 mg/1) which significantly exceed the State 0.3 mg/I limit.
The CCPCUA Permit withdrawal allowances must be reduced by 619,200 gpd to
reflect the current WTP operating conditions.
Water needs versus available supplies in 2013, 2018 and 2028 are illustrated

2.0 Alternatives to the Proposed Project
2.1 Alternative No. 1 — Water Treatment Plant Expansion
SEWSD has 2013, 2018, and 2028 projected water supply deficits of 52,000
gpd, 385,000 gpd, and 604,000 gpd, respectively. SEWSD plans to address its
future deficits via construction of an addition to its existing water treatment plant
(WTP) on Arrington Bridge Road.
SEWSD proposes to increase its water supply capability by expanding its
existing .9 MGD WTP. The nine raw water wells tributary to the WTP (including Well
20 to be connected to the WTP in 2010) have the capability to provide up to
1,620,000 gpd based on a maximum of 12 hours per day operating time per well.
The existing WTP includes 3 iron removal filter trains rated at 250 gpm each. Based
on a maximum of 20 hours/day operation, the existing WTP has the capability to
produce .90 MGD. It is proposed to expand the WTP by installing 3 additional filter
trains which will provide the capability to treat the 1.62 MGD of raw water produced
by the raw water wells tributary to the WTP. SEWSD recently received bids for the
construction of additional raw water piping that will "loop" the existing raw water
piping which will allow the delivery of additional water to the WTP. The proposed
WTP addition will be constructed on the existing WTP 10 acre site of cleared
property.
EWSD has a mutual aid connection with Southeastern Wayne Sanitary
District on Highway 111 north of Broadhurst Bridge. EWSD proposes to purchase up
to .45 MGD of water from SEWSD to meet EWSD's projected 2028 water needs
(copy of Water Purchase Agreement is included in Appendix) while Belfast-Patetown
Sanitary District proposes to purchase up to .250 MGD through the same
connection. It will be necessary for SEWSD to construct additional supply facilities to
be in position to supply EWSD and BPSD in accordance with the purchase
agreements. A booster pump station must be constructed on the SEWSD Greenfield
tank site to supply EWSD and BPSD.
SEWSD has a major mutual aid connection with the City of Goldsboro.
EWSD and BPSD also have major mutual aid connections with Goldsboro. EWSD
anticipates purchasing water from Goldsboro in the future. Goldsboro utilizes
chloramines for disinfection. In order to provide the capability to utilize Goldsboro
water, all Wayne Water District members plan to install ammonia feed equipment at
finished water wells to provide the capability to disinfect via chloramines. SEWSD
plans to upgrade its three existing finished water wells to provide the capability to
disinfect via chloramines.
SEWSD proposes to construct SCADA improvements to obtain information
via the internet regarding the status of each of its supply facilities (wells, tanks and
water treatment plant). The SCADA system will provide the capability to observe and
control operations of the system from any location in the world with access to the
internet.
An automatic meter reading system is proposed in order to minimize the time
required to read meters and provide the capacity to identify leaks. Capacity Use Area

mandated reductions in withdrawals increases the importance to identify and
address water leaks as quickly and efficiently as possible.
In summary, the combination of SCADA improvements, as automatic meter
reading system, expansion of its WTP, the construction of a booster pump station
and addition of ammonia feed systems at existing wells will position SEWSD to
efficiently meet its long-term water system needs.
Ammonia feed equipment to be installed at existing wells will be designed in
accordance with NC Public Water Supply Section requirements. The proposed
booster pump station will be designed to pump at a rate of approximately 500 gpm
(700,000 gpd). Design criteria for the additional iron removal filter trains will be the
same as the existing iron removal filter trains.
2.2 No Action
Under the "No Action" alternative SEWSD would no longer be able to allow
new connections to its water system and would be forced to reduce its customer
base as 2013 and 2018 Capacity Use Area mandated withdrawal reductions are
implemented. The "No Action" plan does not achieve SEWSD's goal to provide an
efficient low cost source of potable water to its customer base with continued growth
consistent with previous trends. The "No Action" alternative is not believed realistic
and will not be considered further.
2.3 Alternative No. 3 — REGIONAL SURFACE WATER TREATMENT PLANT
Construction of a new regional water treatment plant to serve all Wayne
Water District members plus Fork Township Sanitary District is described below.
The Neuse River is the primary stream in Wayne County and represents a
potential significant source of water supply. The City of Goldsboro utilizes the Neuse
River as its water supply source. Goldsboro is the only public water utility in Wayne
County that utilizes the Neuse River as its water source. Johnston County and the
City of Smithfield west of Wayne County rely on the Neuse River for their water
source. The Lenoir County Water and Sewer Authority east of Wayne County
recently completed construction of a new surface water treatment facility to
supplement the ground water supplies in Lenoir County.
The 7-day, 10 year low flow in the Neuse River at the USGS Goldsboro
gauging station was reported to be 207 cfs (133.8 MGD) in the USGS publication
"Low -Flow Characteristics and Discharge Profiles for Selected Streams in the Neuse
River Basin, North Carolina" (WR1 R 98-4135). As a general rule -of -thumb it is
assumed the Division of Water Resources would allow withdrawals up to
approximately 20% of the 7-day, 10 year low flow condition. The City of Goldsboro's
surface water facility is rated at 12 MGD. Twenty percent of the Neuse River's 7-day,
10 year low flow of 207 cfs is 41.4 MGD. It appears the Neuse River has significant
potential to be further developed as a water resource for Wayne County.
The Neuse River is presently classified by the Environmental Management
Commission for drinking water purposes upstream of Goldsboro's water intake on
the west side of Goldsboro. The City of Goldsboro's wastewater treatment plant

discharges directly to the Neuse River east of Goldsboro. Based on these conditions
the best location for a new water intake to supply a new surface water treatment
facility would be upstream of Goldsboro's water intake west of Goldsboro.
In the event Wayne County public water systems construct a regional surface
water supply treatment facility, it is assumed for preliminary planning purposes the
water treatment plant will be located in FTSD in western Wayne County and have an
initial capacity of 6 MGD. Based on 2028 projections, it is assumed the following
Wayne County public water systems would be likely participants in the surface water
treatment facility and would have allocations as illustrated below:

Surface water treatment facilities require the construction of an off -stream
impoundment/reservoir that provides storage of raw water prior to treatment and
distribution. Water systems with a high volume of daily demand and/or systems
proposing to intake water from a surface water with a wide range of stream flows
may choose to construct a large reservoir to provide both storage and serve to buffer
between the rate of intake and the rate of recharge. Approximately 30-60 days water
supply is recommended to be stored in the off -stream impoundment.
The water treatment facility and transmission mains would be designed in full
and complete compliance with NC Public Water Supply Section requirements.
The primary environmental concern is the land required to accommodate the
construction of a regional facility (50+ acres) and the associated discharge of
byproducts of operation. Estimated production of water would exceed 1.0 million
gallons per day, requiring State Environmental Policy Act compliance.

3.0 Affected Environment/Environmental Consequences
3.1 Land Use/Important Farmlands/Formally Classified Lands
3.1.1 Affected Environment
Project activities will occur on sites presently owned by the sanitary
district (where existing wells, elevated tanks, and booster pump stations
exist). Meter replacement is viewed as modification of an existing facility.
Water treatment plant expansion is a modification of an existing facility. The
proposed booster pump station to be built will be located on a site presently
owned by the sanitary district where an elevated storage tank exists. The
following map exhibits show the planned location for the new booster pump
station and location of the existing water treatment plant (proposed for
expansion) using soil maps published by the Natural Resource Conservation
Service.

Soils in the vicinity of the proposed booster pump station site and
water treatment plant are classified as "Kenansville loamy sand". Kenansville
soils are considered prime farmland resources. The sites are located on
property currently owned by SEWSD. Surrounding properties are primarily
agricultural properties. Since construction activities are confined to sites
under present ownership of SEWSD and no service area expansion is
proposed, the proposed project will not adversely impact prime/important
farmlands.
3.1.2 Environmental Consequences
The proposed project will have no direct, indirect, or cumulative
impact to land use/important farmlands/formally classified lands. The project
represents modifications to existing resources. No expansion of service area
will occur as a result of the project. No direct change in land use will occur.
3.1.3 Mitigation Measures
Impact to land resources is mitigated by construction of the proposed
project on properties under current ownership of the sanitary district. The
project will have no adverse impact on land resources.

3.2 Floodplains
3.2.1 Affected Environment
The primary floodplains within SEWSD are located along the Neuse
River and Northeast Cape Fear River. Tributaries to Northeast Cape Fear
River including Lewis Branch, Horsepen Branch, Juniper Run Branch, Cabin
Branch, Buck Marsh Branch, and Jones Branch represent the other
significant streams within SEWSD that have floodplains. Project scope
involves construction of water system facilities on properties currently owned
by the SEWSD. Figure 4 and Figure 5 illustrates floodplain resources in
close proximity to the proposed booster pump station and existing water
treatment plant taken from the NC Flood Mapping program.

Project scope will not adversely impact existing floodplain resources.
It is noted that the primary intent of the project is to make
improvements to existing facilities. No new service area is proposed. The
project is intended to meet existing needs with consideration to normal
growth expectations. The project is not intended to promote direct or indirect
conversion of floodplain resources.
No floodplain resources will be impacted by the proposed project.
3.2.2 Environmental Consequences
No direct impact will occur to floodplains. No part of the project area
is located within a defined floodplain.
No indirect impact to floodplains will occur.
3.2.3 Mitigation Measures
No mitigation is required as no direct or indirect impact to floodplain
resources will result from the proposed project.
3.3 Wetlands
3.3.1 Affected Environment
Some wetlands exist in and around SEWSD. The Corps of Engineers
regulates the use of "waters of the U.S." to include freshwater wetlands in
SEWSD. The NC Division of Water Quality regulates the use of wetlands
including isolated wetlands. The existing well, tank and water plant sites
contain 26 acres of which none are considered wetlands. All work associated
with the proposed project is planned to be conducted on uplands. No work
will be conducted within wetlands. No significant impacts detrimental to
wetlands are anticipated as a result of the proposed project. Wetlands in the
areas that experience growth will receive protection from the regulatory
programs administered by the U.S. Army Corps of Engineers and the NC
Division of Water Quality.
3.3.2 Environmental Consequences
No direct impact to wetland resources will occur as a result of the
proposed project.
No indirect impact to wetlands will occur.

3.3.3 Mitigation Measures
No mitigation is needed as no direct or indirect impact to wetlands will
occur as a result of the proposed project.
3.4 Cultural Resources
3.4.1 Affected Environment
No historic structures are located in close proximity to the project
area. Maps of the project were submitted to the State Clearinghouse. The
Department of Cultural Resources issued a statement of no comment to the
proposed construction activities. A copy of State Clearinghouse comments is
included as an exhibit to this report.
3.4.2 Environmental Consequences
No direct or indirect impact to cultural resources will occur as a result
of the proposed project.
3.4.3 Mitigation Measures
No mitigation measures are proposed for cultural resources.
3.5 Biological Resources
3.5.1 Affected Environment
The U.S. Fish and Wildlife Service maintains a directory of federally
classified "endangered" and "threatened" species within every County of
North Carolina. The following is a summary of listed species within Wayne
County.

3.5.3 Mitigation Measures
The proposed project poses no direct or indirect impact to biological
resources. No mitigation activities for biological resources are proposed.
3.6 Water Quality Issues
3.6.1 Affected Environment
The primary surface water resource within SEWSD is the Neuse
River. The Neuse River bears a Class C-NSW classification through SEWSD.
Construction activities associated with the project may contribute limited
erosion/sedimentation runoff; however, the project will have no long-term
adverse impact to surface water resources.
The Upper Cape Fear, Black Creek and surficial aquifers are the
principle groundwater resources serving SEWSD. Aquifer recharge is direct
in areas of outcrop and by seepage of water through overlying sands. Water
quality is considered good with good yields in the Upper Cape Fear and Black
Creek aquifers. Development and use of the groundwater resources within
EWSD is regulated by the NC Division of Water Resources. SEWSD has a
Capacity Use Area Permit issued by the NC Division of Water Resources.
Construction activities do not represent a threat to water quality.
Construction will not occur within any surface water resource.
3.6.2 Environmental Consequences
No direct or indirect impact will occur to water quality issues.
Construction does not cross any surface waters, nor result in any filling of
water resources.
3.6.3 Mitigation Measures
The proposed project poses no direct or indirect impact to water
quality. No mitigation measures for water quality issues are proposed.

3.7 Coastal Resources
The sanitary district is located in southeastern Wayne County. Wayne
County is not classified as a coastal county. No impact to coastal resources will
occur as a result of the proposed project.
3.8 Socio-Economic/Environmental Justice Issues
3.8.1 Affected Environment
The project design is based on the location of existing facilities. The
following map exhibits reflect environmental justice data related to the
construction of the one (1) new above -ground structure (booster pump
station) and water treatment plant location.

assure long-term water supply is available to all SEWSD water customers.

socio-economic issues/environmental justice.

3.9 Miscellaneous Issues
3.9.1 Air Quality
Temporary impact to air quality may occur during construction as a
result of emissions from construction equipment. Contractors must comply
with OSHA regulations. No long-term impact to air quality will result from the
proposed project.
3.9.2 Transportation
Construction will occur within public streets. Temporary closure of
roads will be required during construction. Detours will be well marked and
barricades provided to assist in re-routing. Impact to transportation will be
minimal and will only occur during construction. Once construction is
completed, traffic will return to normal. No adverse impact to transportation
will result from the proposed project.
3.9.3 Noise
Temporary impact to noise may occur during construction as a result
of sounds from construction equipment. Contractors must comply with OSHA
regulations. No long-term impact to noise will result from the proposed
project.
4.0 Summary of Mitigation
The sanitary district recognizes the importance of minimizing impact to
environmental resources. The sanitary district has reviewed project scope with State
agencies to include the NC Department of Transportation. Every precaution will be made
during the construction project to comply with all permits and encroachments. Best
management construction practices including sedimentation and erosion control will be
incorporated into project plans and specifications. The project will have full-time resident
inspection to insure that mitigation measures and goals are met.

Southeastern Wayne Sanitary District (SEWSD) proposes to double the capacity of its existing Potable Water Treatment Plant from .9
MGD to 1.8 MGD on its existing site, add ammonia feed systems to three existing wells, construct one booster pump station, ipstall an
automatic meter reading system and SCADA improvements to significantly improve efficiencies associated with operations of the SEWSD
central water system. All work will be on existing well or tank sites and/or NC DOT rights -of -way. No wetlands or structures will be
impacted by the proposed improvements. The proposed increase in water treatment plant capacity is required to offset State mandated
reductions of groundwater withdrawals from existing wells within certain areas of the Central Coastal Plains Capacity Use Area
(CCPCUA).

In reference to the subject project, Southeastern Wayne Sanitary District (SEWSD) is in the
process of performing an environmental review pursuant to the National Environmental Policy Act
for the USDA — Rural Development, Rural Utilities Service. SEWSD proposes to double the capacity
of its existing Potable Water Treatment Plant from .9 MGD to 1.8 •MGD on its existing site, add
ammonia feed systems to three existing wells, construct one booster pump station, install an
automatic meter reading system and SCADA improvements td significantly improve efficiencies
associated with operations of the SEWSD central water system. All work will be on existing well or
tank sites and/or NC DOT rights -of -way. No wetlands or structures will be impacted by the proposed
improvements. The proposed increase in water treatment plant capacity is required to offset State
mandated reductions of groundwater withdrawals from existing wells within. the Central Coastal
Plains Capacity Use Area (CCPCUA).
The proposed improvements will increase SEWSD's ability to treat groundwater from existing
wells (not mandated to reduce withdrawals by CCPCUA rules) with high iron/manganese levels, read
water meters, monitor water system activities, and distribute water through SEWSD.

In reference to the subject project, Southeastern Wayne Sanitary District (SEWSD) is in the
process of performing an environmental review pursuant to the National Environmental Policy Act
for the USDA -- Rural Development, Rural Utilities Service. SEWSD proposes to double the capacity
of its existing Potable Water Treatment Plant from .9 MGD to 1.8 -MGD on its existing site, add
ammonia feed systems to three existing wells, construct one booster pump station, install an
automatic meter reading system and' SCADA improvements to significantly improve efficiencies
associated with operations of the SEWSD central water system. All .work will be on existing well or
tank sites and/or NC DOT rights -of -way. No wetlands or structures will be impacted by the proposed
improvements. The proposed increase in water treatment plant capacity is required to offset State
mandated reductions of groundwater withdrawals from existing wells within the Central Coastal
Plains Capacity Use Area (CCPCUA).
The proposed improvements will increase SEWSD's ability to treat groundwater from existing
wells (not mandated to reduce withdrawals by CCPCUA rules) with high iron/manganese levels, read
water meters, monitor water system activities, and distribute water through SEWSD.
On behalf of Southeastern Wayne Sanitary District, we are requesting that your office review the
project for any adverse impact to prime and/or important farmlands. Please provide any
recommendations to mitigate or avoid any adverse impacts.

Dear Mr. Lewis:
This -letter is to inform you that a list of all federally -protected endangered and threatened species
with known occurrences in North Carolina is now available on the U.S. Fish and Wildlife
Service's (Service) web page at hitp://wvwv..fws.gov/raleigh. 'Therefore, if you have projects that
occur•within•the Raleigh Field Office's area of responsibility (see attached county list), you no
longer need to contact the Raleigh Field Office for a list of federally -protected species.
Our web page contains a complete and frequently updated list of all endangered and threatened
species protected by the provisions of the Endangered Species Act of 1973, as amended (16
U.S.C: 1531 et seq.)(Act), and a list of federal species of concern' that are known to occur in
each county in North Carolina. .
Section 7 of the Act requires that all federal agencies (or.their designated non-federal
representative), in consultation with the Service, insure .that any action federally authorized,
funded, or carried out by such agencies is not likely to jeopardize the continued existence of any
federally -listed endangered or threatened species. A biological assessment or evaluation may be
prepared to fulfill that requirement and in determining whether additional consultation with the
Service is necessary. In addition to the federally -protected species list, information on the
species' life histories and habitats and information on completing a biological assessment or
evaluation and can be found on our web page at http://www.fws.gov/raleigb. Please check the
web site often, for updated information or changes.
The term "federal species of concern" refers to those species which the Service believes might be in need of
concentrated conservation actions. Federal species of concern receive no legal protection and their designation does
not necessarily imply that the species will eventually be proposed for listing as a federally endangered or threatened
species. However, we recommend that all practicable measures be taken to avoid or minimize adverse impacts to
federal species of'concern:'
A
If your project contains suitable habitat for any of the federally -listed species known to be
present within the county where your project occurs, the proposed action has the potential to
adversely affect those species. As such, we recommend that surveys be conducted to determine
the species' presence or absence within the project area. The use of North Carolina Natural
Heritage program data should not be substituted for actual field surveys.
If you determine that the proposed action may affect (i.e., likely to adversely affect or not likely
to adversely affect) a federally -protected species, you should notify this office with your
determination, the results of your surveys, survey methodologies, and an analysis of the effects
of the action on listed species, including consideration of direct, indirect, and cumulative effects,
before conducting any activities that might affect the species. If you determine that the proposed
action will have no effect (i.e., no beneficial or adverse, direct or indirect effect) on federally
listed species; then you are not required to contact our office for concurrence (unless an
Environmental Impact Statement is prepared). However, you should maintain a complete record
of the assessment, including steps leading to your determination of effect, the qualified personnel
conducting the assessment, habitat conditions, site photographs, and any other related articles.
With regard to the above -referenced project, we offer the following remarks. Our comments are
submitted pursuant to, and in accordance with, provisions of the Endangered Species Act.
Based on the information provided and other information available, it appears that the proposed
action is not likely to.adversely affect any federally -listed endangered or threatened species, their
formally designated critical habitat, or species currently proposed for listing under the Act at
these sites. We believe that the requirements of section 7(a)(2) of the Act have been satisfied for
your project. Please remember that obligations under section 7 consultation must be
reconsidered if: (1) new information reveals impacts of this identified action that may affect
listed species or critical habitat in a manner not previously considered; (2) this action is
subsequently modified in a manner that was not considered in this review; or, (3) a new species
is listed or critical habitat determined that may. be affected by the identified action.
However, the Service is concerned about the potential impacts the proposed action might have
on aquatic species. Aquatic resources are highly susceptible to sedimentation. Therefore, we
recommend that all practicable measures .be taken to avoid adverse impacts to aquatic species,
including implementing directional boring methods and stringent sediment and erosion control
measures. An erosion and sedimentation control plan should be submitted to and approved by
the North Carolina Division of Land Resources, Land Quality Section prior to construction.
Erosion and sedimentation controls should be installed and maintained between the construction
site and any nearby down -gradient surface waters. In addition, we recommend maintaining
natural, vegetated buffers on all streams and creeks adjacent to the project site.
The North Carolina Wildlife Resources Commission has developed a Guidance Memorandum (a
copy can be found on our website at (http://www.fws.gov/raleigh) to address and mitigate
secondary and cumulative impacts to aquatic and terrestrial wildlife resources and water quality.
We recommend that you consider this document in the development of your projects and in
completing an initiation package for consultation (if necessary).

The Division of Air Quality (DAQ) is in receipt of a document dated August 12, 2009. The cover letter
is addressed to the NCDENR-DAQ and the project concerns the possible adverse impacts to air quality
by the Southeastern Wayne Sanitary District (SEWSD). This information was submitted to the DAQ in
conformance with (National Environmental Policy Act (NEPA). The SEWSD proposes to double the
capacity of its existing Potable Water Treatment Plant from 0.9 to 1.8 MGD on its existing site, add
ammonia feed systems to Three existing wells, construct one booster pump station, install an automatic
meter reading system, and SCADA improvements to significantly improve efficiencies associated with
the operations of the SEWSD central water system.
The DAQ has reviewed the information provided. Please familiarize yourself with the open burning
rules in 15A NCAC 2D .1900 as they relate to land clearing activities and the burning of debris.

Sanitary District improvements are spread out covering the southeast region of 'Wayne Coin
North Carolina. The improvements are concentrated north of the Cape Fear River and the
Wayne/Duplin County border, south of the Neuse River, and east of US Highway 117.
Description of Activity: No Department of the Army permit will be required for. the following
activities associated with the Southeastern Wavne Sanitary District improvements: the addition of
ammonia feed systems to three existing wells, doubling the capacity of the existing Potable Water
Treatment Plant from .9 MGD to 1.8 MGD on the existing site, the construction of one booster
pump station, and the installation of automatic meter reading systems and SCADA improvements.
The proposed improvements will increase Southeastern Wayne Sanitary District's ability to treat
groundwater, read water meters, monitor water system activites. and distribute water throughout
the service area.
Your work as proposed does not require Department of the Army authorization for the following
reason(s):
There are no jurisdictional waters or wetlands within the boundaries of the property.
X The proposed project does not impact jurisdictional waters or wetlands.
The proposed project is exempt from Department of the Army regulation.
Specify: All work will be done on existing wells or tank sites and/or NC DOT rights -of -way
except for the construction of one booster pump station, which will be upon
uplands. No wetlands or structures will be impacted by the proposed
improvements. An Y work not included above should be verified by the Corps
before beginning the activity.
This Department of the Army determination does not relieve the permittee of the responsibility to obtain
any other required Federal, State, or local approvals/permits. The permttee may need to contact
appropriate State and local agencies before beginning work.
For any activity within the twenty coastal counties, before beginning work,* you must contact the N.C.
Division of Coastal Management in Washington, North Carolina, at (252) 9y6-648I to discuss any
required State authorization.

ATTACHMENT
1. The Southeastern Wayne Sanitary District (SEWSD) proposes to upgrade
their water system through the installation- of ammonia feed equipment on
three (3) existing wells, installation of SCADA electrical control equipment
at existing wells, elevated tanks, booster pump stations and water
treatment plant, installation of automatic meter read (AMR) water meters
at existing customer's services (replacing existing water meters.), and the
installation of one (1) EA new booster pump station to allow SEWSD to
transport water to adjacent Eastern Wayne Sanitary District and Belfast
Patetown .Sanitary Districts, and expansion of its existing water treatment
plant. The booster pump station will be built on an existing site presently
containing an elevated storage tank. All other planned improvements will
be on existing sites. No new land will be required to support the project.
2. The location of the major planned improvements is such that it will not
have a disproportionate adverse effect on any minority, low-income family,
or other socio-economic group of citizens. The district currently provides
water service to all persons in a non-discriminatory manner. No impact
will occur to socio-economic.issues/environmental justice.
3. The service area consists of 100% of the Indian Spring Township and
40% of Brogden Township. The median household income of the service
area is $31,877. The population of the service area is approximately
14159. 'It is estimated that 54% of the service area is white, 30% is black
or African American and a very small number of American Indians and
Asians and approximately 15% being of Hispanic ethnic decent.
4. The Southeastern Wayne Sanitary- District has not had a formal public
hearing or information meeting relative to the project. Same will be held
prior to loan obligation.
5. The applicant will sign documents obligating them to comply with the Civil
Rights Act of 1964, Title VI, Title IX of the Education Act Amendments of
1972 and various other laws protecting individual rights. The applicant will
sign the required forms specifically related to additional individual
protections.
