Division personnel have reviewed and approved your application for renewal of the subject permit.
Accordingly, we are forwarding the attached NPDES discharge permit. This permit is issued pursuant to
the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement
between North Carolina and the U.S. Environmental Protection Agency dated October 15, 2007 (or as
subsequently amended).
This final permit includes one major change from the draft permit send to you on October 8, 2008.
The TN Load monthly and annual monitoring calculations are no longer required.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following receipt of this letter. This request must be in the farm of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings
(6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this
decision shall be final and binding.
Please note that this permit is not transferable except after notice to the Division. The Division
may require modification or revocation and reissuance of the permit. This permit does not affect the legal
requirements to obtain other permits which may be required by the Division of Water Quality or permits
required by the Division of Land Resources, the Coastal Area Management Act or any other Federal or
Local governmental permit that may be required.

this permit issuance, any previously issued permit bearing this number is no longer effective. Therefore, the
exclusive authority to operate and discharge from this facility arises under the permit conditions, requirements,

1. Flow estimate shall be based on daily discharge activities to outfall and supported by metering data
where applicable.
2. TRC Total. Residual Chlorine compliance is required for chlorine or chlorine derivative used for
disinfection. The Division shall consider all effluent TRC values reported below 50 ug/1 to be in
compliance with the permit. However, the Permittee shall continue to record and submit all values
reported by a North Carolina certified laboratory (including field certified), even if these values fall
below 50 ug/l.
3. For a given wastewater sample, TN = TKN + (NO2-N + NO3-N), where TN is Total Nitrogen, TKN is Total
Kjeldahl Nitrogen, and (NO2-N + NO3-N) are nitrlte and nitrate nitrogen, respectively.
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

BACKGROUND
The Eastern Wayne Sanitary District operates an aeration/greensand filter drinking water
treatment facility, WTP#3 on Rockford Church Road, that serves the surrounding community.
Water from multiple wells is the water source. The WTP#3 Plant has the option to pump its
waste water approximately 0.7 miles to the NPDES outfall, an unnamed tributary 200 feet
upstream from the unnamed tributary discharge into the Neuse river, a class C , NSW water in
the Neuse River Basin in Lenoir County.
Aerated well water is pre-treated with potassium permanganate and then flows to three parallel
greensand filters (iron removal). The filtered water is further treated with corrosion inhibitor
(polyphosphate), chlorine, fluoride, and ammonia before entering the main drinking water
distribution network. The drinking water network provides the water for backwashing and rinsing
the greensand filters. There is a dechlorination chemical feed system that treats the returned
drinking water prior to use for backwash/rinse of the greensand filters.
The greensand filters backwash/rinse waste stream accumulates in a holding basin where solids
are collected. The waste water from the holding basin than can either be recycled or pump to the
NPDES outfall. As solids build up in the holding tank they can be removed for disposal.
However, to date this facility has not accumulated sufficient solids to warrant disposal and the
holding basin continues to store the collected solids. There is a contingency plan in place to
follow regulatory requirements for proper disposal of the solids.
No discharges to the NPDES outfall have occurred as a result of 100% recycling of the waste
water.
PERMITTING STRATEGY
There is no DMR data to review. Review previous fact sheets, file information. Compare permit
to existing WTP Strategies for Greensand Filters and Neuse River Basin rules.

Effluent Limitations and Monitoring Requirements
FLOW
All waste flows are required to be limited, a monthly average limit of the daily flow 0.033 MGD
will be added to this permit. The flow is also required to calculate TMF for the TN Load
calculation. A footnote to clarify flow estimates will be added to this permit.
TSS
TSS is a primary pollutant parameter for Greensand WTP waste effluent, TSS monitoring/limits
will continue in this permit.
pH
pH is a major pollutant parameter for waste water. A pH 2/ Month monitoring with a limit range
of no less than 6.0 or greater than 9.0 will be added to this permit.
Total Residual Chlorine (TRC)
TRC is a major toxicant. TRC monitoring will be decreased to 2/Month to match current
Division policy. Monitoring with a 17 µg/L limit (no IWC) will continue in this permit. The
TRC footnote will be edited to clarify compliance.
Fluoride
Fluoride Monthly monitoring will be added to this permit. Fluoride is present, is a toxicant of
concern, and is required by the Greensand Filter WTP guidelines.
Total Iron
Total iron is an action level toxicant. Total iron monitoring will be decreased to 2/Month to
match current Division policy in this permit.
Total Manganese
Total manganese Monthly monitoring will be added to this permit. Total Manganese is a toxicant
of concern and is required by the Greensand Filter WTP guidelines.
Total Nitrogen (TM, TJN, Nitrate/Nitrite Nitrogen, TN Load
Nutrient monitoring for a NPDES discharge into this portion of the Neuse River basin is required
(NSW). TN is defined as the sum of the TJN and Nitrate and Nitrite nitrogen. TN Load is the
mass quantity of TN discharge, monthly and annually, using the formula TN Load (monthly) _
TMF x TN x 8.34. TN Load (annually) = sum of Jan to Dec monthly TN Loads. TJN and
Nitrate/Nitrite nitrogen semi-annual monitoring will continue in this permit. All calculated
values will continue to be required in this permit.
Total Phosphorus (TP)
Nutrient monitoring for a NPDES discharge into this portion of the Neuse River basin is required
(NSW). TP monitoring will continue in this permit.
Removed Requirements
Settleable Solids and Turbidity requirement were removed from this permit. Current Greensand
Filter WTP guidelines do not require these parameters.

SUMMARY OF PROPOSED CHANGES
In keeping with Division policies the following will be incorporated into the permit:
• Effluent limitation and monitoring requirements for Flow and pH will be added.
• Effluent monitoring for TRC and Total Iron will be reduced to 2/Month and Monthly,
respectively.
• Effluent Monthly monitoring for Fluoride and Total Manganese will be added.
• Effluent limitations and monitoring for Settleable Solids, instream limitations and
monitoring for Turbidity will be removed from this permit.

does not apply to any other kind of cationic exchange unit used in water treatment. If any portion of the water
treatment process includes an ion exchange/water softener unit, then the RO-IE Permitting Strategy will apply as
well.
Typically, a greensand filtration unit is preceded by the use of an aeration tower along with potassium
permanganate to oxidize dissolved iron in the ground water. The particulate ferric hydroxide (and some minor
quantities of soluble ferrous material) is then removed via filtration through a manganese based greensand media.
Greensand is a proprietary material that does not require sodium cycle regeneration, only backwash with finished
(potable) water. Since the discharge from such a facility is not as saline as that from a sodium cycle cationic
exchange unit, this may be considered a more environmentally friendly technology for the treatment of
groundwater. For that reason, unlike other types of ion exchange systems, non -discharge options are sometimes an
alternative and should be explored for new permits. Filter backwash water is usually collected in a settling basin,
and the supernatant is then discharged to surface waters or a regional treatment works.
4.2 Pollutants of Concern
Typical chemical additives to such treatment systems are an anti-scalant (such as zinc orthophosphate), fluoride,
chlorine and potassium permanganate.

For Greensand WTPs
The minimum monitoring requirements for greensand WTPs included below identifies various pollutants of concern
including conventional parameters and toxicants. A brief rationale for the inclusion of these contaminants can be found in
Appendix A. Other toxicants were not included because they are not expected to be detected, however if a pollutant specific
problem is detected in the receiving stream then a monitoring requirement may be added for that parameter. Likewise, if
data indicate that a pollutant is not present in the facility's discharge, that parameter may be dropped from the
requirements. Limits should be added if a facility shows reasonable potential to exceed water quality standards for
toxicants. New facilities should monitor for parameters of concerns regardless of whether or not there is a water quality
standard. Monitoring requirements can be re-evaluated during subsequent renewals.

There have been no changes at the facility since the issuance of the last permit. The facility
generates an insignificant amount of sludge which accumulates in the on -site backwash waste basin.
The accumulated material (sludge) is believed to meet standards to be deemed a soil supplement and
efforts are on -going to obtain this designation. In the event it becomes necessary to waste solids prior
to receiving the "soil supplement" designation we will contract with a DWQ approved private
contractor, make application to DWQ for a Permit for disposal on land owned by the Eastern Wayne
Sanitary District, or utilize a local approved landfill.
