Dear Mr. Bean:
The Division of Water Quality (the Division) has reviewed your NPDES Permit application
for the subject facility, received May 23, 2000, and hereby transmits your final permit. Please be
advised that prior to beginning discharge, you must apply for an Authorization to Construct this
facility, to include plans, specifications, and a Residual Solids Disposal Plan.
The permit authorizes Eastern Wayne Sanitary District to discharge treated filter backwash
from a proposed Rockford Church Road Water Treatment Plant into an unknown tributary of the
Neuse River, a Class C-NSW waterbody within the Neuse River Basin. The permit includes
discharge Iimitations and monitoring requirements for total suspended residue (TSR), settleable
solids (SS), turbidity, and other parameters.
If any parts, measurement frequencies, or sampling requirements contained in this permit
are unacceptable, you have the right to an adjudicatory hearing upon written request within thirty
(30) days after receiving this letter. Your request must be in the form of a written petition,
conforming to Chapter 150B of the North Carolina General Statutes, and filed with the office of
Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless
such a demand is made, this permit shall be final and binding.
Please notice that this permit is not transferable except after notifying the Division of Water
Quality. The Division may require modification or revocation and re -issuance of this permit.
This permit does not affect the legal requirements to obtain other permits required by the
Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or
other federal or local governments.

3. Turbidity -- Discharge shall not cause receiving stream turbidity to exceed 50 NTU. If receiving stream
background turbidity exceeds 50 NTU, effluent shall not cause this turbidity to increase.

NOTES/SUMMARY
Joe called to clarify treatment processes and flow volumes from the four (4) Proposed WTPs. Tvndal Lewis stated that
each plant has essentially the same design and that the discharge would not exceed 35,000 god maximum. Joe
asked if the Division needed to retain monitoring for aluminum and chloride specific to alum flocculation and brine
recharge. respectively. Mr Lewis stated that these processes are not included in the proposed design.
Whim that these parameters would therefore be removed from the effluent monitoring Page in the FINAL permits. Due
to anticipated discharge >5 000 god, monitoring frequencies will remain at Weekiv for all parameters except
2/Monthly for TSS(per Division Guidance Memo of 30Se 92 .

INTRODUCTION
Eastern Wayne Sanitary District (also herein referred to as the permittee) requires a National
Pollutant Discharge Elimination System (NPDES) permit to dispose treated wastewater to the surface
waters of the state. The permittee has applied to the Division of Water Quality (the Division) for a 5-
year NPDES permit for a new facility. This facility has been approved, and this Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit issuance (superscripted numbers in order of appearance, See References).
FACILITY RECORDS REVIEW
Facility Description. The permittee proposes to construct a Water Treatment Plant (WTP), the
Rockford Church Road WTP (Table 1), designed to produce approximately 0.033 million gallons per
day (MGD) of potable drinking water. Per Division policy, WTP waste flows are not limited.[ This
facility will generate filter backwash wastewater from three (3), 10-foot diameter filters and disposed
this waste to a 40-foot by 40-foot (67,000-gallon) concrete settling basin to removed solids?

Verifying Existing Stream Conditions. This facility proposes to discharge to an Unnamed
Tributary of the Neuse River, a Class C-NSW waterbody within the Neuse River Basin. Although this
tributary is not listed as an "impaired" waterbody [not 303(d) listed], the entire Neuse River Basin is
designated as Nutrient Sensitive Waters (NSW).S Based on the permittee's intended treatment
technology however, the Division does not anticipate that potable water production will generate
significant quantities of nutrients.
CORRESPONDENCE
Washington Regional Office (WaRO) reviewed the application for NPDES Permit and recommended
that the permit be issued noting that:
1) the facility proposes to treat groundwater from local wells;
2) water softeners are not proposed, therefore chlorides are not expected as waste; and
3) the Division should require the permittee to submit a Residual Solids Disposal Plan.3
The Division will therefore recommend that the permittee provide a Residual Solids Disposal Plan, to
be submitted with a request for an Authorization to Construct.

This proposed discharge will result from the backwash of filters for h'en removal at a proposed well water
treatment plant. Softeners are not proposed Merotore chlorides are not erpected to be a problem. It is
recommended that the permit be issued however the pemdttee should be required to propose a method of
ultimate sludge dispesal.

WAYNE SANITARY DISTRICT, hereinafter referred to as the OWNER, and McDAVID
ASSOCIATES, INC., hereinafter referred to as the ENGINEER:
The OWNER intends to construct water system improvements described as the 1999 Clean
Water Improvements Project in Eastern Wayne Sanitary District, in Wayne County, State of
North Carolina, for which the ENGINEER agrees to perform the various professional engineering
services for the design and construction of said system.

That for and in consideration of the mutual covenants and promises between the parties hereto,
it is hereby agreed:
SECTION A - ENGINEERING SERVICES
The ENGINEER shall furnish engineering design services and services during construction as
follows:
DESIGN SERVICES
1. The ENGINEER will conduct preliminary investigations, prepare preliminary drawings,
provide a preliminary estimate of probable construction costs effective as of the date of the
preliminary report, and submit a preliminary engineering report to the OWNER.
2. The ENGINEER will furnish 5 copies of the preliminary engineering report, and layout
maps to the OWNER.
3. The ENGINEER will attend conferences with the OWNER or other interested parties as may
be reasonably necessary.
4. The ENGINEER will perform the necessary design surveys, accomplish the detailed design
of the project, prepare construction drawings, specifications and contract documents, and
prepare a final cost estimate based on the final design for the entire system. It is also
understood that if subsurface explorations (such as borings, soil tests, rock soundings and
the like) are required, the ENGINEER will furnish coordination of said explorations with
additional charge, and the costs incident to such coordination and explorations shall be paid
for by the OWNER as set out in Section D hereof.
5. The contract documents furnished by the ENGINEER under Section A-4 shall utilize
approved construction contract documents, including General Conditions, Supplemental
General Conditions, Contract Change Orders, and partial payment estimates. All of these
documents shall be subject to OWNER approval.
6. Prior to the advertisement for bids, the ENGINEER will provide for each construction
contract, not to exceed 5 copies of detailed drawings, specifications, and contract documents

The Division received your permit application (and check # 8355 for $715.00) on May 23, 2000. Please
submit the following items so that your application can be assigned to a review engineer:
• Designation of authorized representative. If you wish to designate McDavid Associates as your
Authorized Representative for purposes of obtaining this permit, please do so in writing.
• A map showing the exact location of the proposed discharge. Provide a section of the relevant
USGS topographic map, with the proposed discharge point clearly marked. The cover letter
submitted with the application references a map, but no map was included.
Please note that no Authorization to Construct (AtC) request can be reviewed without an existing permit
for the facility to be constructed. The plans submitted with this permit application will be returned to McDavid
Associates.

Proposed discharge consists of iron filter backwash wastewater effluent
following treatment via a wastewater holding structure. The proposed
0.90 MGD water treatment plant will ultimately include three 10 ft.
diameter filters designed to remove approximately 1 mg/l of iron from
the raw water supply prior to distribution as potable water to Sanitary
District customers. Each filter will typically be backwashed once per
day. A typical backwash cycle requires approximately 11,000 gallons of
potable water. Backwash wastewater will be discharged into a concrete
40' x 40' holding structure (67,000 gallon volume) to provide adequate
time for solids settling prior to discharge. Effluent from the holding
facility will be pumped via dual effluent pumps to the proposed discharge
point located at an unnamed tributary to the Neuse River approximately
400 feet from the confluence of the U.T. and the Neuse River. The
proposed discharge point is located approximately 2,800 LF east of the
intersection of NCSR 1736 and NCSR 1737 and approximately 1,000 LF
east of the Wayne County -Lenoir County line in Lenoir County.
Effluent characteristics are anticipated to be within the ranges typical of
NPDES Permits for water treatment plant filter discharges.

Alternatives: Consideration of other alternatives to the discharge were considered but
rejected. Land application was rejected due to the high cost associated
with land acquisition and infrastructure necessary to land apply the
wastewater. A "no action" alternative was considered but rejected due
to the need to provide potable drinking water to the Sanitary District.
The proposed discharge is not anticipated to have any significant impacts
on the receiving stream.
Schedule: Construction is anticipated to begin in September or October, 2000.
The issuance of the Permit is also requested to include an Authorization to Construct for the
proposed holding structure and effluent pumps. Three copies of applicable plan sheets (Sheets G-4,
G-5, G-24, G-25 from Contract No. 57 and Sheets 13 and 14 from Contract No. 54) illustrating the
plant layout and proposed wastewater handling components are included for your reference. The
application fee in the amount of $715.00 is also attached.
