full Fact Sheets. Expedited permits are generally simple 100% domestics (e.g., schools, mobile
home parks, etc.) that can be administratively renewed with minor changes but can include
facilities with more complex issues (Special Conditions, 303(d) listed water, toxicity testing,
instream monitoring, compliance concerns).

Amanda — thanks for that info. I've corrected the final permit accordingly.
I hope to issue this one soon. Please be aware that John Hennessy has left the Compliance & Expedited Unit for another
job in DWR. We are without a Supervisor in the short term. I don't expect this to delay getting final permits signed, but
it might.
Thanks again and have a great day.

Hi Charles,

Aqua received the draft Cape WWTF permit last Friday. Upon review, we noticed that the system components have not
been updated to reflect the facility upgrade that was completed in 2022. Aqua now operates under A. (2) effluent
limitations and requirements that include the following system components:
• 1, 0.10 MG and 2, 0.15 MG plants
• Digestor = 0.156 MG
• Tertiary treatment
• UV disinfection, with optional chlorine feed
• Generator upgrade
Can we get this revised? Any supporting information needed?
Thanks for your help Charles.

Hi Charles,
I apologize for the delay.
I inspected the facility in 2019, the next inspection would be in 2024. The summary in the inspection report reads as
indicated further below. I am enclosing the 2019 inspection report and inspection letter.
Regarding the future wastewater treatment capacity (80-90 rule), they provided the ATC form/specs (enclosed) and set
of drawings in 2020 (large file could not attach) with their plans for expansion.
Compliance status:
2021— 5 NOV for enterococci violations, some of these NOVs included flow violations. To the flow violations, AQUA
responded with the letter that is enclosed.
2022— 1 NOV for BOD violations
2023— None

Morella — you did the last inspection in 2019. I'm drafting the renewal and wanted to know what their compliance
issues are. There were seven enforcements, twelve NOVs and two NODS during the last permit cycle. Is this one
problematic because it discharges to salt waters, or are there O&M issues at the site? I just need something for the fact
sheet.
The draft is attached FYI. I'd appreciate any info you could share.
