Dear Mr. Lynch:
The Division of Water Quality (the Division) has reviewed your NPDES Permit application
for the subject facility, received May 23, 2000, and hereby transmits your final permit. Please be
advised that your pending request for an Authorization to Construct this facility needs to be
accompanied by plans, specifications, and by a Residual Solids Disposal Plan.
The permit authorizes Northwestern Wayne Sanitary District to discharge treated filter
backwash from a proposed Memorial Church Road Water Treatment Plant into Great Swamp, a
Class C-Sw-NSW waterbody within the Neuse River Basin. The permit includes discharge
limitations and monitoring requirements for total suspended residue (TSR), settleable solids (SS),
turbidity, and other parameters.
If any parts, measurement frequencies, or sampling requirements contained in this permit are
unacceptable, you have the right to an adjudicatory hearing upon written request within thirty (30)
days after receiving this letter. Your request must be in the form of a written petition, conforming
to Chapter 150B of the North Carolina General Statutes, and filed with the office of Administrative
Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714. Unless such a demand
is made, this permit shall be final and binding.
Please notice that this permit is not transferable except after notifying the Division of Water
Quality. The Division may require modification or revocation and re -issuance of this permit.
This permit does not affect the legal requirements to obtain other permits required by the
Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or
other federal or local governments.

Memorial Church Road Water Treatment Plant
NC HWY 581 at NCSR 1342
Wayne County
to receiving waters designated as Great Swamp, within the Neuse River Basin, in accordance with effluent
limitations, monitoring requirements, and other conditions set forth
in Parts I, II, III, and IV hereof.
The permit shall become effective June 1, 2001
This permit and the authorization to discharge shall expire at midnight on January 31, 2003

Plant utilizing a filter system and a concrete settling basin to be located on NC Hwy 581 at NCSR
1342 in Wayne County; and
2. upon receiving Authorization to Construct from the Division of Water Quality, to construct and
operate said treatment facility; and
3. to discharge treated filter backwash through Outfall 001 at a specified location (see attached map)

Joe called to clarify treatment processes and flow volumes from the four (4) proposed WTPs. Tyndall Lewis stated that
each plant has essentially the same design and that the discharge would not exceed 35,000 god maximum. Joe
asked if the Division needed to retain monitoring for aluminum and chloride specific to alum flocculation and brine
rechar a respectively.`Mr Lewis stated that these processes are not included in the proposed design.

INTRODUCTION
Eastern Wayne Sanitary District (also herein referred to as the permittee) requires a National
Pollutant Discharge Elimination System (NPDES) permit to dispose treated wastewater to the surface
waters of the state. The permittee has applied to the Division of Water Quality (the Division) for a 5-
year NPDES permit for a new facility. This facility has been approved, and this Fact Sheet
summarizes background information and rationale used by the Division's NPDES Unit to determine
permit limits and conditions. This document also contains references to information sources relevant
to this permit issuance (superscripted numbers in order of appearance, See References).
FACILITY RECORDS REVIEW
Facility Description. The permittee proposes to construct a Water Treatment Plant (WTP), the
Memorial Church Road WTP (Table 1), designed to produce approximately 0.033 million gallons per
day (MGD) of potable drinking water. Per Division policy, WTP waste flows are not limited! This
facility will generate filter backwash wastewater from three (3), 10-foot diameter filters and disposed
this waste to a 40-foot by 40-foot (67,000-gallon) concrete settling basin to removed solids.2

Verifying Existing Stream Conditions. This facility proposes to discharge to Great Swamp, a Class
C-SWP-NSW waterbody within the Neuse River Basin. Although this tributary is not listed as an
"impaired" waterbody [not 303(d) listed], the entire Neuse River Basin is designated as Nutrient
Sensitive Waters (NSW).5 Based on the permittee's intended treatment technology however, the
Division does not anticipate that potable water production will generate significant quantities of
nutrients.
CORRESPONDENCE
Washington Regional Office (WaRO) reviewed the application for NPDES Permit and recommended
that the permit be issued noting that:
1) the facility proposes to treat groundwater from local wells;
2) water softeners are not proposed, therefore chlorides are not expected as waste; and
3) the Division should require the permittee to submit a Residual Solids Disposal Plan.3
The Division will therefore recommend that the permittee provide a Residual Solids Disposal Plan, to
be submitted with a request for an Authorization to Construct.

This proposed discharge will result from the back wash of festers for iron removal at a proposed well water
treatment plant. Softeners are not proposed therefore chlorides are not expected to be a problem. It is
recommended that the permit be issued however the perndffee should be required to propose a method of
ultimate sludge disposal.

Attached please find three copies of subject NPDES Permit Application forms for the following
project:
Project Name: Contract No. 24 - Water Treatment Plant
Northwestern Wayne Sanitary District
2. Location: NCSR 1342 (Memorial Church Road)
Wayne County, NC
Description: Proposed discharge consists of iron filter backwash wastewater effluent
following treatment via a wastewater holding structure. The proposed
0.90 MGD water treatment plant will ultimately include three 10 ft.
diameter filters designed to remove approximately 1 mg/1 of iron from
the raw water supply prior to distribution as potable water to Sanitary
District customers. Each filter will typically be backwashed once per
day. A typical backwash cycle requires approximately 11,000 gallons of
potable water. Backwash wastewater will be discharged into a concrete
40' x 40' holding structure (67,000 gallon volume) to provide adequate
time for solids settling prior to discharge. Effluent from the holding
facility will be pumped via dual effluent pumps to the proposed discharge
point located on Great Swamp at NC Hwy 581. The proposed discharge
point is located approximately 2,200 LF north of the intersection of
NCSR 1342 and NC Hwy 581. Effluent characteristics are anticipated
to be within the ranges typical of NPDES Permits for water treatment
plant filter discharges.

Alternatives: Consideration of other alternatives to the discharge were considered but
rejected. Land application was rejected due to the high cost associated
with land acquisition and infrastructure necessary to land apply the
wastewater. A "no action" alternative was considered but rejected due
to the need to provide potable drinking water to the Sanitary District.
The proposed discharge is not anticipated to have any significant impacts
on the receiving stream.
Schedule: Construction is anticipated to begin in September or October, 2000.
The issuance of the Permit is also requested to include an Authorization to Construct for the
proposed holding structure and effluent pumps. Three copies of applicable plan sheets (Sheets G-4,
G-5, G-24, G-25 from Contract No. 24 and Sheet 26 from Contract No. 21) illustrating the plant
layout and proposed wastewater handling components are included for your reference. The
application fee in the amount of $715.00 is also attached.
