Sullins Governor Director February 12, 2010 Mr. F. Tyndall Lewis, P.E. McDavid Associates, Inc. P.O. Box 1776 Goldsboro, North Carolina 27533 Dee Freeman Secretary Subject: Speculative Limits for Expansion of Southeastern Wayne Sanitary District WTP NPDES Permit NC0086941 Wayne County Dear Mr. Lewis: Pursuant to the SEPA Program, you requested speculative limits on behalf of the Southeastern Wayne Sanitary District (SEWSD) in Wayne County for an expansion of its WTP facility. The requested wastewater increase is to 66,000 gpd with no changes to the existing wastewater quality or to the approved discharge location into Horsepen Branch. The known facility expansion features that impact the NPDES permit are: 1) Three new iron sand filters, equal in capacity and design to the existing three iron sand filters, 2) ammonia addition at the wells for chloramines disinfection, 3) new controls. We have reviewed the request and provide the following response. The speculative limits presented here are based on our understanding of the proposal and of present environmental conditions. The Division of Water Quality (DWQ) cannot guarantee that it will issue SEWSD a NPDES permit to discharge treated wastewater into waters of the State. Nor can we guarantee that the effluent limitations and other requirements included in any permit will be exactly as presented here. Final decisions on these matters will be made only after the Division evaluates a formal permit application for this discharge, and notices the proposal for public comment. Environmental Assessments of New Projects and Expansions As a reminder DWQ will not accept a permit application for a project requiring: an environmental assessment until the Division has approved the EA and sent a Finding of No Significant Impact (FONSI) to the state Clearinghouse for review and comment. Please contact the Division's State Environmental Policy Act (SEPA) coordinator, currently Hannah Stallings, at (919) 807-6434 if you have any questions regarding the SEPA process. Therefore, as a component of all NPDES permit applications for new or expanding flow, a detailed engineering alternatives analysis (EAA) must be prepared. The EAA must justify requested flows and provide an analysis of potential wastewater treatment alternatives. Alternatives to a surface water discharge, such as a spray/drip irrigation, wastewater reuse, or connection to a regional WWTP are considered to be environmentally preferable. Speculative Effluent Limits We have reviewed information provided by you and existing environmental conditions at the existing discharge point. Based on the available information, tentative limits for the proposed discharge are outlined below in Table 1: Table 1: Speculative Effluent Limits EFFLUENT CHARACTERISTICS LIMITS Monthly Avera a Dady Maximum Total Suspended Solids (TSS) 30.0 m /L 1 45.0 m /L p H Not greater than 9.0 S.U. nor less than 6.0 S.U. Bot 1776 Goldsboro, NC 27533 SUBJECT: Request for Speculative Limits L_ Water Treatment Plant Expansion NPDES Permit NC 0086941 Southeastern Wayne Sanitary District Wayne County, NC Dear Mr. Vinzani: JAN 202010 Southeastern Wayne Sanitary District (SEWSD) operates a potable drinking water system in southeastern Wayne County that serves approximately 5,000 users. A portion of its water is treated (iron and manganese removal) via filtration at an existing .9 MGD water treatment plant (WTP) on Arrington Bridge Road. Although the backwash from the filters is typically treated and re -used, SEWSD maintains NPDES Permit NC 0086941 which allows the discharge of its treated backwash water to Horsepen Branch. The NPDES Permit includes limits for suspended solids, settleable solids, turbidity and residual chlorine. The NPDES Permit does not limit FLOW. SEWSD is planning to increase the size of its existing WTP from .9 MGD to 1.62 MGD in order to replace capacity loss due to Capacity Use Area rules which mandate reductions in withdrawals from other existing wells. The quantity of wastewater will increase from 33,000 gpd to 66,000 gpd as a result of the WTP expansion. Treatment facilities at the existing WTP will be duplicated during the proposed expansion. No change in the quality of treated effluent is anticipated. SEWSD has not discharged to Horsepen Branch in recent years. In lieu of discharging, treated wastewater is recycled through the treatment process and processed into potable water. SEWSD maintains its NPDES Permit as a safety measure in case discharge becomes necessary. SEWSD is requesting USDA-RD financial assistance for the WTP expansion. Clearinghouse comments were requested for the project. Hannah Stallings, Basinwide Planning Unit and SEPA Program, DWQ, provided a comment in response to the Clearinghouse submittal suggesting a request for speculative limits be submitted as soon as possible. This letter is provided in accordance with Ms. Stallings' suggestion. \\G-PCI\D1005\FTL\2010 1 100118 SEW SD-DWQ-REQ-SPECULATIVE-LIMITS-WTP-GV-LTR.dm Please respond at your earliest convenience.
