8. PROJECT SUMMARY:
YMCA of the Triangle Area, Inc.
YMCA Camp Seafarer
2744 Seafarer Road
Pamlico County
Davey Resource Group, on behalf of YMCA of the Triangle Area, Inc., has submitted an
application for the installation of a floating dock with 8 transient/non-formalized boat slips, 7
finger piers with adjoining wet slips, 2 boat lifts, a covered platform and 100' of bulkhead
behind existing riprap. In addition, applicant is proposing renovations to existing water
dependent structures, and maintenance dredging of the existing boat ramp area, channel, and
basin, The property is located at 2744 Seafarer Road, adjacent to the Neuse River in the Town
of Arapahoe, Pamlico County.
9. NARRATIVE DESCRIPTION:
The property is an ±346-acre parcel owned by Camp Seafarer, which operates as a summer
camp for the YMCA and includes a network of buildings, roads, and associated infrastructure.
It is partially vegetated with native trees, shrubs, and grasses. The property has ±11,850 linear
feet of shoreline adjacent to Mill Creek and the Neuse River, with coastal wetlands adjacent to
the headwaters of Mill Creek. Mill Creek ranges from 70' to 130' in width with water depth of
approximately 5' below normal water level at the site of construction. The Neuse River is ±
18,480' in width and can reach depths of 12' below normal water level. No submerged aquatic
vegetation or shellfish resources are located at the project location.
The project site will encompass a 4.4-acre area on the southeast side of the parcel. Existing
structures include a ±33,600 ft2 man-made basin stabilized by ± 532' of existing bulkhead and
a 127' retaining wall along the northwest side. There is a 10' x 120' walkway along the
southwest boundary of the basin and a 6' x 158' walkway that runs along the northeast part of
the basin that includes four existing 4' x 20' finger piers with 8 permanent wet slips. The
existing walkway and bulkhead continue northeast along Mill Creek for ± 82' before they
terminate at the southwest side of an existing 25' x 50' boat ramp. An additional 6' x 98'
walkway begins at the northern edge of the boat ramp, running northeast along Mill Creek. An
existing bulkhead runs congruent with the walkway for f 55' before terminating at a 35'
wingback. Additional structures include ± 1,333' of riprap stabilizing the shoreline along the
Neuse River and ± 190' of riprap stabilizing the shoreline along Mill Creek that transitions in
to a ± 230' riprap jetty. There was previously a 9,545 ft2 boathouse installed over the existing
basin that has since been removed.
The adjacent riparian property to the west is a vacant and undeveloped lot zoned as residential.
The riparian property to the east is located on the eastern side of Mill Creek and is a residential
development sparsely populated by single-family structures, several vacant lots, and coastal
wetlands along the creek. The adjacent property to the north is a vacant and undeveloped lot
owned by the Weyerhaeuser Company. Previous permitting history includes a major permit,
CAMA Major Permit No. 45-12, for maintenance dredging, a bulkhead, upland construction,
and facility expansion.

Mill Creek is an inland water body, as designated by the Division of Marine Fisheries and the
Wildlife Resource Commission, and is classified as SC, Sw, NSW by the Environmental
Resource Commission. The Neuse River is a coastal water body, as designated by the Division
of Marine Fisheries and the Wildlife Resource Commission, and is classified as SB, Sw, NSW
by the Environmental Resource Commission. The property is subject to the Neuse Riparian
Buffer rules administered by the N.C. Division of Water Resources. Mill Creek the Neuse
River are both designated as closed to shell fishing and are not a Primary Nursey Area.
10. PROJECT DESCRIPTION:
The applicant is proposing to remove the ± 278' of wooden boardwalk on either side of the
basin, which will be replaced by a f 589' boardwalk made of marine slat on all sides. The
southwest side will be the only portion of the boardwalk constructed over the water, with the
rest of the boardwalk installed on the landward side. Beginning at the southwest side of the
basin, a 6' x 204' boardwalk will be installed that will feature five 4' x 20' finger piers and 13
pilings to accommodate 10 wet slips. Of the ten wet slips, numbered 21-30, slip 22 and slip 23
will each contain a 12.5' x 12.5' boatlift. Adjacent and perpendicular to the southwest
boardwalk, a 1' x 100' vinyl bulkhead will be installed behind the existing riprap adjacent to
Mill Creek. A 11.5' x 140' boardwalk will be constructed on the northwest side of the basin
that will have a 30' x 30' gazebo constructed at its center. A ramp, for foot traffic, will be
installed under the gazebo that will lead from the proposed boardwalk to an 8' x 100' floating
dock with 8 transient/ non -formalized wet slips. Along the northeast side of the basin, a 6' x
245' boardwalk will be constructed that proposes two additional 4' x 20' finger piers that will
accommodate 4 wet slips. The four existing 4' x 20' finger piers with 10 pilings and 8 wet slips
will remain along the northeastern boardwalk and will have portions repaired or replaced as
needed. The boardwalk and bulkhead extending from the northeast corner of the basin along
Mill Creek will have portions repaired or replaced as needed. A portable pump -out is proposed
that will be located in an existing storage building nearby.
In addition to the water dependent structures, applicant is proposing maintenance dredging of
the ramp, basin, and access channel. For the ramp and adjacent portion of Mill Creek, applicant
proposes to dredge an area with the dimensions of 60' x 120'. The current depths range from -
1.4' to -6' below NWL and the proposed dredge depth is - 6' below NWL, which will generate
approximately 1,000 yd3 of spoil. For the basin and access channel, the applicant proposes to
dredge an area of 140' x 240' for the basin, and 110' x 1,400' for the access channel and the
current depths range from -5' to -6' below the NWL. The proposed dredge depth for the basin
and access channel is - 8' below the NWL, with the channel connecting to depths of
approximately - 8.5' below NWL. This will generate approximately 20,000 yd3 of spoil. The
spoil will be placed at an existing and previously approved 200' x 200' x 12' upland spoil
disposal site located in the northeast quadrant of the property.
11. ANTICIPATED IMPACTS:
The project as proposed for the boardwalk and finger piers will shade ± 3,732 ft2 of the creek

bottom, decreasing the existing shaded impact by approximately ± 7,333 ft2. The maintenance
excavation will remove 191,664 ft2 of benthic habitat and will generate 21,000 yd3 of spoil. Spoil
will fill a 40,000 ft2 area of uplands outside of the 50' Neuse River buffer and 30' CAMA
setback. A silt screen will be utilized to minimize sediment discharge during spoil deposition if
needed. The installation of 4,160 ft2 of boardwalk along the landward side of the basin and Mill
Creek, and the construction of the 100 ft2 vinyl bulkhead, will impact the 50' Neuse River buffer
and the 30' CAMA setback, but no fill is expected to be placed below water level. There are no
other upland activities anticipated. Total area disturbance totals are projected for f 4.4 acres at
± 191,664 ft2. This project will result in temporary turbidity from the maintenance excavation
and localized turbidity for the construction of the southwest boardwalk and the seven finger
piers.

Use & Daily Operations:
The proposed docking facility expansion, walkway installation, maintenance dredging, and seawall installation will stabilize uplands
and provide enhanced water access to patrons of the summer camp.
Construction Methodology & Equipment:
Typical fixed pier, floating dock, and gazebo construction and methodologies will be used. Concrete marine slat will be used instead
of wood to eliminate the potential for splinters or exposed nail injuries. Naval style vinyl sheet pile will be used for the proposed
seawall. Dredging maintenance events will occur with either bucket to barge or hydraulic methodologies, depending on the
contractor and maintenance volume required at the time. Equipment will be stored onsite if needed.

Application Narrative:
The project is located on the Neuse River at 2744 Seafarer Road in Arapahoe,
Pamlico County. The parcel operates as the YMCA Camp Seafarer and is partially
vegetated with native trees, shrubs and grasses. Previous CAMA permits on the
subject property allowed construction of bulkheads / seawalls, docks, and
dredging and were authorized under CAMA Major 42-12, General Permit 88170, and
Minor 23-024. A total of 10 wet slips currently exist. Existing water
dependent structures and water depths in the project area were surveyed by TI
Coastal Services Inc. on May 9, 2023, are relative to Mean Low Water NAVD88, and
represent conditions present at that time. The shoreline at approximate normal
high water is 11,850'. An existing maintained channel that varies in width from
approximately 80' to 110' provides access to the basin. Waters in the project
area are classified as SB; Sw, NSW and are not open to shellfishing. The area

The project area is located on the southeast portion of the tax parcel at the
existing boat basin. The applicant proposes replacement of a current wooden
boardwalk with concrete marine slat, removal of an existing wooden boardwalk,
and installation of two additional marine slat boardwalks. The northeast
boardwalk will measure 6' wide x 245' long. The northwest boardwalk will
measure 11.5' wide x 140' long. The southwest boardwalk will measure 6' wide x
204' long. To stabilize uplands, installation of a naval style vinyl sheet pile
measuring 1' wide x 100' long behind the existing rip rap is proposed at the
southeast corner of the existing boat basin. A covered gazebo measuring 30'
wide x 30' long (roofline) is proposed on the northwest boardwalk and will
provide cover and access to an 8' wide x 100' long floating dock. The floating
dock will generate 8 temporary loading / unloading wet slips. A total of 10 wet
permanent slips currently exist within the boat basin. A total of 22 permanent
wet slips with 13 tie pilings are proposed. 8 temporary loading / unloading are
proposed at the floating dock. Two boat lifts are also proposed. Erosion
during construction will be controlled with silt fence or other erosion control
measures. See attachments for details.
Due to water depths in the project area, maintenance dredging is proposed. All
available permitting history was not supplied when requested from DCM. However,
dredging, bulkhead, upland construction, and facility expansion was authorized
under CAMA Major 45-12. Proposed ramp maintenance dredging to a depth of -6'
MLW will generate approximately 1,000 cubic yards of spoil. Proposed basin and
access channel maintenance dredging to a depth of -8' MLW will generate
approximately 20,000 cubic yards of spoil. Maintenance events will occur with
either bucket to barge or hydraulic methodologies, depending on the contractor
and maintenance volume required at the time. Spoil will be placed on a
previously authorized onsite disposal area measuring approximately 200' wide x
200' long and 12' high. If necessary, a silt screen will be deployed to
minimize sediment discharge during spoil deposition. See attachments for
details.
Additionally, the applicant is proposing replacement of existing water dependent
structures (bulkhead, walkways, fixed piers) in place as needed due to
degradation or storm impacts.

This permit, issued on May 9. 2(112 , is subject to compliance with the application (where consistent
with the permit), all applicable regulations, special conditions and notes set forth below. Any violation of these terms may

Excavation
1) In order to protect juvenile finfish resources, no excavation shall be permitted between April 1 and
September 30 of any year without prior approval of the Division of Coastal Management in
consultation with the Division of Marine Fisheries.
2) Because the dredge material is being removed from an area that is closed to the taking of shellfish,
discharges from the dewatering of spoils near to the camp swimming and boating areas between
April 1 and October 31 will cause a swimming advisory to be posted. Please contact the Division of
Marine Fisheries —Shellfish Sanitation and Recreational Water Quality Section (252) 726-6827 prior
to dredging any activity for this determination.

This permit action may be appealed by the permittee or
other qualified persons within twenty (20) days of the issuing
date. An appeal requires resolution prior to work initiation or
continuance as the case may be.
This permit must be accessible on -site to Department
personnel when the project is inspected for compliance.

hereunder requires further Division approval.

3) No excavation shall take place outside the area indicated on the attached workplan drawings.
4) Excavation shall not exceed -8 feet below the normal water level. In no case shall the depth of
excavation exceed the depth of the connecting waters. Overdredging is specifically prohibited.
5) Following completion of the excavation, the Permittee shall document the as -built contours and depths
of the channel, and a copy of this document shall be provided to the Army Corps of Engineers and the
North Carolina Division of Coastal Management.
6) The temporary placement or double handling of excavated materials within waters or vegetated wetlands
is not authorized.
7) In order to prevent leakage, dredge pipes shall be routinely inspected. If leakage is found and repairs
cannot be made immediately, pumping of material shall stop until such leaks are fixed.
NOTE: The permittee's contractor is advised to contact the U.S. Coast Guard at (910),815-4895, ext. 108
to discuss operations and appropriate -lighting, markers, etc. for all dredge equipment.
Spoil Disposal
8) All excavated materials shall be confined above normal water and landward of regularly or irregularly
flooded marsh behind adequate dikes or other retaining structures to prevent spillover of solids into any
marsh or surrounding waters.
9) The disposal area effluent shall be contained by pipe, trough, or similar device to a point at or beyond
the normal water level to prevent gully erosion and unnecessary siltation.
10) The terminal end of the pipeline shall be positioned at or greater than 50 feet from any part of the dike
and a maximum distance from spillways to allow settlement of suspended sediments.
11) A water control structure shall be installed at the intake end of the effluent pipe to assure compliance
with water quality standards.
12) The diked disposal area shall be constructed a sufficient distance from the normal water level or any
marsh to eliminate the possibility of dike erosion into surrounding wetlands or waters.
13) The spoil area shall be inspected and approved by the Division of Coastal Management prior to the
beginning of any dredge activities.

Sedimentation and Erosion Control
NOTE: An Erosion and Sedimentation Control Plan will be required for this project. This plan must be
filed at least thirty (30) days prior to the beginning of any land disturbing activity. Submit this
plan to the Department of Environment and Natural Resources, Land Quality Section, 943
Washington Square Mall, Washington, NC 27889.
14) In order to protect water quality, runoff from construction shall not visibly increase the amount of
suspended sediments in adjacent waters.
15) Appropriate sedimentation and erosion control devices, measures or structures shall be implemented to
ensure that eroded materials do not enter adjacent wetlands, watercourses and property (e.g. silt fence,
diversion swales or berms, etc.).
16) Aground cover sufficient to restrain erosion shall be provided within 30 calendar days of completion of
any phase of grading on cut or filled slopes. At a minimum, a silt fence shall be properly installed
immediately landward of the bulkhead cap immediately following completion of backfilling activities.
Bulkhead
17) The authorized bulkhead shall adhere to the alignment depicted on the attached workplan drawings.
18) The alignment of the permitted bulkhead shall be staked by the permittee and approved on site by a
Division of Coastal Management representative prior to initiation of construction.
19) The bulkhead shall be constructed prior to any backfilling activities.
20) The temporary placement or double handling of fill materials within waters or vegetated wetlands is not
authorized.
21) The bulkhead shall be structurally tight so as to prevent seepage of backfill materials through the
structure.
22) The bulkhead shall be solid and constructed of treated wood, concrete slabs, metal or vinyl sheet piles,
or other suitable materials approved by Division personnel.
23) All backfill material shall be clean and free of any pollutants except in trace quantities.
Upland Development
24) Unless specifically altered herein, this permit authorizes the grading and other land disturbing activities
associated with the development of the above referenced property, including the 4' wide boardwalk, all
as expressly and specifically set forth in the attached permit application and workplan drawings. Any
additional land disturbing activities and/or construction may require a modification of this permit.

Docking Facility Expansion
25) The permit authorizes 1 additional boatslip for a total of 10 formalized boatslips at the docking facility.
General
26) The permittee understands and agrees that, if future operations by the United States requires the
removal, relocation, or other alteration of the structure or work authorized by this permit, or if in the
opinion of the Secretary of the Army or his authorized representative, said structure or work shall cause
unreasonable obstruction to free navigation of the navigable waters, the permittee will be required, upon
due notice from the Corps of Engineers, to remove, relocate or alter the work or obstructions caused
thereby, without expense to the United States or the state of North Carolina. No claim shall be made
against the United States or the state of North Carolina on account of any such removal or alteration.
27) This permit shall not be assigned, transferred, sold, or otherwise disposed of to a third party without the
written approval of the Division of Coastal Management.
28) The permittee and/or his or her contractor shall meet with a representative of the Division prior to
project initiation.
NOTE: This permit does not eliminate the need to obtain any additional state, federal or local permits,
approvals or authorizations that may be required.

8. Project Summary: The applicant wishes to perform maintenance excavation of the existing
channel into Mill Creek, and to construct a vinyl bulkhead for shoreline stabilization, with a
boardwalk cap. The boardwalk cap will then replace/reconfigure a portion of the existing
marina.

9. Narrative Description:
Camp Seafarer is a commercial summer youth camp owned and operated by the YMCA of the
Triangle Area, Inc. It is located at 2744 Seafarer Road (SR 1117) in Arapahoe, Pamlico County.
The property is approximately 345 acres. It abuts the Neuse River and Mill Creek. The adjacent
properties are developed with single family residences.
The camp has approximately 11,270' of shoreline along the Neuse River and Mill Creek. This
area at the mouth of Mill Creek is the focus of the proposed work on the property. (Therefore,
this Field Report will limit its focus to that area). There is a boathouse and marina basin at the
mouth of Mill Creek along the southeast property boundary. Immediately north of the basin is a
boat ramp and dilapidated rail haul out basin. The shoreline of the marina basin to the boat ramp is
armored with rip rap. This rip rap is failing to prevent further erosion of the high ground and is
sloughing off into the basin and Mill Creek. There is a rip rap groin on the west side of the mouth
of Mill Creek.
The average elevation of the high ground of the parcel is + 15' above the normal water level (nwl).
Vegetation on this particular tract is mainly comprised of lawn grasses and then coastal wetlands
adjacent to the headwaters of Mill Creek. There is a defined channel at the mouth of Mill Creek
leading into the Neuse River; previously dredged for Camp Seafarer (ref. CAMA Major Permit
#99-87). Water depths in the channel range from about -2' to -7' nwl.
Mill Creek is approximately 65' across at this location. This area is a part of the Neuse River
basin. It is subject to wind driven tides. These Estuarine Waters of the Neuse River are not
classified as a Primary Nursery Area and there is no submerged aquatic vegetation (SAV) present
in the area of the proposed development. SAV has been documented immediately upstream from
this area. This waterbody is closed to shellfish harvest and is classified as SC; Sw, Nutrient
Sensitive Waters. There are Coastal Wetlands immediately adjacent to the proposed project area
(north of the haul out basin). This proposal is subject to the DWQ Neuse River Riparian Buffer
Rules.
10. Proposed Development:
The applicant wishes to replace the rip rap adjacent to the marina basin and boat ramp with vinyl
bulkhead. The applicant's rip rap revetment has failed during major storm events. The applicant
also wishes to maintenance dredge the existing Mill Creek channel and reconfigure a portion of its
marina. In reconfiguring this section of the marina basin dockage, the applicant will be able to add
an additional slip within the same footprint. The applicant wishes to bulkhead and backfill in the
old haul out basin because it is no longer used.
The maintenance dredging of the access channel, which connects the marina basin to the Neuse
River, will be performed utilizing hydraulic means. The previously dredged access channel is
1,039' long and 90' wide. It will be dredged back down to -8.0' deep (NWL). This would result
in the removal of approximately 10,000 cubic yards of benthic habitat. The spoil material would

be pumped to the existing spoil site on high ground (ref. LAMA Major Permit #99-87). The
existing 40,000-square foot spoil disposal area is approximately 800' north of the existing boat
ramp on Mill Creek. This existing spoil disposal site should adequately contain the dredged spoil
material.
Along the northeast side of the marina basin, the applicant is proposing to construct a vinyl
bulkhead. The bulkhead would have a 4'-wide boardwalk cap on it. This cap would be utilized to
access the existing boat slips along that section of the marina basin, and thus enabling the applicant
to create an additional boat slip with the new configuration. The existing finger piers and tie
pilings would remain. The bulkhead would continue north along the Mill Creek shoreline and have
a break around the existing boat ramp. Then it would continue north across the mouth of the old
haul out basin. The 110' by 25' basin would then be back filled in with earthen material from an
approved upland source and reclaimed as high ground. The total overall length of bulkhead would
be 350' with 12' tie back rods to the dead men.
11. Anticipated Impacts:
This proposal is subject to the DWQ Neuse River Basin Riparian Buffer Rules. No long-term
environmental effects anticipated. Temporary turbidity during times of excavation and bulkhead
construction are anticipated. There will be no change of use of the camp's operations. The vinyl
bulkhead will be sited along the NWL, parallel to the base of the existing erosion escarpment.
The maintenance excavation will remove 93,510 square feet of benthic habitat. Approximately
44,200 square feet of high ground will be graded and filled as a result of this proposal to construct
the vinyl bulkhead with tie backs, to fill the spoil disposal area, and another 2,750 square feet of
material to fill in the old railway haul out basin. The reclamation of the old railway would
improve flushing capacity within Mill Creek and improve water quality. There is the possibility of
additional maintenance dredging requests for this channel again in the future.
The new dock configuration will continue to usurp 2,925 square feet of Public Trust Waters within
the Mill Creek marina basin. This new configuration will add a new boat slip to the marina. There
would not be any impact to navigation along this section of shoreline.
Appropriate sedimentation and erosion control measures will be implemented to ensure that eroded
materials do not enter into the adjacent waters or wetland areas. The waters of the Mill Creek are
classified as SC; Sw, Nutrient Sensitive Waters at this location and are not designated as a Primary
Nursery Area. These waters are closed to the harvest of shellfish and there are no beds of
submerged aquatic vegetation present in the immediate vicinity of the project area.

(5) Any proposed for grading within the 30' Coastal Shoreline buffer (as measured from the Normal Water level) must be
contoured to prevent additional stormwater runoff. This area shall be immediately vegetated and stabilized and must
remain in a vegetated state.
(6) This permit does not authorize the excavation or filling of any wetlands, even temporarily.
(7) All structures shall comply with the NC Building Code, including the Coastal and Flood Plain Construction Standards of
the N. C. Building Code, and the Local Flood Damage Prevention Ordinance as required by the National Flood
Insurance Program. If any provisions of the building code or a flood damage prevention ordinance are inconsistent with
any of the following AEC standards, the more restrictive provision shall control.

The Department of Environmental Quality hereby gives public notice as required by N.C.G.S.
113A-119(b) that an application for a development permit in an Area of Environmental Concern
as designated under the Coastal Area Management Act (CAMA) was received on 12 October
2023. The YMCA application proposes installation of a floating dock with a covered
platform, wet slips with fixed finger piers, and two boat lifts. Maintenance dredging is
proposed for an existing ramp, basin, and access channel. Also, the replacement of an
existing bulkhead, walkway, and fixed piers.
A copy of the entire application may be examined or copied at the office of Kelly Spivey,

5.1 Section 6. a. Project Narrative
5.1.1 Project Location and Existing Conditions
The project is located on the Neuse River at 2744 Seafarer Road in Arapahoe, Pamlico County. The parcel
operates as the YMCA Camp Seafarer and is partially vegetated with native trees, shrubs and grasses. Previous
CAMA permits on the subject property allowed construction of bulkheads / seawalls, docks, and dredging and
were authorized under CAMA Major 42-12, General Permit 88170, and Minor 23-024. A total of 10 wet slips
currently exist. Existing water dependent structures and water depths in the project area were surveyed by TI
Coastal Services Inc. on May 9, 2023, are relative to Mean Low Water NAVD88, and represent conditions present
at that time. The shoreline at approximate normal high water is 11,850'. An existing maintained channel that
varies in width from approximately 80' to 110' provides access to the basin. Waters in the project area are
classified as SB; Sw, NSW and are not open to shellfishing. The area is not PNA.
5.1.2 Proposed Action
The project area is located on the southeast portion of the tax parcel at the existing boat basin. The applicant
proposes replacement of a current wooden boardwalk with concrete marine slat, removal of an existing wooden
boardwalk, and installation of two additional marine slat boardwalks. The northeast boardwalk will measure 6'
wide x 245' long. The northwest boardwalk will measure 11.5' wide x 140' long. The southwest boardwalk will
measure 6' wide x 204' long. To stabilize uplands, installation of a naval style vinyl sheet pile measuring 1' wide
x 100' long behind the existing rip rap is proposed at the southeast corner of the existing boat basin. A covered
gazebo measuring 30' wide x 30' long (roofline) is proposed on the northwest boardwalk and will provide cover
and access to an 8' wide x 100' long floating dock. The floating dock will generate 8 temporary loading /
unloading wet slips. A total of 10 wet permanent slips currently exist within the boat basin. A total of 22
permanent wet slips with 13 tie pilings are proposed. 8 temporary loading / unloading are proposed at the
floating dock. Two boat lifts are also proposed. Erosion during construction will be controlled with silt fence or
other erosion control measures. See Appendix A for details.
Due to water depths in the project area, maintenance dredging is proposed. All available permitting history
was not supplied when requested from DCM. However, dredging, bulkhead, upland construction, and facility
expansion was authorized under CAMA Major 45-12. Proposed ramp maintenance dredging to a depth of -6'
MLW will generate approximately 1,000 cubic yards of spoil. Proposed basin and access channel maintenance
dredging to a depth of -8' MLW will generate approximately 20,000 cubic yards of spoil. Maintenance events
will occur with either bucket to barge or hydraulic methodologies, depending on the contractor and
maintenance volume required at the time. Spoil will be placed on a previously authorized onsite disposal area
measuring approximately 200' wide x 200' long and 12' high. If necessary, a silt screen will be deployed to
minimize sediment discharge during spoil deposition. See Appendix C for details.
Additionally, the applicant is proposing replacement of existing water dependent structures (bulkhead,
walkways, fixed piers) in place as needed due to degradation or storm impacts.

8. Project Summary: The applicant wishes to perform maintenance excavation of the existing
channel into Mill Creek, and to construct a vinyl bulkhead for shoreline stabilization, with a
boardwalk cap. The boardwalk cap will then replace/reconfigure a portion of the existing
marina.

9. Narrative Description:
Camp Seafarer is a commercial summer youth camp owned and operated by the YMCA of the
Triangle Area, Inc. It is located at 2744 Seafarer Road (SR 1117) in Arapahoe, Pamlico County.
The property is approximately 345 acres. It abuts the Neuse River and Mill Creek. The adjacent
properties are developed with single family residences.
The camp has approximately 11,270' of shoreline along the Neuse River and Mill Creek. This
area at the mouth of Mill Creek is the focus of the proposed work on the property. (Therefore,
this Field Report will limit its focus to that area). There is a boathouse and marina basin at the
mouth of Mill Creek along the southeast property boundary. Immediately north of the basin is a
boat ramp and dilapidated rail haul out basin. The shoreline of the marina basin to the boat ramp is
armored with rip rap. This rip rap is failing to prevent further erosion of the high ground and is
sloughing off into the basin and Mill Creek. There is a rip rap groin on the west side of the mouth
of Mill Creek.
The average elevation of the high ground of the parcel is + 15' above the normal water level (nwl).
Vegetation on this particular tract is mainly comprised of lawn grasses and then coastal wetlands
adjacent to the headwaters of Mill Creek. There is a defined channel at the mouth of Mill Creek
leading into the Neuse River; previously dredged for Camp Seafarer (ref. CAMA Major Permit
#99-87). Water depths in the channel range from about -2' to -7' nwl.
Mill Creek is approximately 65' across at this location. This area is a part of the Neuse River
basin. It is subject to wind driven tides. These Estuarine Waters of the Neuse River are not
classified as a Primary Nursery Area and there is no submerged aquatic vegetation (SAV) present
in the area of the proposed development. SAV has been documented immediately upstream from
this area. This waterbody is closed to shellfish harvest and is classified as SC; Sw, Nutrient
Sensitive Waters. There are Coastal Wetlands immediately adjacent to the proposed project area
(north of the haul out basin). This proposal is subject to the DWQ Neuse River Riparian Buffer
Rules.
10. Proposed Development:
The applicant wishes to replace the rip rap adjacent to the marina basin and boat ramp with vinyl
bulkhead. The applicant's rip rap revetment has failed during major storm events. The applicant
also wishes to maintenance dredge the existing Mill Creek channel and reconfigure a portion of its
marina. In reconfiguring this section of the marina basin dockage, the applicant will be able to add
an additional slip within the same footprint. The applicant wishes to bulkhead and backfill in the
old haul out basin because it is no longer used.
The maintenance dredging of the access channel, which connects the marina basin to the Neuse
River, will be performed utilizing hydraulic means. The previously dredged access channel is
1,039' long and 90' wide. It will be dredged back down to -8.0' deep (NWL). This would result
in the removal of approximately 10,000 cubic yards of benthic habitat. The spoil material would

be pumped to the existing spoil site on high ground (ref. LAMA Major Permit #99-87). The
existing 40,000-square foot spoil disposal area is approximately 800' north of the existing boat
ramp on Mill Creek. This existing spoil disposal site should adequately contain the dredged spoil
material.
Along the northeast side of the marina basin, the applicant is proposing to construct a vinyl
bulkhead. The bulkhead would have a 4'-wide boardwalk cap on it. This cap would be utilized to
access the existing boat slips along that section of the marina basin, and thus enabling the applicant
to create an additional boat slip with the new configuration. The existing finger piers and tie
pilings would remain. The bulkhead would continue north along the Mill Creek shoreline and have
a break around the existing boat ramp. Then it would continue north across the mouth of the old
haul out basin. The 110' by 25' basin would then be back filled in with earthen material from an
approved upland source and reclaimed as high ground. The total overall length of bulkhead would
be 350' with 12' tie back rods to the dead men.
11. Anticipated Impacts:
This proposal is subject to the DWQ Neuse River Basin Riparian Buffer Rules. No long-term
environmental effects anticipated. Temporary turbidity during times of excavation and bulkhead
construction are anticipated. There will be no change of use of the camp's operations. The vinyl
bulkhead will be sited along the NWL, parallel to the base of the existing erosion escarpment.
The maintenance excavation will remove 93,510 square feet of benthic habitat. Approximately
44,200 square feet of high ground will be graded and filled as a result of this proposal to construct
the vinyl bulkhead with tie backs, to fill the spoil disposal area, and another 2,750 square feet of
material to fill in the old railway haul out basin. The reclamation of the old railway would
improve flushing capacity within Mill Creek and improve water quality. There is the possibility of
additional maintenance dredging requests for this channel again in the future.
The new dock configuration will continue to usurp 2,925 square feet of Public Trust Waters within
the Mill Creek marina basin. This new configuration will add a new boat slip to the marina. There
would not be any impact to navigation along this section of shoreline.
Appropriate sedimentation and erosion control measures will be implemented to ensure that eroded
materials do not enter into the adjacent waters or wetland areas. The waters of the Mill Creek are
classified as SC; Sw, Nutrient Sensitive Waters at this location and are not designated as a Primary
Nursery Area. These waters are closed to the harvest of shellfish and there are no beds of
submerged aquatic vegetation present in the immediate vicinity of the project area.
