PROJECT SUMMARY: A wood bulkhead will be constructed and clean backfill will be placed to reclaim upland lost to erosion over the recent past and to provide long-term shoreline stabilization to protect a single-family dwelling and associated assets (presently being constructed under the provisions of a CAMA Minor Permit) at 122 East Canvasback Drive, Currituck County. 9. NARRATIVE DESCRIPTION: The property is located on East Canvasback Drive in the Belles Island community of the City of Currituck, Currituck County. The property fronts on Coinjock Bay - a subarea of Currituck Sound. The property is platted at 20,595 square feet (0.47 acre); however, due to erosion, 1,550 square feet of shallow water bottomland has been created, leaving 19,045 square feet (0.44 acre) as upland. Elevations range from just over two feet above normal water level (NWL) in the uplands to 23 inches below NWL within the shallow water bottomland. A shallow swale (encompassed by a community drainage easement) and the remnants of an aged fence exist along the southern property line. No completed structures currently exist on the subject property; however, construction of a single-family dwelling septic system, and retaining wall (authorized under CAMA Minor Permit #M23-05) are underway as of the time of this application. No waterfront structures or wetlands exist along the applicant's shoreline; however, bulkheads exist on both adjoining properties - resulting in wave refraction and increased erosion along the applicant's shoreline. An annual average erosion rate of 2 feet per year has given rise to an 1.92-foot-tall erosion escarpment that runs across the property from north to south. A maritime shrub community was removed in 2021 and the property was maintained as grassland as recently as 2023. Coinjock Bay in the vicinity of the property is relatively shallow and is classified as SC (Aquatic Life, Secondary Contact Recreation, Tidal Salt Water). No primary or secondary nursery areas are present and the area is closed to shellfishing. Fishing waters are classified as "Joint" and are managed jointly by the North Carolina Marine Fisheries Commission and the North Carolina Wildlife Resources Commission. No archaeological resources have been reported for or encountered on the property. 10. PROJECT DESCRIPTION: A 54-foot-long wood bulkhead will be constructed along the shoreline of Coinjock Bay an average of 27.5 feet and a maximum of 32 feet waterward of existing normal water level (NWL). The bulkhead will tie into an existing wood bulkhead located on the property abutting the subject property to the north. The bulkhead will then transition to a second 57-foot segment of bulkhead extending west along the existing drainage conveyance until it ties in to the retaining wall authorized under the CAMA Minor Permit. The bulkhead will be constructed of wood in accordance with current industry standards. Following confirmation that the bulkhead is structurally tight, geotextile filter fabric will be placed along the landward side of the bulkhead. Areas will then be backfilled with clean sand (free of debris and pollutants) obtained from an upland source. For heavy equipment operations, a Kubota skid steer will be used and will be stored offsite or in upland areas when not in use. Other minor equipment will be used as needed for normal construction. Silt fencing will be installed along the drainage conveyance and in other key locations prior to construction. Immediately following construction, disturbed land surfaces will be seeded and mulched. Resulting vegetation will be maintained until such time that all disturbed land surfaces have been fully and effectively stabilized. ANTICIPATED IMPACTS: A new wood bulkhead measuring 111 feet long by 1.5 feet wide will be installed on shallow water bottomland that was created through historical erosion of adjoining uplands. Approximately 199 cubic yards of clean sand and industry -grade topsoil will be placed between the proposed bulkhead and the existing normal water line (NWL) on what is presently 1,550 square feet of shallow water bottomland. Development Activities Narrative Specifics: A 55' wood bulkhead will be constructed along Coinjock Bay an average of 23' and a maximum of 32' waterward of normal water level. The bulkhead will tie into a wood bulkhead existing on the property abutting the subject property to the north. The bulkhead will then transition to a second 55' segment of bulkhead extending west along an existing drainage conveyance. Approximately 31.9 cubic yards of clean sand and industry -grade topsoil will be placed landward of the proposed bulkhead on what is presently 1,311 square feet of shallow bottom. Total site disturbance will be 1,510 square feet. Application Narrative: The below narrative summarizes the proposed work and development on my property, located at 122 East Canvasback Drive, Currituck, NC 27929. The property is located on Bells Island (formal community name Belle Isle, Inc., Section A, Lot 16). Bells Island and Bells Island Road is located off Route 168 — Caratoke Highway. Currently, the property is a SFD with some grass, dirt, and sand and located in a single-family neighborhood. The lot contains 18,985 square feet to shoreline and 20,595 square feet by plat. The property has two adjacent neighboring lots with residences on the north and south. Over time and under previous ownership(s) with no bulkhead or erosion barrier, the water current and environment has eroded land at the shoreline from the initial plat and incomarision to neighboring lot shorelines at their bulkheads. The purpose of the project and permit is to prevent erosion and align with existing neighboring bulkhead located on the adjacent north neighboring lot with a new bulkhead across my lot along the Currituck Sound and backfill the area between existing shoreline to new proposed bulkhead location with sand/dirt. The distance of the new proposed bulkhead is to be approximately 55' feet parallel tthe shoreline and then return west 55' tying into a previously authorized retaining wall (authorized under CAMA Minor Permit M23-05). The average distance waterward of normal water level is 27.5' with a maximum distance of 32' waterward of normal water level.
