SUBJECT: CAMA Dredge/Fill Permit Application for G&L Partners LLC, Grand Manor
(River Forest Marina), Beaufort County, North Carolina.
Biologists with the North Carolina Wildlife Resources Commission (NCWRC) reviewed the
permit application with regard to impacts on fish and wildlife resources. The project site is
located at 738 East Main Street in Belhaven, NC adjacent to Pantego Creek. Our comments are
provided in accordance with provisions of the Coastal Area Management Act (G.S. 113A-100
through 113A-128), as amended, Sections 401 and 404 of the Clean Water Act, as amended, the
Endangered Species Act of 1973, as amended (16 U.S.C. 1531 et seq.), the Fish and Wildlife
Coordination Act (48 Stat. 401, as amended; 16 U.S.C. 661 et seq.), the Magnuson-Stevens
Fishery Conservation and Management Act (FCMA), as amended (16 U.S.C. 1801 et seq.), and
the Migratory Bird Treaty Act (16 U.S.C. 703-712 et seq.).
The project area is the Grand Manor, formerly known as River Forest Marina. To improve the
site, the applicant proposes to remove an existing boat ramp and install 20’ of riprap in its
location. An 8’ by 160’ dock “C” is proposed to parallel the shore and connect dock “A” to dock
“B”. In addition to the onshore improvements, the applicant proposes to repair the existing 600’
breakwater, extending the base from 20’ to 25’ with a 30’ maximum. Broken concrete will be
replaced with granite to rehabilitate the structure. Twelve pilings will be installed along the
breakwater to mark the structure and to aid with navigation. Pantego Creek at this location is
classified SC NSW, and is subject to the NC Division of Water Resources (NCDWR) Tar-
Pamlico Buffer Rules.

The NCWRC has reviewed the permit application and is familiar with the site. We have no
comment regarding the boat ramp fill, riprap installation or dock “C” construction. However, the
existing breakwater is not consistent with current breakwater recommendations. Due to the
condition and age of the structure, we will not object to the rehabilitation plans if a February 15 –
June 30 moratorium to protect aquatic resources, such as anadromous fish that utilize the area, is
included as a permit condition. The use of this breakwater as foraging habitat for numerous
species is well known and often used by recreational fishermen.
