Inspection Summary:
Met with Alex Garcia, Plant Manager and Joe Imhoff, Operations Manager onsite to review the Notice of Intent for permit
coverage under NCG140000. During the site inspection, the application was reviewed. It was discovered that the facility
pumps the washout pits to the stormwater retention pond in the event the volume in the pits gets too high. The washout pits
contain process water from vehicle and equipment cleaning, and mixing drum cleaning. Due to this, the stormwater pond
contains co-mingled stormwater and wastewater and therefore, discharges from the stormwater retention basin must be
sampled as wastewater discharges under the appropriate effluent limitations. This facility does not conduct vehicle
maintenance onsite. Outdoor liquid storage areas were observed, in addition to the one (1)stormwater outfall from the
stormwater retention basin. The map that was provided in the NOI is accurate to layout and conditions at the site. The
facility meets the requirements for permits coverage under the NCG140000.
