We have titled these sewer improvements the "Wolfspeed HIBS Private Sewer" for ease in identification. The sewer improvements to be covered by this application include the quantities of private collector sewer lines shown on an attached exhibit, depicting the configuration of the onsite collector sewer piping and the size, lengths, and materials of the piping in accordance with North Carolina minimum design criteria. The development of the Wolfspeed facility is situated on approximately 180 acres of their 446-acre property. The manufacturing process will generate sanitary sewage from both domestic type uses and process related sewage from non -reclaimable process water generated in the manufacturing process. The percentage of total fiow is estimated to be 5% domestic sewage and 95% process waste water. Sewage from the 1,200,000-sf facility is routed from numerous building connection points throughout the site and conveyed northwesterly in the private sewer collection system to a point of connection at a public manhole in Carolina Core Parkway. At this location the Private sewer system will discharge to a proposed public sewer system that is being addressed in a separate, concurrent application package. The public (offsite) sewer system, named "CAM Outfall No.1", is proposed to carry sewage from the Wolfspeed facility to the new Siler City pump station (WO 0037114), and will be constructed by Wolfspeed. Following its completed construction, the CAM Outfall No.1 sewer system will be deeded to Siler City. WSP USA 211 North Broadway, Suite 2800 St- Lau--s MO 63102 Tel. +1 314 206-4444 Fax; +1 314 421-1741 wsp.com Page 2 The development of the Wolfspeed facility required the state's approval of Erosion and Sedimentation Control plans for the overall facility: the most recent of these plans was approved on 4-6-23 for the overall site identifying the maximum land disturbance following Siler City site and zoning approvals. in addition, submissions have been made for encroachment into and disturbance of wetlands via NCDEQ DWR 401 Permit No. 20230949 Version 1, and USACE 404 Permit ePCN 070320232. These submissions were made on 7-3-23. As related to the downstream Siler City pump station, the downstream receiving connection for CAM Outfall No. 1(separate application), a nationwide 404 permit approval through the USACE was granted for the Siler City pump station on 7-17-23 and the 401 Water Quality coverage was approved on 6-15-23. In addition to the site piping exhibit mentioned above, also included in this Fast Track Sewer System Extension Application package is the application signed by Wolfspeed, a Wolfspeed Corporate Verification, a copy of the USGS Quad sheet for the area and an aerial photo with site and sewer shown. Lastly, we have included the Flow Tracking for Sewer Extension form from Siler City indicating their Flow allocation relative to the acceptance of the sewage. Because the downstream connection at the public manhole in Carolina Core Parkway has not been approved or constructed yet, nor has the Siler City Pump station that will receive the offsite flow been constructed, we are requesting that the Wolfspeed RIBS Private Sewer system extension be approved for "Zero" flow at this time with the ability to revise the request and approval determination later when sewer allocation is available from Siler City pursuant per their SOC compliance.
