Waccamaw Canal on SR 1900 in Columbus County
The North Carolina Department of Transportation (NCDOT) proposes to replace the existing 18-foot 6-inch
single span Bridge No. 230342 with a 25-foot 4-inch by 8-foot 7-inch Aluminum Box Culvert on the
existing alignment. Traffic will follow an offsite detour during construction. Permanent impacts to
jurisdicrional resources cover approximately 0.02 acres resulting from installation of the �ew culvert.
Please see enclosed copios of the Pre-Construction Notification (PCN), Preliminary Jurisdictional
Determination Form, permi[ drawings, stormwater management plan and design plans for the above-
referenced project The State Minimum Criteria Checklist was compleCed on 6/25/2012 and copies were
distributed shortly thereafrer. Additional copies are available upon request.
This project was let on 2/19/2013 and construction is due [o begin 9/7/2015.
Regulatory Approvals
Section 404 Permit: All aspects of this project aze being processed by the Federal Highway Administration
as a"StaYe Minimum Criteria ChecklisY' i� accordance with 23 CFR 771.115(b). The NCDOT requests that
these acCivi[ies be authorized under a Nadonwide 14 permit.

This letter is in response to your letter of September 17, 2012 which provided the U.S. Fish and
Wildlife Service (Seivice) with the biological conclusion of the North Carolina Departrnent of
Transportation (NCDOT) that the replacement of the following fifteen Design Build Year 2
Bridge Program projects in Columbus County may affect, but are not likely to adversely af£ect
the federally endangered wood stork (Mycteria americana). In addition, and with the exception
of Bridge No. 230342, NCDOT has determined that the projects will have no effect on all other
federally listed species. With regard to the federally threatened Waccamaw silverside (Menidia
extensa), Bridge No. 230342 will be addressed later under sepa�•ate cover. These comments are
provided in accordance with Section 7 of t?�e Endangered Species Act (ESA) of 1973, as
amended (16 U.S.C. 1531-1543).

Although some potential foraging habitat for wood storks occurs at several of the bridges, no
wood storks or wood stork nests were observed at any of the sites. Given the low numbers of
wood storks that occur in North Carolina, and the low probability of any one site being utilized
for foraging, the Service concurs with your conclusion that the aforementioned projects may
affect, but are not likely to adversely affect the federally threatened wood stork. With the
exception of the Waccamaw silverside at Bridge No. 230342, the Service concurs with your
conciusion that the bridge replacements will have no effect on all other federally listed species.
With the exception of Bridge No. 230342, we believe that the requirements of Section 7(a)(2) of
the ESA have been satisfied for all of the other bridge replacement projects. We anticipate
resolving Section 7 for Bridge No. 230342 in the near future. We remind you that obligations
under Section 7 consultation must be reconsidered i£ (1) new information reveals impacts of
these identified actions that may affect listed species or critical habitat in a manner not
previously considered in this review; (2} these actions are subsequently modified in a manner
that was not considered in this review; or (3) a new species is listed or critical habitat determined
that may be affected by these identified actions.

This letter is in response to your letter of April 15, 2015 which provided the U.S. Fish and
Wildlife Seivice (Seivice) with the biological eoilclusion of the North Cazolina Departrnei�t of
Transportation (NCDOT) that the replaccment of Bridge No. 230342 on SR 1900 over Cove
Canal in Columbus Cowity may affeet, but is not likely to adversely affect the federally
threatened Waccamaw silverside (Menidia extenscr). These comments are provided in
accordance with Section 7 ofthe Lndangered Species Act (ESA) of 1973, as amended (16 U.S.C.
1531-1543).
The Waccamaw silverside is not known to occupy Cove Canal; however Cove Canal is a
tributary to Lake Waccamaw. Lake Wacca�naw is designated critical habitat for the species.
The existing bridge is located approximately 120 feet upstream of this critical habitat. However,
the canal does not hydraulically connect with I,ake Waccamaw except in high water events.
Sedimentation from the work area into Lake Waccamaw is die primary concern for the
Waccamaw silverside.
The Service attended an onsite scoping meeting on June 21, 2012. lluring that meetin� several
conservation measures were discussed and agreed upon. The followin� conservation measiu•es
are designed to avoidhniivmize sediment input into Lake Waccamaw.
I. Install turbidity curtain in the c�uial between the bridge and L�ke Waccamaw jnst
downstream of the proposed impervious dike.
2. Install impervious dike (sand bag/AquaBarrier/slieeting) both up and downstream to close
off the construction area to eliminate flow into Lake Waccamaw.
3. Dewatering of the construction site shall be accomplished by pumping to a maintained
silt ba�. Used silt bags shall be changed out in accordance with the manufacturer's
specifications and not allowed to overcharge and release sediment to surface waters
and/or wetlands.
4. Remove bridge and install aluminum box culvert.
5. Backfill project area a�id stabilize disturbed area.
6. Remove impervious dike and then turbidity ciutain.

Based on available information 1nd the commitment to the conservation measures listed above,
the Service concurs with yom• conclusion that the proposed project may affect, but is not likely to
adversely affect the Waccamaw silverside. We believe that the requirements of Section 7(a)(2)
of the ESA have been satisfied for this species. We remind you that obligations under Section 7
consultation must be reconsidered if: (1) new information reveals impacts of this identified
action that may affect listed species or critical habitat in a mamier not previously considered in
this review; (2) fliis action is subsequently modified in a mawie�• that was not considered in this

The proposed culvert provides more effective hydraulic opening than the existing bridge and will be replaced in-place. The
culvert will be buried to maintain canal bedform and there will be no excavation in non-permitted jurisdictional areas. The
removal of road fill for the culvert bridge will increase the size of the opening. Promotion of sheet flow and infiltration over
stabilized banks or grassed surfaces is proposed.

Best Management Practices for Protection of Surface Waters and for Bridge Demolition and Removal will be implemented

and silt bags in order to contain sediment through the duration of site construction.
