Box 250 Cordova, NC 28330 Dear Mr. Garlick: NORTH CAROLINA Environmental Quality August 8, 2023 Subject: Draft NPDES Permit Permit NCO043320 Burlington Richmond Plant Richmond County Grade III Biological WPCS Enclosed with this letter is a copy of the Draft NPDES Permit for your facility. Please review this draft modification carefully to ensure thorough understanding of the requirements and conditions it contains. The Draft Permit contains the following significant changes from your current permit: • The new PFAS monitoring and Special Condition was added to the permit to implement EPA's PFAS Guidance. • The new 1,4 Dioxane monitoring and Special Condition was added to the permit to implement Division's Policy. • The requirement to use method 1631E for mercury analysis was added to the permit to implement EPA's requirement. The NPDES standard conditions (Parts II and III) that are a part of the permit are not included in this draft document (cover, map, and Part I). The conditions are the same as in your current permit except that agency and division names have been updated. The latest version is available at hnps://bit.ly/2BZ4xxx and can be viewed online or downloaded as a PDF file. Please provide any comments you have regarding the draft permit modification to this office by September 15, 2023.
