PROJECT DESCRIPTION The applicant's proposed site is located at NCSR 1561 (Sloop Point Road), adjacent to the Atlantic Intracoastal Waterway, Hampstead, Pender County. To get to the project site from the intersection of US Hwy 17 and Sloop Point Road, follow Sloop Point Road until it ends at the Atlantic Intracoastal Waterway. The proposed project site consists of +/- 20-acres. The elevation of the property ranges from Mean Sea Level (MSL) to 20 ft. above MSL. Man made features include a bulkhead along the water/marsh edge, an access road and 21 undeveloped lots. Nathan Henry of the North Carolina Office of State Archaeology (OSA) recorded an archaeological site (31PD296/296**) on the mainland adjacent to the proposed project area in 1996. ESI archaeologists conducted additional investigations at the site in 2004. The site contains the remains of one Middle to Late Woodland shell midden and two late 19th_20th century brick features, the foundation of a turpentine still, and the remains of a brick structure. This site is considered eligible for listing in the National Register of Historic Places. Vegetation associated with the high ground portion consists primarily of lawn grasses, elderberry (Sambucus Canadensis), and broomsedge (Andropogon virginicus). The high ground vegetation is bordered by a bulkhead located landward of transitional species including Sea Oxeye (Borrichia frutescens) and Grounsel-bush (Baccharus halimifo/ia). High coastal marsh vegetation, including, Black Needle Rush (Juncus roemarianus), Spike Grass (Distichlis spicata), Sea Lavender (Limonium spp.), and Salt Meadow Grass (Spartina patens) complete the transition to the waters edge where Smooth Cordgrass Marsh (Spartina a/terniflora) is the predominant species.. The width of the shoreline is approximately 1,000 linear feet. The waters of the AIWW adjacent to the project site are classified as SA by the North Carolina Division of Water Quality. They are NOT designated as a Primary Nursery Area (PNA) by the North Carolina Division of Marine Fisheries, and they are OPEN to the harvest of shellfish. PROPOSED PROJECT The applicant is requesting authorization to renovate the two existing dock structures, Dock A and Dock B. The renovation would include the addition of safer handrails, a gazebo over the existing deck at both docks, the construction of a 150 ft. by 5 ft. T-head deck at the end of each pier with five perpendicular 26 ft. by 4 ft. decks on each T-head deck to allow access to the boat slips. All boat slips would also be equipped with a 10,000 pound boatlift. Dock A would be lengthened 75 ft. landward to allow access over a wetlands area and then continue to Shipyard Lane. Dock B would be lengthened landward with a boardwalk extension constructed at the edge of a wetlands area and terminates at the proposed Shipyard Lane cul-de-sac. Both docks are located east of Sloop Point Road and extend into the AIWW. This project also meets the'/4 width rule, channel set back requirements and riparian set back requirements. An Environmental Assessment (EA) was submitted in July 2004 for multi-agency review. ANTICIPATED IMPACTS The proposed renovation and expansion of the two existing docks would incorporate approximately 3,152 sq. ft. of estuarine waters, 450 sq. ft. of shaded coastal wetlands and 450 sq. ft. of high ground disturbance. The project could increase turbidity levels during project activity, however, no long-term adverse impacts are anticipated.
