Dear Mr. and Mrs. Watkins:
Division of Water Resources' (Division) Central and Regional staff has reviewed the application
package received on July 20, 2023. However, the Division needs additional information before the review
may be completed. Please address the items below no later than the close of business on Friday, November
10, 2023.
A. In email correspondence, you mentioned that the property associated with this Single -Family
Residence (SFR) Wastewater Irrigation System was in the process of being sold. Pursuant to
15A NCAC 02T .0604(e), the Division cannot issue a permit to anyone who does not own,
lease, or intend to purchase the property in question.
Beaufort County does not yet have proof of a deed transfer in its online Register of Deeds.
Therefore, if the property has been transferred to a new owner, please submit proof of the
transfer and provide the new owners with the enclosed Change of Ownership form, if possible.
If the property has not yet been transferred, then we recommend you provide the new owners
with the enclosed form, but it is not required.
B. The Operation and Maintenance Agreement must be signed by all deeded property owners. If
you still own the property at 553 Bible Shore Rd., please have Mr. Thomas Watkins sign the
Agreement on the line above Mrs. Mary Watkins' signature, and submit the updated
Agreement. If you do not still own the property, then this requirement will be superseded by
the one above.
Please be aware that you are responsible for meeting all requirements set forth in North Carolina
rules and regulations. Any oversights that occurred in the review of the subject application package are
still the Applicant's responsibility. In addition, any omissions made in responding to the outstanding items
or failure to provide the additional information on or before the above -requested date may result in your
application being returned as incomplete pursuant to 15A NCAC 02T .0107(e)(2).
