Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The existing condition of the site is a semi - wooded lawn adjacent to McIver dormitory on the campus of UNC -CH. This lawn area is approximately 1 8 acres in size. The area is maintained as turf grass with larger mature trees such as oak and sweetgum occupying portions of the site. The land use /land cover classification category is 1 03.02.03 Educational College /University (see Figures 1 and 2). The entire site is mapped by the 1979 Soil Survey of Orange County as Urban Land as shown in Figure 4. 3b. List the total estimated acreage of all existing wetlands on the property: Zero (0) acres, per USACE Regulatory Field Office review of wetland forms and email from Andrew Williams from the Raleigh Regulatory Field Office on 1/31/13 and a site review by Craig Brown of the Raleigh Regulatory Field Office and Cheri Smith of NC DWR on 3/20/15. 3c. List the total estimated linear feet of all existing streams (intermittent and perennial) on the property: The intermittent Battle Branch flows under most of the site in a 36 -inch reinforced concrete pipe. The tributary originates to the northwest and across Raleigh Street from the project site, in Coker Arboretum. This stream was designated by NC DENR as intermittent in Coker Arboretum, before it enters the pipe. The existing buried pipe conveys flow in a southeasterly direction across the site for approximately 280 feet The pipe ends and flow outfalls into a stone and mortar -lined channel in the southeast corner of the site and is conveyed for approximately 100 feet in this channel east to the point where flow exits the site in a culvert under Battle Lane. The stone and mortar -lined channel also conveys stormwater flows that originate to the southwest of the site, approximately 30 feet upstream from where it intercepts the flow described above. The stone and mortar -lined channel conveys these combined flows across the southeastern border of the site to a culvert under Battle Lane. The total length of existing intermittent stream is therefore approximately 280 feet in a buried pipe and approximately 100 feet in a stone and mortar -lined channel, for a total of 380 linear feet. 3d. Explain the purpose of the proposed project. The purpose of the project is to use 319 grant and University matching funds to daylight the piped section of the intermittent stream (approximately 280 feet) and approximately 105 feet of piped stormwater from the north (see Figure 3) and convey it through a regenerative stormwater conveyance (RSC). The stone and mortar -lined channel will be also removed and the RSC will convey the combined flows to the culvert under Battle Lane. The RSC will be constructed using stream restoration /natural channel design -type structures, which are underlain by a layer of sand and organic matter. The purpose of this structural configuration is to purify flows, reduce nutrients and suspended sediment, and restore natural habitat. The Biological and Agricultural Engineering Department at NCSU will monitor the flows to quantify nutrient and stormwater quantity reductions, and report on the efficacy of RSC water quality improvement at the site. Describe the overall project in detail, including the type of equipment to be used: The proposed project will daylight the flows in existing pipes, as shown in Figures 2 and 3 The stone channel on the downstream end of the site will be removed to extend the RSC treatment and to address existing maintenance issues. Approximately 400 feet of natural channel will result from daylighting the pipes. At the downstream end of the RSC, a new wing wall will be installed at the exit culvert inlet, to ensure stability. A plan view rendering of the project is shown in Figure 3. In a RSC, flow conveyance is accomplished via a constructed network of cobble and boulder riffles and pools, and is very similar to conventional stream restoration practice. Parabolic weirs at the upstream end of each riffle and the remaining structural elements of the channel are designed to accommodate a 100 -year storm. Each riffle /parabolic weir will have a pool immediately upstream for high flow storage and to enhance infiltration of stormwater downward through an 18 to -24 -inch layer of sand /mulch media, which filters the flows, reducing total suspended solids, nitrogen and phosphorus. The filter media consists of 80% sand and 20% hardwood chips. The arrangement of these features raises the invert of the incised channel back to pre- disturbance elevation and forms a new surface topography that controls the surface and subsurface hydrology. The physical effect of the pools and the vegetation planted on the lateral sides of the channel in the sand media reduce water velocity and facilitate removal of suspended solid particles and associated nutrients and contaminants. Uptake of dissolved nutrients and adsorption of oils and greases by the many plant stems present in the pools yields additional benefits. The construction of the project will mimic the process followed to daylight a piped stream and construct a channel based on natural channel design. The only difference will be the addition of the sand /mulch media layer, as described above. Equipment typically used for stream restoration projects will be used with this project. 4. BEFORE RELOCATING THE BIKE RACKS THE CONTRACTOR SHALL TAPE OFF BIKE RACKS AND POST SIGNS NOTIFYING BIKE OWNERS THAT THE RACKS WILL NOT BE USED FOR 19 THE DURATION OF THE PROJECT.
