HomeMy WebLinkAboutNC0004774_CSA Report Appx B_Receptor Information_20150823Receptor Information • Updated Receptor Survey Report • NCDENR Well Water Sampling Results • NCDENR Water Supply Well Tracking Spreadsheet • Background Water Supply Well Analytical Results • BCCS Underdrain System Drawings Updated Receptor Survey Report Buck Combined Cycle Station Ash Basin NCDENR Records Review On July 8, 2015, Mr. Justin Schumacher with HDR emailed a data request to Mr. Sean McGuire, Geographic Information System (GIS) Specialist with the NCDENR Department of Environmental Health (DEH) Public Water Supply Section (PWSS). Mr. McGuire provided an updated Public Water Supply Water Sources GIS point data set with information from July 2014 to June 2015. The most current GIS data set of public water supply locations available from North Carolina state agencies was provided by Mr. McGuire via electronic mail on July 20, 2015. The GIS point data for the public water supply wells includes, but is not limited to, information such as public water supply (PWS) system identification numbers, ownership information, PWS source type, well depth, well yield, and wellhead protection areas. HDR reviewed the 2015 GIS data set with 2014 GIS data set to identify additional public water supply sources and wellhead protection areas within a 0.5-mile radius of the BSS ash basin compliance boundary since the last update. No additional public water supply wells or wellhead protection areas were identified in the Public Water Supply Water Sources GIS point data set within a 0.5-mile radius of the BSS ash basin compliance boundary. Two public water supply wells previously identified within the 0.5-mile radius were determined to be errors and were removed from the well listing and figures in Section 4.0 of the CSA Report. See Section 4.0 of the CSA Report for additional information. Rowan County Records Review HDR contacted the Rowan County Health Department's Environmental Health Division to inquire about the location and details (if available) for registered water supply wells located in Rowan County within a 0.5-mile radius of the ash basin compliance boundary. On August 18, 2015, Mr. Thomas Yanoschak with HDR contacted Mr. Tad Helmstetler, Environmental Health Supervisor of the Rowan County Health Department Environmental Health Division. Mr. Helmstetler informed Mr. Yanoschak that he researched Rowan County's records and he did not have any information that any new wells have been installed within a 0.5-mile radius of the ash basin compliance boundary in the past year. Utility Department Records Review HDR contacted the Salisbury -Rowan Utilities Department (SRUD) to inquire about municipal water supply to properties located in Rowan County within a 0.5-mile radius of the ash basin compliance boundary. On August 4, 2015, Mr. Thomas Yanoschak of HDR contacted Mr. Jason Wilson, SRUD engineer, by telephone. SRUD does not provide water service to the properties located in Rowan County within a 0.5- mile radius of the ash basin compliance boundary. Mr. Wilson with SRUD indicated that SRUD's service territory ends at the intersection of Allen Lane and Long Ferry Road, which is approximately 6,300 feet west-southwest of the ash basin compliance boundary. Water Supply Well Survey Questionnaires During the week of October 8, 2014, HDR mailed water supply well survey questionnaires to property owners within a 0.5-mile radius of the BSS ash basin compliance boundary requesting information on the presence of water supply wells and well usage for the properties. The mailing list was compiled from a query of the parcel addresses included in the Rowan County GIS database utilizing the 0.5-mile offset. For each parcel identified, a letter was mailed to the property owner stating the purpose of the request for information, a questionnaire, and self- addressed stamped envelope. The letter requested the property owner provide a timely response to the questionnaire. For property owners associated with multiple parcels, a questionnaire was mailed for each parcel. A total of 254 surveys were mailed to property owners. Responses to the questionnaires received through October 31, 2014 were included in the November 2014 supplement to the September 2014 receptor survey. Ten questionnaire responses were received by HDR between October 31, 2014 and the issuance of this report. Four of the returned questionnaires identified private water supply wells that were previously classified as Field -Identified Water Supply Wells and are now classified as Reported Private Water Supply Wells within Section 4.0 of the CAR Report. One previously unidentified private water supply well was also noted in one of the returned questionnaires and is now listed as a Reported Private Water Supply Well. USGS Hydrography Review HDR reviewed the USGS National Hydrography Dataset (NHD) obtained from the USGS National Map Viewer (http://viewer.nationalmap.gov/viewer/) to identify any surface waters features within a 0.5-mile radius of the ash basin compliance boundary. No new surface water features were identified.
