This inspection was conducted to verify that the facility is operating in compliance with the conditions and limitations specified in NPDES WW Permit No. NC0024236. The findings and comments noted during this inspection are provided in the enclosed copy of the inspection report entitled "Compliance Inspection Report". Over the review period the facility was issued One Notice of Violation and Three Civil Penalty assessments due to high flows which caused the facility to lose solids and violate NPDES permit limits. The facility has not been able to consistently run the dryer to make Class A sludge for disposal. The City is currently using Synagro to land apply sludge and they use McGill and Associates to compost the sludge when Synagro is unavailable to land apply the sludge. The current permit was set to expire on January 31, 2023. A renewal application has been submitted and the current permit will remain effective until a new permit is issued. The City is working on repairing areas in the collection system that contribute to the Inflow and Infiltration which causes the high flows at the Wastewater Treatment plant. On the day of inspection the 2022 Annual Report had not been completed. The Annual Report needs to be completed as soon as possible. The facility was judged to be Non -Compliant with NPDES permit NC0024236 due to NPDES permit limit violations and bypasses of the sand filters during high flow events.
