Unauthorized Bypass
Dear Mr. Connet:
Between 12:00 AM and 6:45 AM on October 6, 2023, a 16x16x12 inch T-Line in the RAS pipeline broke, which
caused an unauthorized bypass of sludge onto the ground from the Hendersonville WWTP. Garrett Demoss (ORC)
called Daniel Boss (Asheville Regional Office, Division of Water Resources, Assistant Regional Supervisor) on the
morning of October 6, 2023 to report the incident. Rachel Rose (Asheville Regional Office, Division of Water
Resources, Environmental Specialist) met with Mr. Demoss and Alexander Lillie (Lab Supervisor) to investigate the
site on October 6, 2023. Results of the investigation determined that an unauthorized bypass of sludge was only
discharged onto the ground with none reaching surface waters occurred at the Hendersonville WWTP, and the
violation that occurred with summarized below:

a written response to this Notice of Violation. Your response is to be received by the regional office within 15
business days following receipt of this violation. Please include any additional documentation about this incident
in the response and include the steps that will be taken to prevent this type of illegal discharge from happening in
the future.
