Section 1. Facility Activities and Process:
The UNC-Chapel Hill Hazardous Materials Facility (HMF) is where hazardous materials used by UNC-
Chapel Hill are stored/managed and vehicle maintenance occurs. The HMF operates under a Treatment,
Storage and Disposal (TSO)permit pursuant to the Resource Conservation and Recovery Act (RCRA)
authorizing UNC-CH to treat, store and dispose of hazardous waste generated by UNC-CH and UNC
Health Care at this facility. Mixed radioactive wastes generated at UNC-CH are also transferred to HMF
for storage before being shipped off site for disposal. The service station functions as a gasoline station
and garage for University and State vehicles.
The HMF is where hazardous materials generated by UNC-Chapel Hill and UNC Health are treated,
stored, and disposed of, and low-level mixed radioactive wastes are transferred here for storage before
being shipped off site for disposal. The Service Station functions as a gasoline station and garage for
University and State vehicles. All hazardous materials are stored inside of the two buildings.
Outfall SW001:
Drainage area consists of the Hazardous Materials Facility, University Service Station, and commercial
activities.
Why Industrial Sites with Stormwater are Subject to a Permit: Federal NPDES regulations define
stormwater discharge associated with industrial activity in 40 CFR §122.26 (b)(14) as: "the discharge
from any conveyance that is used for collecting and conveying storm water and that is directly related to
manufacturing,processing or raw materials storage areas at an industrial plant. The term does not
include discharges from facilities or activities excluded from the NPDES program under this part 122.
For the categories of industries identified in this section, the term includes,but is not limited to, storm
water [sic] discharges from industrial plant yards; immediate access roads and rail lines used or traveled
by carriers of raw materials, manufactured products, waste material, or byproducts used or created by
the facility; material handling sites; refuse sites; sites used for the application or disposal of process

waste waters (as defined at part 401 of this chapter); sites used for the storage and maintenance of
material handling equipment; sites used for residual treatment, storage, or disposal; shipping and
receiving areas; manufacturing buildings; storage areas (including tank farms) for raw materials, and
intermediate and final products; and areas where industrial activity has taken place in the past and
significant materials remain and are exposed to storm water. For the purposes of this paragraph, material
handling activities include storage, loading and unloading, transportation, or conveyance of any raw
material, intermediate product, final product, byproduct or waste product. The term excludes areas
located on plant lands separate from the plant's industrial activities, such as office buildings and
accompanying parking lots as long as the drainage from the excluded areas is not mixed with storm
water [sic] drained from the above described areas."

Section 3. Proposed Monitoring for Stormwater Discharges:
The Division considered potential pollutants from past and present industrial activities and data was
submitted for October 2013 to November 2022. Quantitative sampling included pH, TSS, non polar
O&G, BOD, COD, and new motor oil usage.

Parameters are based on potential pollutants in the drainage area, sampling results, and in some cases,
dependent upon future activities (e.g., ash removal through the drainage area). Below is a table of the
proposed monitoring for each outfall at the UNC-Chapel Hill Hazardous Materials Facility site.

Stormwater Benchmarks and Tiered Response: Rather than limits,North Carolina NPDES
Stormwater permits contain benchmark concentrations. Stormwater benchmarks are numerical action
levels for stormwater monitoring. Benchmarks are not effluent limits, and benchmark exceedances are
not permit violations. Benchmarks provide facilities a tool for assessing the significance of pollutants in
stormwater discharges and the effectiveness of best management practices (BMPs). Benchmark
concentrations are intended as guidelines for the facility's development and implementation of the
Stormwater Pollution Prevention Plan (SWPPP).
Benchmark exceedances require the permittee to increase monitoring, increase management actions,
increase record keeping, and/or install stormwater BMPs in a tiered program. The permit establishes a
tiered approach to specify actions the permittee must take in response to analytical results above
benchmark concentrations. The tiered structure of the permit provides the permittee and DEMLR wide
flexibility to address issues that may arise with one or more parameters and/or outfalls.
Metals benchmarks are calculated to mimic acute water quality standards and with the guidance of
DWR. NC DWR follows established federal procedures for calculating acute standards when developing
the benchmarks. Just like the acute standards, metals benchmarks normally reflect one half of the
calculated Final Acute Value (the "1/2 FAV"). In most cases, translation into total recoverable values is
based on an assumed hardness of 25 mg/L and a total suspended solids (TSS) concentration of 10 mg/L.
Acute standards protect aquatic life from negative impacts of short-term exposure to higher levels of

chemicals where the discharge enters a waterbody. The Stormwater Permitting Program applies this
approach because of the ephemeral nature of rainfall events.
The Division may evaluate results to determine if a smaller suite of parameters for some outfalls is
adequate to characterize potential pollution or BMP effectiveness. For example, one or more metals or
other parameters may serve as an adequate tracer for the presence of ash pollution during disturbance or
ash removal in specific drainage areas at this site. For parameters that do not have a stormwater
benchmark, the Division may develop a benchmark value if appropriate toxicity data become available
or if rising trends in concentrations suggest a persistent source.
A summary of the benchmarks in the draft permit, and their basis, is below:

Stormwater Pollution Prevention Plan: The proposed permit conditions reflect the EPA and NC's
pollution prevention approach to stormwater permitting. The Division's maintains that implementation
of Best Management Practices (BMPs) and traditional stormwater management practices that control the
source of pollutants meets the definition of Best Available Technology (BAT) and Best Conventional
Pollutant Control Technology(BCT). The permit conditions are not numeric effluent limitations but are
designed to be flexible requirements for implementing site-specific plans to minimize and control
pollutants in stormwater discharges associated with the industrial activity. Title 40 Code of Federal
Regulations (CFR) §122.44(k)(2) authorizes the use of BMPs in lieu of numeric effluent limitations in
NPDES permits when the agency finds numeric effluent limitations to be infeasible. The agency may
also impose BMP requirements which are "reasonably necessary" to carry out the purposes of the Act
under the authority of 40 CFR 122.44(k)(3). The conditions proposed in this draft permit are included
under the authority of both of these regulatory provisions. In essence, the pollution prevention and BMP
requirements operate as limitations on effluent discharges that reflect the application of BAT/BCT.
Flexibility in Tier Responses: Tier Two actions provide an opportunity for the permittee to propose an
alternative monitoring plan for approval by the Region:
• Alternatively, in lieu of steps 2 and 3, the permittee may, after two consecutive exceedances,
exercise the option of contacting the DEMLR Regional Engineer as provided below in Tier
Three. The Regional Engineer may direct the response actions on the part of the permittee as
provided in Tier Three, including reduced or additional sampling parameters or frequency.
• If pursuing the alternative above after two consecutive exceedances, the permittee may propose
an alternative monitoring plan for approval by the Regional Engineer.

The permit therefore allows the permittee to petition the Regional Office for monitoring changes sooner
than Tier Three (upon any four benchmark exceedances) and gives guidance on one option to take. For
example, the permittee may request that mercury only be monitored semi-annually under the tiers, or
that only parameters over the benchmark be monitored more frequently. In this way, changes to the
monitoring scheme for any outfall could be handled outside of a permit modification.
Other Proposed Requirements:
• It is standard for Stormwater Pollution Prevention Plan(SWPPP) requirements to include an
annual certification that stormwater outfalls have been evaluated for the presence of non-
stormwater discharges, and if any are identified, how those discharges are permitted or otherwise
authorized.
• Requirement to submit a request for permit modification if the facility identifies or creates any
new outfalls, removes outfalls, or alters any drainage area that changes potential pollutants.
• The Division expects the permittee to apply best professional judgment and consider the safety
of its personnel in fulfilling sampling obligations under the permit.
• Federal regulations require electronic submittal of all discharge monitoring reports (DMRs). If a
state does not establish a system to receive such submittals, then permittees must submit DMRs
electronically to the EPA.
• Quarterly QualitativeNisual Monitoring to assure regular observation of outfalls throughout
year.

I am working on renewing the individual stormwater permit for the UNC-Chapel Hill Hazardous Materials
Facility (NCS000201). I need additional information in order to 1) confirm that the information I have is correct
and 2)make sure the permit adequately serves the needs of the facility. Please provide the following:
• Description of industrial activity occurring onsite;
• Confirmation on the number of outfalls and associated coordinates;
• Description of industrial activity in each drainage area;
• SIC (NAICS) code;
• An electronic spreadsheet summarizing all of the monitoring data that has been collected since the
effective date of the current permit;

Description of industrial activity occurring onsite
Onsite Industrial Activity
The Hazardous Materials Facility (HMF) and the University Service Station are the only
industrial activities on site. Commercial activities (i.e., UNC-CH Facility Services) and storage of
surplus materials are conducted in the Facilities Services Construction Shops, Giles F. Horney
and General Storeroom buildings that surround the "P" parking lot area. A narrative
description of each facility follows.
Hazardous Materials Facility
The HMF is located south of Estes Drive, adjacent to the "P" parking (see 2017 permit renewal
application for figures). The facility has been in operation since 1983. In 1990, the North
Carolina Department of Environmental Quality (DEQ), Division of Waste Management,
Hazardous Waste Section issued a Treatment, Storage and Disposal (TSD) permit pursuant to
the Resource Conservation and Recovery Act (RCRA) authorizing UNC-CH to treat, store and
dispose of hazardous waste generated by the UNC-CH and UNC Health at this facility. The RCRA
TSD permit was renewed in 2005 and in 2016.
Additionally, low-level mixed radioactive wastes generated at UNC-CH are picked up on campus
and transferred to HMF for storage before being shipped off site for disposal. The HMF is
operated by UNC-CH Department of Environment, Health and Safety (EHS) and is subject to the
regulatory authority of the United States Environmental Protection Agency (EPA), DEQ, the
United States Department of Transportation (DOT) and the North Carolina Division of Radiation
Protection (DRP). Copies of the RCRA permit are located at the HMF and UNC-CH EHS,
Environmental Affairs Section.
The HMF incorporates several safety and operating features, including an automatic fire and
smoke detection-alarm system, built-in closed floor sumps and berms for spill and leak
detection and collection, door alarms and motion detectors within the two waste buildings.
The facility is normally operated Monday through Friday from 8 a.m. to 5 p.m., is totally
secured within an 8-foot fence and is locked when not occupied. As required by the RCRA
permit, all hazardous materials are stored inside of the two buildings in closed, labeled
containers. Both daily and weekly inspections of the facility contents are conducted. The
hazardous waste is regularly shipped off site for disposal by contracted commercial hazardous
waste management firms. The loading dock in front of the HMF is sloped towards the building
and bermed to prevent runoff in case of a spill, so that any spilled material will stay on the site
(near the building) and can be controlled, treated, cleaned up and properly handled. During
any bulk liquid transfer activity, facility employees are present and employ absorbent booms
around the transfer points. The facility employees are trained according to Occupational,
Safety and Health Administration (OHSA) Hazardous Waste Operations and Emergency
Response (HAZWOPER), EPA and DOT regulations. Spill cleanup materials as required by the
RCRA permit are on site.
University Service Station
The University Service Station is located off Airport Drive, behind the Giles Horney Building.
The Service Station has functioned as a gasoline station and garage for University and State
vehicles since its construction in 1962.
In January 1996, three existing underground storage tanks (UST) were removed and replaced by
a new fuel system. The tanks removed were 3,000- and 10,000-gallon gasoline tanks and a 550-
gallon used oil tank. The removal action was necessary after the existing 10,000-gallon tank
failed the 1995 tank tightness test.
The new USTs included a 550-gallon used oil tank and a 10,000-gallon gasoline tank. Both tanks
are constructed of double walled steel wrapped by fiberglass, and the piping is doubled walled
flex piping. The leak detection system on each UST is provided by a Veeder Root TLS-350,
which consists of interstitial monitoring of void spaces around the tank and piping and daily
automatic tank gauging. The leak detection systems were designed to meet the 1998 UST
standards.
The gasoline storage and distribution system also features a Red Jacket automatic line leak
detector on the UST to detect leaks from the pressurized piping system. The gasoline system is
also equipped with spill and overfill prevention equipment. The overfill prevention equipment
restricts the flow of fuel into the tank when it reaches 95% capacity, and an audible alarm is
sounded. The spill prevention equipment is designed to capture small spills during uncoupling
of the refueling lines from the tanks. In case of a spill, the Service Station keeps a suitable
supply of containment and cleanup supplies, including approximately 100 pounds of absorbent
and two 10-foot absorbent booms.
Above ground storage of ethanol (E85) was initiated in 2007. A 10,000-gallon steel
aboveground storage tank was constructed at a location northwest of the University Service
Station. The tank is a double-walled tank equipped with level measurement and alarm devices,
interstitial monitoring for leak detection and a fill port with dedicated secondary containment.
In September 2007, the Service Station was expanded to four service bays and one vehicle
washing bay. Provisions in the new facility are designed to prevent any petroleum materials
from leaving the facility and entering the environment. These provisions included floors that
slope into the bays to keep spills and wash water within the bays, a three-phase collection and
recycling system for wash water and a 1,500-gallon oil-water separator installed in the wash
bay to collect wastewater generated from the washing processes. The separator is connected
to the sanitary sewer, which receives overflows from the recycle process. The separator is
inspected regularly for oil levels and oil is pumped out of the separator when a percentage of
the total oil storage capacity is reached. Additionally, materials used in vehicle maintenance
and cleaning processes is stored inside of the facility.
The garage operates four inside bays for vehicle oil changes, inspections and minor repairs.
New motor oil usage is approximately 100 gallons per month, and inventory is maintained at
four or fewer 55-gallon drums onsite at any one time. Outdoor storage of materials associated
with the Service Station includes new oil stored in drums within secondary containment and
protected from weather elements, tires within a covered trailer, recyclable metal within a
covered container and used lead acid batteries stored within covered, secondary containment
prior to removal from the site for recycling.
The garage has a built-in, closed gravity feed system that collects and transports the used oil to
the 550-gallon UST. The used oil is regularly collected from the UST for recycling by a
commercial oil company. Used oil filters are punctured and hot drained within the facility for at
least 24 hours before being disposed of properly, while the drained oil is disposed into the used
oil tank and recycled.
Two floor drains in the garage have been permanently closed (cemented in) to prevent any
liquid discharge from entering storm drains. The drains had previously been covered with
magnetic rubber mats.
A parts washer and brake cleaner unit are installed inside the garage, and the spent fluids are
disposed of on a regular basis through a commercial parts washer management service.
The garage is normally open five days a week from 7 a.m. to 4 p.m., while the self-service
gasoline pumps are operational on weekdays from 6 a.m. to 6 p.m. The gasoline pumps
operate on an individual computerized key system. The two main gates outside the Facilities
Services complex are usually locked after 6 p.m.
Surplus Property Warehouse, General Storeroom, Giles Homey Building, Facilities Services
Construction Shops, Radioactive Waste Storage Building and EHS Building
Activities related to these buildings are commercial in nature, generally conducted inside the
buildings and do not impact stormwater. Outdoor storage of materials related to building
operations includes:
• storage of diesel fuel within a 4,000-gallon single-walled steel with ConvaultTM
containment AST installed on the west side of the General Storeroom.
• storage of mineral oil within four transformers approximately 300-1,000 gallons in
size and located outside of the Facilities Services Construction Shops, General
Storeroom, Giles Horney building and the Low-Level Radioactive Waste storage
facility.
• storage of coolants and biocides within a chiller system located west of the General
Storeroom; and
• storage of general refuse in two covered dumpsters on the east side of the Facilities
Services Construction Shops.
Confirmation on the number of outfalls and associated coordinates
There is one outfall associated with permit No. NCS000201, and that outfall is Outfall #001.
The outfall is located at latitude 35.933208 and longitude -79.056416.
Description of industrial activity in each drainage area
All of the previously described industrial activities occur in the same drainage area.

The NPDES Stormwater Permit Summary was reviewed on December 2, 2022. The Owner
Name, Owner Type and Owner Affiliation are up to date. Updates to the Owner Contact,
Facility Contact, Permit Contact and Permit Billing Contact were submitted online on December
2, 2022.
All other portions of the 2017 renewal application are still complete and correct.

Summary of Best Management Practices at the Permitted Facility
Best Management Practices
Hazardous Materials Facility(HMF)
The HMF is located south of Estes Drive Extension(see Figure 3). The HMF operates under a
Treatment, Storage and Disposal(TSD)permit pursuant to the Resource Conservation and Recovery Act
(RCRA)authorizing UNC-CH to treat,store and dispose of hazardous waste generated by UNC-CH and
UNC Health Care at this facility. Additionally,mixed radioactive wastes generated at UNC-CH are
picked up on campus and transferred to HMF for storage before being shipped off site for disposal. Best
Management Practices(BMPs)in place at the HMF include:
• The HMF has an automatic fire and smoke detection-alarm system and built-in closed floor sumps or
berms for spill and leak detection and collection.
• As required by the RCRA permit, all hazardous materials are stored inside of the buildings in closed,
labeled,waste-compatible containers. Inspections of the facility contents and equipment are
conducted on a daily and weekly frequency.
• The loading dock in front of the HMF is sloped towards the building and bermed to prevent runoff in
case of a spill,so that any spilled material will stay onsite and can be controlled,treated,cleaned up,
and properly handled. During any bulk liquid transfer activity, facility employees are present and
employ absorbent booms around the transfer points.
• The facility is totally secured with an 8-foot fence, is alarmed and is locked when not occupied.
• Regular good housekeeping practices are followed
• The facility employees are all trained annually according to OSHA HAZWOPER, EPA and DOT
regulations.
• Spill cleanup materials as required by the RCRA permit are on site.
University Service Station
The University Service Station is located off Airport Drive, behind the Giles Homey Building. The
Service Station functions as a gasoline station and garage for University and State vehicles. The service
station contains four service bays and one vehicle washing bay.
BMPs in place at the University Service Station include:
• The garage operates four inside bays for vehicle oil changes, inspections and minor repairs. Service
Station floors slope into the bays to keep spills within the bays. All maintenance activities are
performed in the bays.
• The wash bay has a three-phase collection and recycling system for wash water and a 1,500-gallon
oil-water separator to collect wastewater generated from the washing process. The separator is
connected to the sanitary sewer,which receives overflows from the recycle process. The separator is
inspected regularly for oil levels and oil is pumped out of the separator when a percentage of the total
oil storage capacity is reached.
• Storage of materials used in vehicle maintenance and cleaning processes is conducted inside of the
facility.
• New motor oil usage is approximately 100 gallons per month, and inventory is maintained at four or
fewer 55-gallon drums onsite at any one time. Outdoor storage of materials associated with the
service station includes new oil stored in drums within secondary containment and protected from
weather elements,tires within a covered trailer,recyclable metal within a drum and used lead acid
batteries stored within covered, secondary containment prior to removal from the site for recycling.
• Petroleum is stored in two underground storage tanks(USTs). The tanks include a 550 gallon used
oil tank and a 10,000 gallon gasoline tank. Both tanks are double-walled steel wrapped by fiberglass,
and the piping is doubled-walled flex piping. The leak detection system on each UST is a Veeder
Root TLS-350, which consists of interstitial monitoring of void spaces around the tank and piping and
daily automatic tank gauging. The gasoline system also features a Red Jacket automatic line leak
detector to detect leaks from the pressurized piping system,and each UST is fitted with spill and
overfill prevention equipment. The overfill prevention equipment restricts the flow of fuel into the
tank when it reaches 95%capacity,and an audible alarm is sounded.
• A closed,gravity-feed system for used oil management is installed within the Service Station facility.
The system is used for transferring used oil the oil to the 550-gallon UST. The used oil is regularly
collected for recycling by a commercial oil company. Spills resulting from removal of oil from the
UST are contained and cleaned up with spill response materials stored outside on the north side of the
Service Station.These include a portable drain mat that can be placed over the catch basin inlet
proximal to the tank to prevent a release occurring during emptying of the tank.
• Used oil filter management. Used oil filters are punctured and hot drained for at least 24 hours, and
then oil disposed of into the used oil tank for recycling. The used oil filters are also recycled by a
commercial used oil recycling company.
• E85 (ethanol) is stored in an aboveground storage tank(AST)equipped with secondary containment.
The tank is a 10,000 gallon storage tank located northwest of the Service Station. The tank is double-
walled steel and is supported on steel legs. The leak detection system consists of interstitial
monitoring of void spaces around the tank and visual tank gauging. The AST is equipped with spill
and overfill prevention equipment that provides a visual and audible alarm at 95%capacity. Spill
prevention equipment is provided for the E85 AST as a containment box that is designed to capture
small spills occurring during uncoupling of the refueling line to the tank. Additionally,spill
containment and cleanup materials are stored next to the tank to clean up spills occurring outside of
the containment and prevent the spills from entering the storm drain system.
• Spill response and clean up materials include 100 pounds of absorbent material and two 10-foot
absorbent booms stored in containers on the north side of the Service Station.
• Regular good housekeeping practices are followed.
• Employees are trained annually regarding preventative maintenance,good housekeeping and spill
response and clean up procedures.
• The faculty is inspected twice per year.

Short Narrative on Significant Changes in Industrial Activities
The previous permit renewal application for NPDES Permit No.NCS00201 was submitted to DWQ in
February 2013. Since the time of that submittal,no changes in Industrial Activities have occurred at the
permitted facility.
