Main Street Hope Mills, NC 28348 Subject: Compliance Evaluation Inspection-Notice of Non-Compliance State Stormwater Management Permit SW6100701 Traemoor Village Cumberland County Dear Mr. Hairr: On September 7, 2023, Melissa Joyner from the Fayetteville Regional Office of the Division of Energy, Mineral and Land Resources (DEMLR), conducted a Compliance Evaluation Inspection at the Traemoor Village facility located on Lakewood Drive and Rockfish Road, in Cumberland County, North Carolina. The purpose of the inspection was to ensure compliance with State Stormwater Management Permit SW6100701 that was issued on August 2, 2012 and has now expired. A copy of the Compliance Inspection Report is enclosed for your review. As a result of the inspection and subsequent file review, it has been determined that the facility is Not Compliant with the conditions of the subject permit and approved plans. The required actions that are necessary to bring this site into compliance are noted under the Inspection Summary and Comments sections of the report. You are asked to provide this office a written/typed response within 30 calendar days from receipt of this letter. Your response should specify actions that will be undertaken and the time frame that will be required to correct the deficiencies. Failure to provide the requested information may constitute the issuance of a Notice of Violation,which is subject to the assessment of a civil penalty of up to$26,000 per day, per violation. Prior to this, the inspection conducted on March 20, 2023 resulted in a Notice of Violations. A requested written response to the Notice of Violations and to the prior Notice of Non-Compliance issued on July 5, 2023 has not been received. The permit expired on October 11, 2020. An application for the permit renewal has now been received with the renewal process pending because the submittal is not administratively complete. All three existing inlets to the forebay channel will need to be shown on the revised plans. The following were observations made during the inspection and corrective actions still needed.: 1. The non-operational pump had been removed from near the Stormwater Pond which had been used for dewatering purposes. Erosion was still observed in the public utility easement which had been caused by dewatering occurring from the hose associated with the pump. This erosion needs to be repaired and stabilized with permanent groundcover. The previously observed off-site sedimentation was minor and no longer appeared to be an issue. 2. The sediment in the Stormwater Pond near the two outfalls had been removed. 3. The Stormwater Pond had additional permanent groundcover on the slopes but there were still bare slopes which needed stabilization with permanent groundcover. 4. The forebay berm was still breached in one location which needed repair and stabilization with permanent groundcover. A second breached location had been previously repaired but still needed to be stabilized with permanent vegetation. There were additional shrubs growing on the forebay berm which needed removal. 5. Additional cattails were growing in the Stormwater Pond which needed removal. 6. The skimmer head was not clogged with vegetative debris from the cattails which had been previously removed but this debris was still observed in the pond and needed full removal. 7.
