Dear Mr. Young:
On September 12,2023,a site inspection was conducted forthe Hamlet facility located at200 Development
Drive, Hamlet, Richmond County, North Carolina. A copy of the Compliance Inspection Report is enclosed
for your review. Ms.Diana Martinez, EHS Manager was also present during the inspection and her time
and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is
covered by NPDES Stormwater General Permit NCG180000 under Certificate of Coverage NCG180253.
Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
Marks Creek, class C waters in the Yadkin Pee-Dee River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG180000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation. If you or your staff have any questions,

Inspection Summary: \
Melissa Joyner, Denise Bruce,and Kelly Jonas met with Ms. Diana Martinez,EHS Manager at the American Woodmark
facility. The Stormwater Pollution Prevention Plan was reviewed and appeared complete and very well organized.All require(
components were in place as specified in the General Permit NCG180000. Employee training records were reviewed and
were complete for the last three years.The list of responsible parties is current and complete.
The annual review and necessary certifications were not being conducted, including feasibilityBMP summary review, list of
significant spills,and certification that outfalls contain no non-stormwater discharges.The site map needs to include
topographic contours, % impervious, and drainage areas to the two outfalls.The semi-annual good housekeeping review is
not being documented.
The facility conducts its semi-annual Qualitative Monitoring. However, historical qualitative monitoring was incomplete.The
following reports were missing: 2nd half of 2020,2nd half of 2022(was conducted Apr 2022),and need to complete 2nd half o
2023 (was conducted Jun 2023).
The facility is not required to conduct Analytical Monitoring. The facility has noASTs/drums stored outside. No vehicle
maintenance or fueling activities are conducted outside.The facility uses less than 55 gallons per month of new oil and
hydraulic motor oil.
The facility grounds were observed, including the two outfalls.The facility grounds appeared to be well-maintained.
The facility is currently under construction with an expansion to include a distribution center.The facility will need to update
the SWPPP accordingly when completed.
