On August 9, 2023, a site inspection was conducted for the Anson Waste Management facility located at
375 Dozer Drive, Anson County, North Carolina. A copy of the Compliance Inspection Report is enclosed
for your review. Hudson Dennis, Operations Supervisor and Brian Blalock, Gas Tank Technician were also
present during the inspection and their time and assistance is greatly appreciated. The site visit and file
review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG120000
under Certificate of Coverage NCG120064 permit coverage authorizes the discharge of stormwater from
the facility to receiving waters designated as Brown Creek, class C waters in the Yadkin River Basin(s)
As a result of the inspection, the facility was found to be compliant with the conditions of the NCG120000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$25,000 per day for each violation.If you or your staff have any questions,

Inspection Summary:
Melissa Joyner, Kelly Jonas, Denise Bruce and Evangelyn Lowery-Jacobs met with Tyler Fitzgerald, District Manager,
Hudson Dennis, Operations Supervisor and Brian Blalock,Gas Tank Technician.to conduct an industrial stormwater
inspection of the Anson Waste Management facility. The Stormwater Pollution Prevention Plan (SWPPP)was reviewed. Per
the conditions in General Permit NCG120000 this permit is required to be reviewed annually, signed and dated by the
reviewer and include the following annual updates.: 1.The Stormwater Pollution Prevention Team(if changes have occurred),
2. The Feasibility Study- per General Permit NCG120000, a review of the feasibility of changing methods of operations
and/or storage practices to eliminate/reduce exposure of materials and processes to rainfall and runoff flow. If this not
practical, a review of the feasibility of diverting stormwater runoff away from areas of potential contamination.; 3. Evaluation of
Outfalls-checking for the presence/non-presence of non-stormwater discharges in the outfalls and certifying the evaluation
results.; 4. Documentation of a list of significant spills or leaks that have occurred during the last 3 years and associated
corrective actions taken or the notation that no spills have occurred. The significant spill information is included under the
Spill Prevention and Response Procedures(SPRP)in the General Permit.All components of the SPRP should be included
in the SWPPP.The Solvent Management Plan also needs to be updated annually and include all required information per
the General Permit conditions.
The Analytical and Qualitative Monitoring records were reviewed. More than 55 gallons of motor oil and/or hydraulic oil are
being used per month when averaged over the calendar year by this facility.The information about the actual estimated new
motor oil/hydraulic oil usage in gallons/per month has not been completed on the Stormwater Discharge Monitoring Report
form. In March 2023,during the first quarter,there had been an exceedance of benchmark parameters for TSS at Outfall 3
and at Borrow North (Outfall 13), putting the facility into a Tier One status. Per General Permit NCG120000,Tier One
Response/Actions had not occurred.
Outfalls 1, 3, 4, 6, 9, 10, 11, 12 and 13 (Borrow North)and best management practices being utilized on the grounds of the
facility were inspected and appeared in good condition.Due to time constraints the Aboveground Storage Tanks with their
secondary containment were not able to be inspected.A follow-up inspection occurred on 8/30/2023 conducted by Melissa
Joyner, Kelly Jonas and Denise Bruce for this purpose with no issues noted.
