On August 15, 2023, a site inspection was conducted for the FedEx Ground-South Fayetteville facility
located at 880 Technology Drive, Fayetteville, Cumberland County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Keith Greenwood, Senior Manager and Matthew
Lemire, Environmental Compliance Specialist 11 were also present during the inspection and their time and
assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered
by NPDES Stormwater General Permit NCG080000 under Certificate of Coverage NCG080933. Permit
coverage authorizes the discharge of stormwater from the facility to receiving waters designated as
Rockfish Creek, class C waters in the Cape Fear River Basin.
As a result of the inspection, the facility was found to be compliant with the conditions of the NCGO80000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$26,000 per day for each violation. If you or your staff have any questions,

Inspection Summary:
Melissa Joyner and Kelly Jonas met with Matthew Lemire, Environmental Compliance Specialist II and Keith Greenwood,
Senior Manager to conduct an industrial stormwater inspection of the FedEx Ground -South Fayetteville facility. The
Stormwater Pollution Prevention Plan (SWPPP)was reviewed. Per the conditions of General Permit NCG080000 this permit
is required to be reviewed annually,signed and dated by the reviewer and include the following annual updates.: 1. The
Feasibility Study-per General Permit NCG080000, a review of the feasibility of changing methods of operations and/or
storage practices to eliminate/reduce exposure of materials and processes to rainfall and run-on flows. If this not practical, a
review of the feasibility of diverting stormwater runoff away from areas of potential contamination.; 2. Evaluation of Outfalls-
checking for the presence/non-presence of non-stormwater discharges in the outfalls and certifying the evaluation results.
The Site Map needs to include all information per the conditions of the General Permit.A General Location (USGS)map will
need to be incorporated in the SWPPP.A Stormwater Best Management Practices Summary should also be included in the
SWPPP. Facility inspections have not been documented and will need to be conducted and documented quarterly as
specified in General Permit NCG080000.
Only Qualitative Monitoring is required to be done by this facility since it uses less than 55 gallons of motor oil and/or
hydraulic oil per month when averaged over the calendar year. The facility should utilize the approved Qualitative Monitoring
form which may be found on-line at:

Outfalls 1, 2 and 3 and the best management practices(BMPs)being utilized by the facility were inspected. No issues were
noted with the outfalls and BMPs.The facility has no Aboveground Storage Tanks.
