On August 22, 2023, a site inspection was conducted for the AAA Cooper Transportation-Cumberland
facility located at 923 Chickenfoot Road, Fayetteville, Cumberland County, North Carolina. A copy of the
Compliance Inspection Report is enclosed for your review. Mike Champion, Service Center Manager was
also present during the inspection and his time and assistance is greatly appreciated. The site visit and file
review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG080000
under Certificate of Coverage NCG080478. Permit coverage authorizes the discharge of stormwater from
the facility to receiving waters designated as Grays Creek(Rainey Pond, Rainbow Pond), class B waters
in the Cape Fear River Basin(s).
As a result of the inspection, the facility was found to be compliant with the conditions of the NCGO80000
permit. Please refer to the enclosed Compliance Inspection Report for additional comments and
observations made during the inspection.
Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil
penalty assessment of up to$26,000 per day for each violation.If you or your staff have any questions,

Inspection Summary:
Melissa Joyner, Kelly Jonas and Denise Bruce met with Mike Champion, Service Center Manager to conduct an industrial
stormwater inspection of the AAA Cooper Transportation-Cumberland facility.The Stormwater Pollution Prevention Plan
(SWPPP)was reviewed. Per the conditions of General Permit NCG080000 this permit is required to be reviewed annually,
signed and dated by the reviewer and include the following annual updates.: 1. The Feasibility Study- per General Permit
NCG080000, a review of the feasibility of changing methods of operations and/or storage practices to eliminate/reduce
exposure of materials and processes to rainfall and run-on flows. If this not practical, a review of the feasibility of diverting
stormwater runoff away from areas of potential contamination.; 2. Evaluation of Outfalls-checking for the
presence/non-presence of non-stormwater discharges in the outfalls and certifying the evaluation results.; 3. Documentation
of a list of significant spills or leaks that have occurred during the last 3 years and associated corrective actions taken or the
notation that no spills have occurred. The significant spill information is included under the Spill Prevention and Response
Procedures(SPRP) in the General Permit.The Solvent Management Plan also needs to be updated annually and include all
required information per the General Permit conditions.A Stormwater Best Management Practices Summary needs to be
developed and included in the SWPPP.The Site Map should depict topography. Facility inspections have been conducted
semi-annually, not quarterly per the conditions of General Permit NCG080000.
The Qualitative Monitoring forms were reviewed. Only Qualitative Monitoring is required to be done by this facility since it
uses less than 55 gallons of motor oil and/or hydraulic oil per month when averaged over the calendar year.The facility
should utilize the approved Qualitative Monitoring form which may be found on-line at:

An on-site rain gauge will be required or weather information may be obtained from a source within 1.0 mile of the facility.
Outfalls 1 and 2, the aboveground storage tank and best management practices being utilized by the facility were inspected.
Some tires were observed on the ground which should be relocated and a dumpster lid was open.The ditch in front of the
facility had erosion which needed repair. It did not appear that sediment had entered the outfall from this location.
