A copy of the Compliance Inspection Report is enclosed for your review. Mr. Mike Gregory, Environmental Field Services Supervisor was also present during the inspection and his time and assistance is greatly appreciated. The site visit and file review revealed that the subject facility is covered by NPDES Stormwater General Permit NCG030000 under Certificate of Coverage NCG030653. Permit coverage authorizes the discharge of stormwater from the facility to receiving waters designated as Marks Creek, class C waters in the Yadkin Pee Dee River Basin. As a result of the inspection, the facility was found to be compliant with the conditions of the NCG030000 permit. Please refer to the enclosed Compliance Inspection Report for additional comments and observations made during the inspection. Please be advised that violations of the NPDES Stormwater General Permit are subject to a civil penalty assessment of up to$25,000 per day for each violation. The majority of the required documentation was available.The SWPPP has been updated/reviewed every two years, not annually.The SWPPP did not include certification of lack of use or storage of solvents, as required for the Solvent Management Plan.The site map needs to include topographic contours, % impervious of the drainage areas, and location of the stormwater drop inlets. Qualitative and analytical monitoring records were reviewed, and appeared complete.The facility was out of Tier 2 status on January 19, 2017. No rain gauge is located onsite,with rain totals taken online from the Hamlet Airport weather report The facility was granted representative outfall status,with the one outtall being a retention basin. However, no discharge has been noted, including since the issuance of the new permit on July 1, 2021. Therefore, no analytical monitoring has been conducted.The facility has a calibrated pH meter onsite. The facility grounds were inspected, and generally appeared to be well-maintained.The four Aboveground Storage Tanks located outside are all double-walled and locked. The following actions are recommended: 1. provide stormwater inlet protection,to limit debris from entering.;2. stabilize with groundcover the sidewalls in the permanent basin where bare.; 3.Add additional riprap to the areas in the permanent basin being undermined by erosion.;4.Add inspection of the stormwater drop inlets to the stormwater facility inspection program.
