Subject: Infiltration Gallery Closure Report
Catalent Pharma Solutions (Former R.P. Scherer/Chelsea Labs Facility)
Rogers & Callcott Project Number: 93-121
Dear Mr. Watson:
Rogers & Callcott Environmental (Rogers & Callcott) is pleased to submit this report detailing the closure
of the infiltration gallery at the subject site. Closure was conducted in accordance with the Infiltration
Gallery Closure Plan (August 28, 2023) approved by the Department on August 29, 2023. Rogers &
Callcott subcontracted Innovative Environmental Technologies (IET) to grout the infiltration gallery and
associated piping and remove the holding tank, flow control sump, and related conduit. The infiltration
gallery was abandoned in place to minimize site disturbances for the current property owner and
business operations. All work was completed between September 18 and September 20, 2023.
Closure Activities
In order to abandon the 4-inch discharge line from the infiltration gallery flow control sump that
connects to the two 6-inch corrugated lines that run the length of the gallery, the 4-inch line was
unearthed and cut close to the holding tank (Photo 1). A fitting was then attached to the end of the 4-
inch line that allowed for approximately 500-525 gallons of neat cement grout slurry to be pumped
from a grout plant through an injection hose through the 4-inch pipe and into the 6-inch corrugated
lines using forced injection (Photo 2). The end of the 4-inch line leading to the gallery, from the holding
tank, was also filled with standard concrete to completely block the pipe.
The discharge line leading from the old infiltration gallery totalizer meter to the holding tank was
abandoned similarly to the 4-inch line. The discharge line was unearthed and cut close to the holding
tank (Photo 3), a fitting was attached, and approximately 25-50 gallons of neat cement grout slurry was
pumped into the line using forced injection (Photo 4). The holding tank was then removed from the
concrete pad and cut into three pieces to be disposed of along with the flow control sump (Photo 5).
The conduit and wiring to the flow control sump were cut and removed (Photo 6). All wiring was taped
and pushed into the wiring housing below the ground surface before being sealed with neat cement
grout (Photo 7).

The buried gravel portion of the infiltration gallery was accessed from the surface using direct push
technology (DPT). DPT rods were pushed approximately 16-18 feet below ground surface into the
infiltration gallery at 16 different locations (Photo 8). These locations were spaced approximately 10
feet apart along the length of the infiltration zone. Approximately 70 gallons of neat cement slurry was
injected through the DPT rods by forced injection at each of the 16 locations, totaling approximately
1,100 gallons of grout (Photo 9). Each of the 16 bore holes was then backfilled with neat cement grout
once the injections were complete (Photo 10). Prior to leaving the site, all disturbed ground was
reseeded and covered in straw (Photo 11). The old holding tank and the old flow control panel were
disposed of in a dumper.
We understand at this time that Catalent has fulfilled the requirements needed to close out the National
Pollutant Discharge Elimination System (NPDES) Permit #00844344. If you have any questions or would
like additional information, please contact me at 864.232.1556 or via email at sgolaski@rcenviro.com.
Sincerely,
ROGERS & CALLCOTT
