reconciled their flow records, to the best of their ability,so it is known how much flow has been obligated and
is not yet been made tributary to the WWTP, in accordance with local policies and procedures employed by the
reporting entity.

The master.plan and ten year capital plan contain recommended scope and funding for a capital project entitled
Kaw Creek Pump Station upgrade with funding planned in July 2014. This project is planned to add 0.100 MGD
to the firm capacity of the pump station by October 2015. Inclusion of this proposed capital project as a condition
of this Flow Tracking/Acceptance for Sewer Extension Permit Application elevates this project's priority for
funding and construction to be implemented ahead of the activation of obligated,not yet tributary flows in amounts
that exceed the firm pump station capacities identified in Section 11 above.
Therefore:
Given reasonably expected conditions and planning information, there is sufficient justification to allow this flow
to be permitted, without a significant likelihood of over-allocating capacity in the system infrastructure.

On July 26, 2023,the Division of Water Resources(Division) received your request for an adjusted daily
sewage flow rate(flow reduction)that would apply to all Franklin County Public Utilities permitted but
not yet tributary residential connections and all future residential connections tributary to this facility.
The request to include Youngsville and Franklinton,which were excluded from the flow reduction
approval issued to Franklin County Public Utilities on August 19, 2008,and for the reduction to apply to
the entire Franklin County owned operating system has been approved.
In accordance with 15A NCAC 02T.0114(f)(2),the Division has evaluated the request, and based on the
data submitted and the Division of Water and Infrastructure(DWI)guidance,the Division hereby
approves for use by Franklin County Public Utilities, an adjusted daily sewage design flow rate of 250
gallons per day per single-family dwelling,effective immediately.This flow reduction shall be
applicable to existing permits with flows not yet tributary to the Franklin County collection system and
all future permits issued to Franklin County Public Utilities.
Future sewer extension applications should be made using the flow reduction amount stated above. All
other aspects of the permitting process remain unchanged, and all applications must be in compliance
with the statutes, rules, regulations and minimum design criteria as certified by the owner and engineer.
Regardless of the adiusted design daily wastewater_flow rate, at no time shall the wastewater flows
exceed the effluent limits defined in the permit for the treatment facility or exceed the capacity of the
sewers downstream of any new sewer extension or service connection(s).

The proposed service area consists of 5 newly created lots as depicted in Book
of Maps 2023 page 95. These lots are between Magnum Way and Main Street in
Franklinton, North Carolina. The site is within the Tar River Basin.
The current site has access to the public sanitary sewer via existing public
sanitary sewer lines within an existing public right of way of Magnum Way. The
project will consist of five single family residential lots. The proposed single family
residential lots will be served by a sanitary sewer extension of a total of 320
linear feet of new 8" gravity sanitary sewer line, which will connect into an
existing sanitary sewer manhole within the recorded public right of way of
Magnum Way. This existing sanitary sewer is to the northwest of the new created
lots.
The proposed project will be completed as one phase and will have a total daily
flow of 1,800 gpd for all the 5 single family residential lots
