Box 390 Beaufort, North Carolina 28516 Subject: NPDES Permit Issuance Permit No. NCO072702 Glenda Drive WTP Carteret County Dear Mr. Young: In accordance with your application for discharge permit received on January 10, 1997 by the Division, we are forwarding herewith the subject permit to discharge under the subject state - NPDES permit. This permit is issued pursuant to the requirements of North Carolina General Statute 143-215 .1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983 and as subsequently amended. Changes to your permit include the following: • Monitoring for Iron and Total Residual Chlorine and monitoring frequencies for Flow, Total Suspended Solids, Settleable Solids, Iron, and TRC have been added to your permit per updated Division policy for water treatment plants. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings, Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such demand is made, this decision shall be final and binding. Please take notice that this pern it is not transferable except after notice to the Division of Water Quality. Part II, EA. addresses the requirements to be followed in case of change in ownership or control of this discharge. If the turbidity exceeds these levels due to natural background conditions, the discharge level cannot cause any increase in the turbidity in the receiving water. All samples collected should be of a representative discharge. There shall be no discharge of floating solids or visible foam in other than trace amounts. Other: It is recommended that both the Pine Street and the Glenda Drive facility be issued with the same expiration date. PART IV - EVALUATION AND RECOMMENDATIONS The Town of Beaufort's Glenda Drive facility is served by two wells presently being pumped at a rate of 500 gallons per minute. The water is treated in a series of two ion exchange units which are backwashed (1 to 2 per day) with a brine solution. The effluent from the backwash flows through a small basin into a man-made drainage ditch. The discharge eventually enters Turner Creek. It is recommended a draft permit be prepared and placed at public notice.
