In accordance with the application for discharge permit received on January 10,1997, the Division
is forwarding herewith the subject state - NPDES permit This permit is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between
North Carolina and the U.S. Environmental Protection Agency dated December 6, 1983.
The most significant modification from the last permit is the addition of a limit for total suspended
solids, settleable solids, turbidity and weekly effluent monitoring for flow and iron. This requirement was
added because of Division guidance concerning the chemical and toxicological effects of water treatment
plant discharges.
If any parts, measurement frequencies or sampling requirements contained in this permit are
unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30)
days following redeipt of this letter. This request must be in the form of a written petition, conforming to
Chapter 150B of the North Carolina General Statutes, and filed with the office of Administrative Hearings,
Post Office Drawer 27447, Raleigh, North Carolina 27611-7447. Unless such a demand is made, this
permit shall be fmal and binding.
Please take notice that this permit is not transferable. Part II, EA. addresses the requirements to be
followed in case of change in ownership or control of this discharge.
This permit does not affect the legal requirements to obtain other permits which may be required
by the Division of Water Quality or permits required by the Division of Iand Resources, Coastal Area
Management Act, or any other Federal or Local governmental permits may be required.

The Beaufort -Pine St WTP has requested renewal of its existing permit. The previous permit did not require
effluent monitoring for any parameters at the request of the WiRO. DWQ guidance for water treatment plants
now requires weekly effluent monitoring for several parameters. Request that WiRO staff evaluate
recommended parameters and comment on necessity of effluent monitoring for certain parameters.

Summary

The Beaufort -Pine St WTP has requested renewal of its existing
permit. The previous 1992 permit did not require effluent monitoring for
any parameters at the request of the WiRO. DWQ guidance for water
treatment plants now requires weekly effluent monitoring for TSS,
Settleable Solids, Iron, Total Residual Chlorine and Chloride. Upstream
and Downstream monitoring for turbidity has also been recommended per
this guidance.
2/28/97 Telecon w/ Jim Bushhardt of WiRO. Said the Pine
St. system was brine backwash of water softeners units. Basically have
hardwater going through an ion exchange in soluble form. It discharges
into a storm sewer collection, travels about a mile, then discharges into
saline waters. Said that the effluent was clear, not a lot of suspended solids.
But he thought that there were some toxicity implications. Told him about
new requirements for monitoring for above parameters per Sept. 1992
memo.
Bushardt said that plant has 1) no flow meter so flow can't be measured.
2) don't chlorinate prior to going into water softeners, therefore chlorine
monitoring wouldn't be necessary 3) chloride monitoring should not be
required since there is no chloride standard or action level for saline
waters. 4) Did indicate that there appeared to be some iron residue in plant
pipes. 5) Said no upstream and downstream monitoring could be conducted
since the plant discharged into a storm sewer network, therefore no
instream monitoring for turbidity.
Told him I would not add monitoring for chlorine, chloride, turbidity, and
flow, would let him make comments and recommendations on remaining
"\ monitored per
parameters. However, I w111 Include all parameters to be
WTP guidance and will let Jim make his comments in writing for inclusion
or deletion of effluent monitoring for particular parameters.
Summary (p.2)

ME comments from D. Goodrich, recommended effluent limit of 25 NTU
for turbidity since there will be no instream monitoring. Also he thought
that ASTU indicated that chloride monitoring would still be needed in
discharges to saline water.
5/30/97 Talked to Matt Matthews at ASTU and he concurred with
deletion of chloride monitoring. Also will drop TRC monitoring.
Final recommended limits: Effluent monitoring for flow and
iron, TSS = 30 mg/l (mo.avg.); 45 mg/l (da. max.), settleable
solids = 0.1 ml/1 (mo.avg.); 0.2 ml/l (da. max.), and turbidity =
25 NTU.

Thanks for your response, Matt. Jim had no particular concern about the Beaufort WTP, but
he did say that any testing that we could do to see the effects of WTPs on the rivers,
especially those with ion exchange water softening units, would be beneficial. He
recommended that ESB confer with Goodrich to see if he had any ideas for a broader study
on WTPs. im understanding him to say don't set up a trip only for that WTP but if you're
in that area, to run a test for data gathering would be good.
I will send the permit without chloride monitoring and if Dave has any further concerns, I'll
tell him to call you.

Hey, Matt. What's up?
This plant is brine backwash of water softener units that discharges via a storm drain into Ut
Town Creek. I called you about the water plant back in late May and asked about whether
effluent monitoring for chloride could be deleted because the facility discharged into SC
waters. Jim Bushardt of WiRO was recommending that no chloride monitoring was
necessary. In addition, because there is no access for instreatn sampling, instream turbidity
monitoring was deleted but an effluent limit of 25 NTU was added
Back in May, you concurred with Jim that chloride monitoring could be deleted and with the
turbidity limit, I recommended both in the draft permit. Now that the permit is about to be
finalized, Dave has a question about the deletion of chloride monitoring. I just wanted to
verify that the deletion of chloride was okay with you guys.

PART IV - EVALUATION AND RECOMMENDATIONS
The Town of Beaufort's Pine Street facility is served by two
wells presently being pumped at a rate of 900 gallons per minute.
The water is treated in a series of four ion exchange units which
are backwashed (2 to 3 per day) with a brine solution. The
effluent from the backwash flows through a small basin into a
roadside ditch. The discharge eventually enters Town Creek.
It is recommended a draft permit be prepared and placed at
public notice. If no significant adverse public comment is
received; it is recommended NPDES Permit No. NC0072699 be
reissued for a period of five (5) years.
