The Technical Support Branch has reviewed the engineering report sub-
mitted on the subject facilities. Speculative wasteload allocations for
the schools listed above were completed by Dave Goodrich in January, 1992.
The factsheets with effluent limitations for several proposed relocation
sites were routed through the Regional Office and P&E. The tentative
effluent limits recommended and corresponding flow information for each
school are as follows:
1) Burns High School @ Maple Creek Location

The engineering report indicates that for Burns High, a subsurface dis-,
posal system is a discharge alternative with sufficient land available.
The costs for the subsurface system were not included in.the report and it
appears this option should be given more consideration. The option of con-
nection of these schools to a municipal facility was not reviewed in this
report and its availability should be evaluated. We also recommend that
all the schools look at chlorination/dechlorination as a disinfection
method in addition to ultraviolet lamps and ozone disinfection.

Our comments for Casar and Fallston Elementary Schools are the same as
for Burns High. The report indicates that relocation of the discharge is
not the only option available to the schools. Technical Support recommends
that all alternatives to be reviewed fully by the Cleveland County School
system and the engineering consultants.

Wasteload Allocation Summary
(approach taken, correspondence with region, EPA, etc.)
Facility is relocating from a zero -flow tributary to Crooked Run Creek. Speculative models were
run for a nearby location on Crooked Run Creek. The model predicts instream D.O. will be
protected at secondary treatment levels. An ammonia limit of 24 mg/1 should be given per
ammonia toxicity calculations. A letter should be sent regarding the toxicity of chlorine.
