The Division of Water Quality (Division) personnel have reviewed and approved your application for renewal of the
subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. It is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended.
There are no changes to this permit from the draft permit dated October 10, 2012.
The following changes have been made from the current permit:
* Instream sampling has been deleted from the permit.
• Monitoring for Total Iron, Total Chloride, Fluoride and Total Manganese is removed from the permit.
• The TRC footnote has been revised per the new Permitting Strategy.
• Monitoring for Total Copper and Total Zinc is changed to Quarterly from monthly per NPDES permitting
strategy.
• New limits are added for Total Lead as a result of the EPA required statistical analysis of discharge data. The
limits are one-half of the normal limits due to the classification of receiving waters (SA and PNA).
0 Monitoring for temperature is removed in accordance with the WTP permitting strategy.
• Dissolved Oxygen monitoring has been removed from the permit

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Town of Beaufort is hereby authorized to:
1. Continue to operate a drinking -water treatment plant with a discharge of water softener -backwash
wastewater. This water treatment plant currently has a design potable flowrate of 0.60 MGD with a
design regeneration flowrate of 0.005 MGD, and a maximum, monthly average wastewater
discharge of 0.029 MGD in the period from January 2010 through June 2012. This facility is
located in Beaufort off Glenda Drive at the Glenda Drive WTP in Carteret County. Water
treatment consists of 2 softener units. Wastewater is dechlorinated by sodium bisulfite prior to
discharge.
2. Discharge from said treatment works at the location specified on the attached map into an unnamed
tributary to Turner Creek, classified SA HQW, PNA waters in the White Oak River Basin.

1. The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.
2. Limit and monitoring apply only if chlorine or chlorine derivatives are used for disinfection. The Division shall
consider all effluent TRC values reported below 50 µg/L to be in compliance with the permit. However, the
Permittee shall record and submit all values reported by a North Carolina certified laboratory (including field
certified), even if these values fall below 50 jig/L.
3. Acute Toxicity 24-hour Pass/ Fail Monitoring January, April, July and October. Permittee shall use mysid shrimp
as the test organism unless another organism of equal or greater sensitivity is deemed more appropriate based on
the characteristics of the discharge and receiving stream. See Special Condition A. (2.) for details. Monitoring for
Toxicity shall coincide with monitoring for metals and TRC.
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A. (2.) ACUTE TOXICITY PASS/FAIL MONITORING (QRTRLY)
The permittee shall conduct acute toxicity tests on a quarterly basis using protocols defined in the
North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity
In a Single Effluent Concentration" (Revised -December 2010 or subsequent versions). The monitoring
shall be performed as a Mysid Shrimp (Mysidopsis Bahia) 24 hour static test. The effluent
concentration at which there may be at no time significant acute mortality is 90% (defined as treatment
two in the procedure document). Effluent samples for self -monitoring purposes must be obtained
during representative effluent discharge below all waste treatment. The tests will be performed during
the months of January, April, July and October.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter
code TGE3E. Additionally, DWQ Form AT-2 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no
later than 30 days after the end of the reporting period for which the report is made.
Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the
report with the notation of "No Flow" in the comment area of the form. The report shall be submitted
to the Environmental Sciences Section at the address cited above. .
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then
monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test
requirement will revert to quarterly in the months specified above. Assessment of toxicity compliance
is based on the toxicity testing quarter, which is the three month time interval that begins on the first
day of the month in which toxicity testing is required by this permit and continues until the final day of
the third month.
Should any test data from either these monitoring requirements or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may
be re -opened and modified to include alternate monitoring requirements or limits.
If the Permittee monitors any pollutant more frequently than required by this permit the results of such
monitoring shall be included in the calculation & reporting of the data submitted on the DMR & all AT
Forms submitted.

NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following
the month of the initial monitoring.
USE OF A DIFFERENT TEST ORGANISM
The permittee may request the use of a different test organism upon- documentation that the alternate
test organism would provide an equal or greater level of protection and is appropriate based on the
characteristics of the discharge and receiving stream. Such documentation would consist of one of the
following:
1. For saltwater classified streams, a fathead minnow may be assigned as the acute testing species
if the salinity of the receiving stream at the point of discharge is < 5 ppt throughout the tidally
influenced cycle. This determination may be based on the best professional judgment of DWQ
staff or data collection provided by the permittee and approved by DWQ staff. This evaluation
should include vertical profiles of salinity/ conductivity measurements at both high tide and
low tide over several 24 hr. cycles.
2. Three consecutive "side -by -side" tests with results indicating that the alternate test organism is
as or more sensitive to the facility's effluent. Each test series would consist of two separate
toxicity tests conducted on the same sample of effluent with the length of exposure specified
by the permit, the only difference between the tests being the test organism.
3. An alternate plan developed by the permittee and approved by the Aquatic Toxicology Unit
that demonstrates an equal level of protection is offered by the test organism.
For items 2 and 3, it must also be demonstrated that viable and standardized culture techniques are
available for that organism and standardized testing methodologies have been developed and validated.
This demonstration should meet guidance provided by EPA in Section 6 of EPA-821-R 02-012, Short
Term Methods for Estimating the Acute Toxicity of Effluents and Receiving Waters to Freshwater
Organisms, Fifth Edition, 2002. Requests to use a different test organism and supporting
documentation should be sent to NC DWQ, ESS at the address listed above.

SUMMARY
The Beaufort Glenda Drive WTP is an Ion Exchange (Softener) Water Treatment Plant to treat ground
water drawn from two wells. The facility is designed to provide 0.60 Million Gallons per Day of treated
potable water. After softening, the water is treated by gaseous chlorination and hydrofluorosillicic acid.
The backwash and softener regeneration wastewater is estimated to be 0.005 Million Gallons per Day
average at plant capacity of 0.6 MGD potable water. Recent operating data (2010 - June 2012) show a
maximum monthly average discharge flowrate of 0.0038 MGD. The facility discharges the backwash
wastewater after dechlorination to an unnamed tributary to Turner Creek in the White Oak River Basin.
The discharge is to a dry ditch with no normal flow except the discharge and storm water. lnstream
samples have been collected from the ditch; instream sampling will be discontinued.
The receiving stream (Turner Creek) is classified SA, HQW PNA waters in the White Oak River Basin.
This reach is listed on the 2012 Final 303(d) list as Impaired for Loss of Shellfish Harvest. All North
Carolina streams are listed as Impaired for Mercury based on fish consumption advisories.

Discharge Data Review and RPA
DMR data for 2010, 2011, and 2012 through June was reviewed. Flow averaged 0.0036 MGD, with a
maximum of 0.1010 MGD; there is no flow limit. The maximum annual Monthly Average flow is
0.0038 MGD in 2010. This is less than 0.050 MGD, so flow recording is not required per the Permitting
Strategy. RPA was performed for copper, zinc, and lead. Copper and Zinc have RP, but are Action
Level parameters. The facility has passed all 19 WET tests since January 2008, so no limits are required;
monitoring will be changed to Quarterly per permitting strategy. Lead has RP, so limits of 12.5 µg/ L
Monthly Average and 110.5 µg/ L Daily Maximum will be added to the permit; monitoring will remain
as Monthly per our permitting strategy. The receiving water is classified as HQW and PNA, so limits are
one-half the normal limits due to the Shellfish (SA) and PNA classifications. Total Iron, Total Chloride,
and Total Manganese were not evaluated as there are no salt water standards for them. Iron salts are not
added in treatment; iron monitoring will not be required. Monitoring data show low values for
Total Manganese (10 µg/ L or less). Monitoring will be removed from the permit for Iron, Chloride,
and Manganese.
Whole Effluent Toxici , Testing
The facility currently performs Quarterly Acute Toxicity monitoring using Mysidopsis bahia (Mysid
shrimp) at 90% as required by the current permit. The facility has passed 19 of 19 WET tests since
January 2008. Metals monitoring will be done in conjunction with WET testing. WET testing should
continue as Acute monitoring only with mysid shrimp at 90%. The WET testing language (A. (2.)) has
been updated in accordance with the revised Permitting Strategy. Metals monitoring will be done in
conjunction with WET testing.
Proposed Changes to the Permit
• Discharge is to a dry ditch used as a stormwater conveyance. Instream sampling is conducted in
the ditch. Instream sampling will be deleted from the permit.
• Monitoring for Total Iron, Total Chloride and Total Manganese will be removed from the
permit. See Discharge Data Review and RPA section.
• The facility does add chlorine to the water, so the TRC footnote will be revised per the
new Permitting Strategy.
• The facility does discharge Fluoride, but there is no water quality standard for fluoride in
salt water, so no monitoring is required.
• Monitoring for Total Copper and Total Zinc is changed to Quarterly from monthly per
NPDES permitting strategy.
• New limits are added for Total Lead as a result of the EPA required statistical analysis of
discharge data. The limits are one-half of the normal limits due to the classification of
receiving waters (SA and PNA). The facility is given an opportunity to request a
compliance schedule for the new lead limits. DMR data shows they should be able to
meet the new limits with no changes to the facility required.
• Monitoring for temperature is removed in accordance with the WTP permitting strategy.
• Dissolved Oxygen monitoring will be removed from the permit in keeping with the WTP
Permitting Strategy. DMR review of effluent DO and downstream DO show no problems
with DO.
• Monitoring is removed for Total Nitrogen and Total Phosphorus per the WTP permitting
strategy as the receiving water is not classified as NSW and the discharge is less than
0.050 MGD.
• Monthly monitoring for Turbidity with no limits is added per the WTP strategy.
• Monitoring for metals and TRC must coincide with Toxicity testing.
