The Division of Water Quality (Division) personnel have reviewed and approved your application for renewal of the
subject permit. Accordingly, we are forwarding the attached NPDES discharge permit. It is issued pursuant to the
requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina
and the U.S. Environmental Protection Agency dated October 15, 2007, or as subsequently amended.
There are no changes to this permit from the draft permit dated October 10, 2012.
The following changes have been made from the current, permit:
* Instream sampling has been deleted from the permit.
* Monitoring is removed from the permit for Total Iron, Total Chloride, Total Manganese and Fluoride as
there are no water quality standards for saltwater discharge for these parameters.
* The TRC footnote is revised per the new permitting strategy.
* Monthly monitoring for Turbidity is added with no limits per the WTP strategy.
Monitoring is changed to Quarterly from Monthly for Total Copper, Total Lead and Total Zinc per NPDES
permitting strategy.
9 Monitoring is removed for Temperature, Dissolved Oxygen, Total Nitrogen and Total Phosphorus per the
WTP Permitting strategy.
* Monitoring for metals and TRC must coincide with Toxicity testing.
+ Acute Toxicity Testing language has been updated per our current permitting strategy. See A.(2). You
have agreed to switch to mysid shrimp (Mysidopsis bahia) for all future acute toxicity testing.

If any parts, measurement frequencies, or sampling requirements contained in this permit are unacceptable, you have the
right to an adjudicatory hearing upon written request within thirty (30) days after receiving this letter. Your request must
take the form of a written petition conforming to Chapter I SOB of the North Carolina General Statutes, and must be
filed with the Office of Administrative Hearings, 6714 Mail Service Center, Raleigh, North Carolina 27699-6714.
Unless such demand is made, this permit remains final and binding.
This permit is not transferable except after notifying the Division of Water Quality. The Division may modify and re-
issue, or revoke this permit. Please notice that this permit does not affect your legal obligation to obtain other permits
required by the Division of Water Quality, the Division of Land Resources, the Coastal Area Management Act, or other
federal or local governments.

SUPPLEMENT TO PERMIT COVER SHEET
All previous NPDES Permits issued to this facility, whether for operation or discharge are hereby
revoked. As of this permit issuance, any previously issued permit bearing this number is no longer
effective. Therefore, the exclusive authority to operate and discharge from this facility arises under the
permit conditions, requirements, terms, and provisions included herein.
The Town of Beaufort is hereby authorized to:
1. Continue to operate a drinking -water treatment plant with a discharge of water softener -backwash
wastewater. This water treatment plant currently has a design potable flowrate of 0.60 MGD, a
monthly average wastewater discharge of 0.005 MGD and a maximum monthly average of 0.0176
MGD in the period from January 2010 through June 2012. This facility is located in Beaufort off
Pine Street at the Pine Street WTP in Carteret County. Water treatment consists of 4 softener units.
Wastewater is dechlorinated by sodium bisulfite prior to discharge.
2. Discharge from said treatment works at the location specified on the attached map into an unnamed
tributary to Town Creek, classified SC waters in the White Oak River Basin.

1. The pH shall not be less than 6.8 standard units nor greater than 8.5 standard units.
2.- Limit and monitoring apply only if chlorine or chlorine derivatives are used for disinfection. The Division shall
consider all effluent TRC values reported below 50 µg/L to be in compliance with the permit. However, the
Permittee shall record and submit all values reported by a North Carolina certified laboratory (including field
certified), even if these values fall below 50 µg/L.
3. Acute Toxicity 24-hour Pass/ Fail Monitoring March, June, September and December. Permittee shall use mysid
shrimp as the test organism unless another organism of equal or greater sensitivity is deemed more appropriate
based on the characteristics of the discharge and receiving stream. See Special Condition A. (2.) for details.
Monitoring for Toxicity shall coincide with monitoring for metals and TRC.
All samples collected should be from a representative discharge event.
There shall be no discharge of floating solids or visible foam in other than trace amounts.

A. (2.)ACUTE TOXICITY MONITORING (QUARTERLY)
The permittee shall conduct acute toxicity tests on a quarterly basis using protocols defined in the
North Carolina Procedure Document entitled "Pass/Fail Methodology For Determining Acute Toxicity
In a Single Effluent Concentration" (Revised -December 2010 or subsequent versions). The monitoring
shall be performed as a Mysid Shrimp (Mysidopsis Bahia) 24 hour static test. The effluent
concentration at which there may be at no time significant acute mortality is 90% (defined as treatment
two in the procedure document). Effluent samples for self -monitoring purposes must be obtained
during representative effluent discharge below all waste treatment. The tests will be performed during
the months of March, June, September and December.
All toxicity testing results required as part of this permit condition will be entered on the Effluent
Discharge Monitoring Form (MR-1) for the month in which it was performed, using the parameter
code TGE3E. Additionally, DWQ Form AT-2 (original) is to be sent to the following address:

Completed Aquatic Toxicity Test Forms shall be filed with the Environmental Sciences Section no
later than 30 days after the end of the reporting period for which the report is made.
Test data shall be complete and accurate and include all supporting chemical/physical measurements
performed in association with the toxicity tests, as well as all dose/response data. Total residual
chlorine of the effluent toxicity sample must be measured and reported if chlorine is employed for
disinfection of the waste stream.
Should there be no discharge of flow from the facility during a month in which toxicity monitoring is
required, the permittee will complete the information located at the top of the aquatic toxicity (AT) test
form indicating the facility name, permit number, pipe number, county, and the month/year of the
report with the notation of "No Flow" in the comment area of the form. The report shall be submitted
to the Environmental Sciences Section at the address cited above.
Should the permittee fail to monitor during a month in which toxicity monitoring is required, then
monthly monitoring will begin immediately. Upon submission of a valid test, this monthly test
requirement will revert to quarterly in the months specified above. Assessment of toxicity compliance
is based on the toxicity testing quarter, which is the three month time interval that begins on the first
day of the month in which toxicity testing is required by this permit and continues until the final day of
the third month.
Should any test data from either these monitoring requirements or tests performed by the North
Carolina Division of Water Quality indicate potential impacts to the receiving stream, this permit may
be re -opened and modified to include alternate monitoring requirements or limits.
If the Permittee monitors any pollutant more frequently than required by this permit the results of such
monitoring shall be included in the calculation & reporting of the data submitted on the DMR & all AT
Forms submitted.

NOTE: Failure to achieve test conditions as specified in the cited document, such as minimum control
organism survival and appropriate environmental controls, shall constitute an invalid test and will
require immediate follow-up testing to be completed no later than the last day of the month following
the month of the initial monitoring.
USE OF A DIFFERENT TEST ORGANISM
The permittee may request the use of a different test organism upon documentation that the alternate
test organism would provide an equal or greater level of protection and is appropriate based on the
characteristics of the discharge and receiving stream. Such documentation would consist of one of the
following:
1. For saltwater classified streams, a fathead minnow may be assigned as the acute testing species
if the salinity of the receiving stream at the point of discharge is < 5 ppt throughout the tidally
influenced cycle. This determination may be based on the best professional judgment of DWQ
staff or data collection provided by the permittee and approved by DWQ staff. This evaluation
should include vertical profiles of salinity/ conductivity measurements at both high tide and
low tide over several 24 hr. cycles.
2. Three consecutive "side -by -side" tests with results indicating that the alternate test organism is
as or more sensitive to the facility's effluent. Each test series would consist of two separate
toxicity tests conducted on the same sample of effluent with the length of exposure specified
by the permit, the only difference between the tests being the test organism.
3. An alternate plan developed by the permittee and approved by the Aquatic Toxicology Unit
that demonstrates an equal level of protection is offered by the test organism.
For items 2 and 3, it must also be demonstrated that viable and standardized culture techniques are
available for that organism and standardized testing methodologies have been developed and validated.
This demonstration should meet guidance provided by EPA in Section 6 of EPA-821-R-02-012, Short
Term Methods for Estimating the Acute Toxicity of Effluents and Receiving Waters to Freshwater
Organisms, Fifth Edition, 2002. Requests to use a different test organism and supporting
documentation should be sent to NC DWQ, ESS at the address listed above.

Mr. Young:
I am currently working on the renewal for your NPDES discharge permit for the Pine Street WTP, NC0072699. I
am trying to resolve the issue regarding which organism should be used for acute toxicity testing. Your permit
requires mysid shrimp, but it appears that the facility is testing with fathead minnows. In order for us to modify
your permit to fathead minnows, we need some data on the receiving water - Town Creek. I know that the
discharge is to the town's storm drain system, which drains eventually to Town Creek.
We need 10 data sets taken near the discharge point in Town Creek. They need to be taken at different tidal
stages to reflect the changing dynamics in the creek. If the water is more than 1 meter deep at the discharge point,
at least three samples should be taken to reflect differences in the water column; one near the bottom, (but off -
bottom), one in mid depth, and one near the surface. If the water is less than one meter deep, then one mid -depth
sample will do. The samples should include salinity and conductivity at each point.

SUMMARY
The Beaufort Pine Street WTP is an Ion Exchange (Softener) Water Treatment Plant to treat ground
water drawn from two wells. The facility is designed to provide 0.60 Million Gallons per Day of treated
potable water. After softening, the water is treated by gaseous chlorination and hydrofluorosillicic acid.
The backwash and softener regeneration wastewater is estimated to be 0.010 Million Gallons per Day
average at plant capacity of 0.6 MGD potable water. Recent (2010 - 2012 operating data) shows a
monthly average discharge flowrate of 0.0048 MGD with a maximum of 0.0176 MGD. The facility
discharges the backwash wastewater after dechlorination to an unnamed tributary to Town Creek in the
White Oak River Basin. The discharge is to a dry ditch with no normal flow except the discharge and
storm water. Instream samples have been collected from the ditch; instream sampling will be
discontinued.
The receiving stream (Town Creek) is classified SC waters in the White Oak River Basin. This reach is
not listed on the 2012 Final 303(d) list.

Discharge Data Review and RPA
DMR data for 2010, 2011, and 2012 through June was reviewed. Flow averaged 0.0048 MGD, with a
maximum of 0.0176 MGD; there is no flow limit. RPA was performed for copper, zinc, and lead.
Copper and Zinc have RP, but are Action Level parameters. The facility has passed all 18 WET tests
since 2008, so no limits are required; monitoring will be changed to Quarterly per permitting strategy.
Lead does not show RP, so no limits, monitoring will be changed to Quarterly per our permitting
strategy. Total Iron, Total Chloride, and Total Manganese were not evaluated as there are no salt water

standards for them. Iron salts are not added in treatment; iron monitoring will not be required.
Monitoring data show low values for Total Manganese (10 µg/ L or less). Monitoring will be
removed from the permit for Iron, Chloride, and Manganese.
Whole Effluent Toxicity Testing
The facility currently performs Quarterly Acute Toxicity monitoring using Pimephales promelas
(Fathead minnows) at 90%. The facility has passed 18 of 18 WET tests since 2008. The permittee is
required by permit to use mysid shrimp for WET testing. He has agreed to switch test species to mysid
shrimp immediately in lieu of performing the receiving stream testing to justify continued use of fathead
minnows. The WET testing language (A. (2.)) has been updated in accordance with the revised
Permitting Strategy. Metals monitoring will be done in conjunction with WET testing.
Proposed Changes to the Permit
• Discharge is to a dry ditch used as a stormwater conveyance. Instream sampling is conducted in
the ditch. Instream sampling will be deleted from the permit.
• Monitoring for Total Iron, Total Chloride and Manganese will be removed from the
permit. See Discharge Data Review and RPA section.
• The facility does add chlorine to the water, so the TRC footnote will be revised per the
new Permitting Strategy.
• The facility does discharge Fluoride, but there is no water quality standard for fluoride in
salt water, so no monitoring is required.
• Monitoring for Total Copper, Total Lead and Total Zinc is changed to Quarterly from
monthly per NPDES permitting strategy.
+ Monitoring for temperature is removed in accordance with the WTP permitting strategy.
* Dissolved Oxygen monitoring will be removed from the permit in keeping with the WTP
Permitting Strategy. DMR review of effluent DO and downstream DO show no problems
with DO. Refer to the Instream DO listed below.
• Monthly monitoring for Turbidity with no limits is added per the WTP strategy.
+ Monitoring for metals and TRC must coincide with Toxicity testing.
