This permit is issued pursuant to the requirements of North Carolina General Statute 143-215.1 and the Memorandum of Agreement between North Carolina and the U.S. Environmental Protection Agency dated May 9, 1994 (or as subsequently amended). This final permit includes no major changes from the draft permit sent to you on August 15, 2003. If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699-6714). Unless such demand is made, this decision shall be final and binding. Please note that this permit is not transferable except after notice to the Division. Describe receiving stream features and pertinent downstream uses: The receiving stream is essentially a dry ditch, and the effluent infiltrates into the soil before reaching any surface waters. General "C" classification uses downstream. The Cleveland County Sanitary District has a water supply intake on the First Broad River several miles downstream. PART II - DESCRIPTION OF DISCHARGE AND TREATMENT WORKS 1. a. Volume of wastewater to be permitted: 0.0066 MGD (ultimate design capacity) b. Please provide a description of existing or substantially constructed wastewater treatment facilities: The existing treatment consists of a septic tank, a recirculating surface sand filter bed, and UV disinfection. f. Special monitoring or limitations (including toxicity) requests: None at this time. 3. Important SOC, JOC or Compliance Schedule dates: The school is not under an SOC at this time. 4. Alternative Analysis Evaluation: Spray Irrigation: Insufficient area (adjacent land is unavailable at this time). Connection to Regional Sewer System: There is none presently available nor is a regional collection system planned for this area in the near future. Subsurface: The school had planned to install a subsurface WWT system on property adjacent to the school, however, the property owner has to -date refused to sell the land to the school system. The school system will continue to negotiate with the property owner in hopes of eventually eliminating this discharge. PART IV - EVALUATION AND RECOMMENDATIONS The permittee, Cleveland County Schools (CCS), has applied for permit renewal for the WWTP serving Casar Elementary School. Changes to the existing WWT facilities since the permit was last renewed include sand filter renovations, a recirculating pump station, the installation of a magnetic flow meter, and ultraviolet disinfection. These additions should be reflected in the permit upon renewal. The receiving stream is a zero flow stream, which according to Division policy requires the school to receive limits for BODS of 5.0 mg/l and NH, as N of 2.0 mg/1. Based on a review of recent effluent monitoring data (August 2002 through March 2003), the school has consistently met the final effluent limitations as contained in the subject permit. The CCS plans to continue to pursue all available non -discharge options in hopes that this discharge can be eventually eliminated. The application for permit renewal is included with this request for renewal. • Since the last permit was issued on this facility, major approved upgrades have been completed as of August 2001. This project consisted of installation of sand filter bed renovations, recirculating pump station, magnetic meter, ultraviolet disinfection, and appurtenances. • Sludge Management Plan The 73,500 gallon septic tank is inspected semi-annually and pumped as required by Wesson Septic Tank, Inc. of Shelby, North Carolina.
