8. PROJECT SUMMARY:
The proposed project is to extend an existing floating finger pier and to add an additional
floating finger pier on the north end of an existing 20 slip community marina.
9. NARRATIVE DESCRIPTION:
The proposal is within Town Creek at 301 Pine Street in Beaufort, Carteret County. This
property is currently a developed property and part of the Town Creek Harbor Home Owners
Association with townhomes and an existing 20 slip marina with a concrete bulkhead and
riprap shoreline stabilization along the property. This proposal is for residential community
use. The adjacent property to the south of the Town Creek Harbor HOA is a roadway
maintained by the Town of Beaufort and the property to the north of Town Creek Harbor HOA
is Turner Street Bridge which is maintained by NCDOT. The closest adjacent docking facility
owned by Debora Boyce is approximately 75' to the west. The elevation of the high ground on
the property is approximately 3.3' above the normal water level. Vegetation on the property
mainly consists of lawn grasses and shrubs. There is a small area of Spartina alterniflora
outside the proposed project area. There is approximately 650' of shoreline for Town Creek
Harbor HOA. Water depths in the project area are -4' nwl. The subaqueous substrate is a
combination of sand, mud, and silt. There is a Federal Channel in the nearby vicinity of the
project area. Plans indicate that all work will be located at least 4 feet from the Federal
Channel Setback. There are no cultural resources in the project area. This waterbody is
approximately 848' wide at this location. These estuarine waters are not classified as a Primary
Nursery Area. Submerged aquatic vegetation is not present within the project area. This
waterbody is closed to shellfish harvest and is classified as SC. There are shellfish resources in
the vicinity of the project area, but not within the proposed area for the floating finger piers.
This proposal is located within the White Oak River basin.
10. PROJECT DESCRIPTION:
The applicants are proposing to extend an existing floating finger pier and to construct an
additional floating finger pier on the north end of an existing 20 slip marina floating docking
facility located in Town Creek. This proposal is located at 301 Pine Street as part of the Town
Creek Harbor Home Owners Association in Beaufort, Carteret County. The extension of the
existing 5'x20' floating finger pier adjacent to slip #7 would be extended an additional 30' for a
final dimension of 5'x30'. The additional floating finger pier would be 5'x50' adjacent to slip
#10. The finger pier adjacent to slip #7 would be located 5' from the Federal Channel Setback;
the new finger pier adjacent to slip #10 would be located 4' from the Federal Channel Setback.
There would be no additional slips authorized.
11. ANTICIPATED IMPACTS:
The proposed extension of floating finger pier and addition of a floating finger pier would usurp
and additional 400sft of Public Trust Waters. Traditional marine construction methodology
would be utilized during the construction of this project. Turbidity impacts associated with the
project would be limited to the construction activities within Town Creek. These estuarine waters
are not classified as a Primary Nursery Area. Submerged aquatic vegetation is not present within
the project area. This waterbody is closed to shellfish harvest and is classified as SC. There are
shellfish resources in the vicinity of the project area, but not within the proposed area for the
floating finger piers. The Federal Channel would not be encroached.

LYING AND BEING in Beaufort Township, Carteret County, North Carolina,

BEING that 1-foot wide area along the high water mark depicted as WET Slip 7
on that map Book 34, Page 51, Carteret County Registry. In addition, the Grantee
is giving the right to occupy the Boat Slip 7 and is further granted the right of
ingress and egress over the common areas as identified in the covenants for
ingress and egress to and from said boat slip. The Grantee by accepting this
conveyance, agrees to comply with covenants and rules and regulations relating to

Our project is located at 301 Pine Street in Beaufort, NC. We are
proposing to extend (2) finger docks. One finger dock will be 5'x30' and the other will be
5'x50'. The finger docks make a change to slips #7 and #10. The purpose of the finger dock
extension is to improve boat accessibility for recreational boating and fishing. Thank you for
