Dear Mr. Harris:

Please reference your letter dated August 5, 2015 requesting written confirmation to
cease monitoring at the Northeast Cape Fear River Mitigation Site associated with project B-
4223, Bridge No. 21 over the Northeast Cape Fear River on NC 210, Pender County. Based on
the 2014 annual monitoring report and close out on-site meeting held August 4, 2015, we concur
with your recommendation that the success criteria requirements of the Restoration Plan for the
Mitigation have been satisfied and that monitoring of the sites can be discontinued.

The Corps further acknowledges the generation of 404 wetland credits subject to use with
regulatory approval in the future. As stated in the close out letter and as discussed on site the
credits generated from this site may be used at a lower ratio due to the possibility of future
maintenance activities under the new bridge alignment. The decision and ratio for credit use will
be made at the time of application for a future nearby project. Please associate any request for
use with the Corps action ID# SAW-2001-01172 to assist in future accounting.
