Please provide comments/notes on your current submittal below.
There are three minor changes to be noted in the facility write up in the first paragraph of the permit.
1. The current permit mentions a 12,400-gallon anaerobic selector tank which has been removed and is obsolete.
2. The current permit mentions a 500-gallon polymer mixing tank with a one hp chemical feed pump. It has been removed and replaced with a 330-
gallon tote of concentrated polymer, which is fed through a ready to use make -down unit used in conjunction with a small metering pump.
3. The current permit mentions two 500-gallon polymer mixing tanks. Both have been removed and replaced with two 200-gallon capacity polymer
tanks for the Advanced Polymer Activation System ("ADPAS') with a one hp pump and spare .75 hp pump.
Under Section I. of the permit, Schedules, this renewal application is documentation that the compliance schedule has been met.
At this time, paper copies are no longer required. If you have any questions about what is required, please contact Nathaniel Thornburg

Attachment G: overview of the Manufacturing Process
The paper mill manufactures roll stock medium grade paper using old corrugated containers (OCC).
Bales of OCC are fed into a blender called a pulper where water and paper are mixed to form a pulp.
Common contaminants are removed from the fiber. The plastic waste is recycled. The pulp is processed
through refiners to develop the necessary strength. It is then sent to a paper machine to be formed into
a sheet of paper. The paper is wound onto a reel and then cut into rolls which are stacked before being
shipped out. Steam at the facility is provided by an on -site boiler. The facility also operates an on -site
wastewater treatment plant.

Attachment G: Overview of the cleaning and treatment technology
The purpose of the closed loop wastewater treatment system is to collect the various wastewater
streams from the paper mill processes and treat the water for reuse in the mill. The waste treatment
begins at the clarifier feed tank. From here, the wastewater takes one of two paths. A portion of the
flow is routed to the Hydrocal system by way of the South Basin. The remaining flow is routed to the
waste treatment plant. The first step in treatment is the Primary Clarifier where the dense solids settle
to the bottom. The particles that settle to the floor of the clarifier are called "sludge." Sludge is pumped
to the sludge tanks. The clarified water from the Primary Clarifier is piped to the "activated sludge"
treatment process in the Aeration Basin. The treated activated sludge -is routed to the Secondary
Clarifier. The waste sludge is removed in the Secondary Clarifier and is sent to the sludge tanks or
returned to the Aeration Basin to increase the microorganism population. The sludge in the sludge tanks
is pumped to a belt dewatering press. The clarified water from the Secondary Clarifier is returned to the
mill to be reused.
The sand filter basin is used in the filtration of incoming fresh water.
