Dear Mr. Hutton,
The Division of Water Resources (DWR) received a draft Bank Parcel Development Package
(BPDP) for the Loop Road Bank Parcel (Site) in 2022, for review and approval under the terms and
conditions of the Loop Road Mitigation Banking Instrument for Nutrient Offset and Riparian Buffer
Mitigation (MBI) received on December 15, 2022. Effective August 11, 2023, the MBI was made
and entered into by Wildlands Holdings IX, LLC (Wildlands) acting as the Bank Sponsor, and the
DWR. DWR reviewed the BPDP and MBI documents and provided comments and
recommendations. DWR received a revised BPDP and MBI that addressed all comments and
recommendations. The table below summarizes the timeline of the BPDP and MBI:
