Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application: The banks of Beaverdam Creek adjacent to the Town of Princeton wastewater treatment plant have been eroded during high streamflow events and exhibit an immediate threat to undermine property fencing and a possible future threat to wastewater treatment facilities. In addition to failing banks, sediment has accumulated throughout this reach of Beaverdam Creek, above and below the wastewater treatment facilities, causing increasingly repetitive and severe flooding. 3b. Proposed Activity Provide a detailed description of the proposed activity including its purpose and include the type of equipment to be used: Project activities involve: -bank stabilization activities along 125 linear feet above the Ordinary High Water Mark (OHWM) to stabilize severely eroded and unstable banks adjacent to the Town of Princeton water treatment plant. Eroding bank slopes will be stabilized, and riprap will be keyed into place on the right (southwest) bank. All proposed bank armoring has been reduced to the minimum necessary and will occur entirely outside the OHWM (USACE-No Permit Required) -the removal of accumulated sediment within approximately 1640 linear feet of Beaverdam Creek. Excavated sediment will be temporarily stored within two laydown areas surrounded with silt fence within Town property and right of ways. Once adequately dried, material will be loaded and hauled to a permitted landfill facility. -the removal of accumulated vegetation and debris within and along approximately 10,300 feet of Beaverdam Creek. All debris will be removed by hand, using chainsaws and winches to remove large debris from the channel Standard construction equipment including bucket excavators and dump trucks sized for residential yards and narrow location access will be used for all parts of the project. To stabilize streambanks, grading of the channel slope will occur above the OHWM and rip rap will be keyed into place along the failing banks. Excavation of accumulated sediment will occur throughout this reach of stream and is intended to restore channel dimensions to pre -sedimentation conditions. Impact Justification and Mitigation 1. Avoidance and Minimization Q ............................................................................................ 1a. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project. The proposed activity is limited to areas directly adjacent to the Town of Princeton Wastewater Treatment Plant. Temporary site access will occur on the south side of Beaverdam Creek from E. First Street and the Wastewater Treatment Plant. All proposed bank armoring has been reduced to the minimum necessary and will occur entirely outside the OHWM. 1 b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques. Details and depictions of specific materials and methods used for project activities are provided on the attached Sheets C1.0-05.0 and include erosion control details including the placement of erosion control fencing and dewatering of the channel during construction. Depictions of anticipated impacts to riparian buffers areas are provided in the attached Impact Drawings (Figure 2 and Figure 3). For areas proposed for vegetation and debris removal -All debris will be removed by hand, using chainsaws and winches to remove large debris from the channel. Temporary impacts within the riparian buffer are limited to site access, material staging, and machinery movement. Permeant impacts are limited to bank stabilization with riprap keyed into place on the right (southwest) bank. All areas of impacts will be revegetated upon completion. E. Diffuse Flow Plan 1a. What type of SCM are you providing?* Level Spreader Vegetated Conveyance (lower SHWT) Wetland Swale (higher SHWT) p Proposed project will not create concentrated stormwater flow through the buffer O Other SCM that removed minimum of 30% nitrogen 1 c.
