3. Project Description:

3a. Describe the existing conditions on the site and the general land use in the vicinity of the project at the time of this application:
The site is located just east of Hwy 279, S. New Hope Road, and just west of South Fork Catawba River. The topography consists of
moderate slopes and drainages with the elevation ranging from 700 to 580 ft. The site is partially wooded, with large areas having
been recently timbered at the time of evaluation. The study area also includes the road corridor along S. New Hope Road north to the
intersection of Stowe Road.

The total impacts to the site for the road crossing and BMP, respectively, are below mitigation thresholds per 15A NCAC 02B .0614,
thus no mitigation is proposed.
D. Impact Justification and Mitigation
1. Avoidance and Minimization
la. Specifically describe measures taken to avoid or minimize the proposed impacts in designing the project.
The proposed road crossing is designed to be perpendicular to the stream. The proposed grading for the BMP has been limited to the
extent possible and impacts to Zone 1 have been avoided.
1b. Specifically describe measures taken to avoid or minimize the proposed impacts through construction techniques.
Construction techniques will implement approved erosion control methods to avoid/minimize impacts to onsite/adjacent offsite
receiving conveyances. Where possible, 2:1 slopes and the maximum allowable headwalls will be used to minimize crossing impacts.
