On behalf of the South Granville Water and Sewer Authority (SGWASA), CDM Smith Inc. (CDM
Smith) is pleased to submit this pre-construction notification (PCN) and preliminary jurisdictional
determination (PJD) request concerning the Interstate 85 (I-85) Sanitary Sewer System
Improvements project in Granville County, North Carolina (Figure 1). We are requesting
concurrence from the U.S. Army Corps of Engineers (USACE) that the activities proposed below may
proceed under a Nationwide Permit and concurrence from the NC Division of Water Resources
(NCDWR) that the activities proposed below may proceed under an Individual Water Quality
Certification. We are also requesting a riparian buffer authorization in the Neuse River Basin. A pre
filing meeting request was submitted on June 15th, 2023 (confirmation e-mail attached).
Project Purpose and Need
SGWASA serves the southern portions of Granville County, including the municipalities of
Creedmoor, Butner, and Stem. Continued growth in the region had presented SGWASA with
challenges to upgrade their wastewater system. SGWASA’s wastewater collection system dates
from the 1940s and portions of the system are becoming structurally deficient and in need of
repairs or upgrades. Currently, portions of the existing wastewater collection system are at
maximum capacity to reliably convey flow to the SGWASA Wastewater Treatment Plant (WWTP).
The purpose of the project is to improve the infrastructure to manage additional flows and continue
to provide safe wastewater treatment for residents in SGWASA’s service area.

Project Description
Figure 1-1 from the Preliminary Engineering Report shows the proposed recommendations to
improve the sewer infrastructure. The I-85 Sanitary Sewer System Improvements project includes
the following components:
Three new wastewater lift stations (LSs):
· New 6.4-million-gallon-per-day (mgd) Joe Peed LS
· New 5.2-mgd East Middleton LS
· New 1.7-mgd North I-85 LS
Approximately 29,700 feet of new 8-inch to 20-inch diameter force main
Approximately 30,700 feet of new 8-inch to 36-inch diameter gravity sewer
Abandonment of six LSs and abandonment of approximately 42,600 feet of 3-inch to 8-inch
diameter force main
Approximately 1,700 feet of new 8-inch water main to serve the three new LSs.
Temporary facilities (including bypass pumping and temporary water) as required to
maintain service during construction and connection to the new facilities.
Grading, paving, erosion control, site cleanup, seeding, and testing of all installed sewer
infrastructure.
There are approximately 50 acres of ground disturbance planned. Construction for the
infrastructure improvements will include work along new sewer right-of-way, and existing sewer
right-of-way and NCDOT right-of-way. More details regarding the proposed work are shown on the
impact plan sheets.
The construction period is estimated to be approximately 29 months, with temporary wetland,
stream and buffer impacts in place for less than 90 days each. Each individual temporary impact
would be limited to a very short time, just enough to install the infrastructure. Standard
construction and pipe installation equipment such as cranes, excavators, dump trucks, and similar
vehicles would be used for the project. Proper erosion and sedimentation control measures would
be employed throughout the project.
Jurisdictional Features
The Project Study Area (PSA) is approximately 191.5 acres and consists of existing sewer lines and
maintained easements, paved roadways, railways, electric utility lines, gas lines, industrial and
commercial areas, residences, wooded areas, wetlands, and streams (Figure 2). Figures 3 through 6
show the USGS topographic, USDA Soils survey, NWI wetland, and preliminary wetland boundary
mapping for the site.

Mr. Jason Hales of CDM Smith conducted a wetland delineation within the PSA during September,
October, and November, 2022, and January, 2023. Thirty six wetland areas, fourteen perennial
streams, and ten intermittent streams were identified during the delineation (Figure 6 through 6p).
During the delineation, stream channels and wetland systems within the PSA were delineated and
described in the field according to the U.S. Army Corps of Engineers (USACE) 1987 Wetland
Delineation Manual and the 2012 Regional Supplement to the Corps of Engineers Wetland
Delineation Manual: Eastern Mountains and Piedmont Region (Version 2.0). During the delineation,
stream and wetland boundaries were marked in the field with numbered plastic surveyor's flagging
and recorded with a survey-grade handheld GPS with sub-meter accuracy. Wetland hydrology
indicators, hydrophytic vegetation, and hydric soils were observed in the wetland areas. Wetland
determination data forms were collected at representative locations (attached). Photos of the soils
and vegetation at the data form locations are attached and data form locations are shown on Figure
6. Table 1 provides a summary of the delineated features within the PSA. A buffer determination
request for the project area was submitted to NCDWR on September 28th, 2023.

Proposed Impacts
Permanent and temporary impacts to wetlands, streams and buffers would be necessary to
improve the sewer infrastructure serving the sewerage basin's customers. The proposed wetland,
stream and buffer impacts are described below, summarized in Tables 2, 3 and 4 below and shown
on the attached impacts plan sheets.
Wetland Impacts
There are 0.242 acres of proposed permanent wetlands impacts for fill associated with the planned
replacement of the Middleton LS and construction of the North I-85 LS (Impacts plan sheets C-405
and C-502, Impact numbers W20 and W25).
There are 1.797 acres of proposed permanent wetlands impacts for land clearing, conversion and
sewer line installation along the sewer alignments (Impacts plan sheets C-212 C-214, C-215, C-216,
C-306, C-307, C-308, C-309, C-310, C-311. and C-502; Impact numbers W2, W4, W6, W8, W10, W12,
W15, W17, and W24). These areas will be cleared of vegetation, used for the installation of the
sewer lines, and maintained for future access.
There are a total of 2.039 acres of proposed permanent wetland impacts.
There are 2.625 acres of proposed temporary wetlands impacts for construction access, land
clearing, and sewer line installation along the sewer alignments (Impacts plan sheets C-101, C-212
C-214, C-215, C-216, C-306, C-307, C-308, C-309, C-310, C-311, C-312, C-321, C-406, C-407, C-408,
C-502, C-506, C-507, and C-508; Impact numbers W1, W3, W5, W7, W9, W11, W13, W14, W16,
W18, W19, W21, W22, W23, W26, W27 and W28). Portions of these impacts are in currently
maintained easements and portions are in forested areas. Currently maintained areas will continue
to be maintained for future access and forested areas will be allowed to revegetate with woody
species.
There are a total of 2.625 acres of proposed temporary wetland impacts.
In wetland areas used for the sewer line installation the material from the trench will be used to
back fill and will be returned to the trench after the sewer line installation. Temporarily impacted

wetland areas within the permanent maintenance corridors will be seeded with native wetland
herbaceous species and then be maintained as herbaceous wetlands for future access. Temporarily
impacted wetland areas outside of the permanent maintenance corridors will be seeded with native
wetland seed mix and allowed to revegetate naturally with woody species.
There are a total of 4.664 acres of proposed wetland impacts (permanent and temporary).

Stream Impacts
There are 100-linear feet of proposed permanent stream impacts for culvert replacement on 28th
Street and culvert installation at the North I-85 LS installation (Impacts plan sheets C-103 and C-
502; Impact numbers S2 and S12). The culvert replacement on 28th Street is to meet grade
elevations for the gravity sewer line and the culvert installation at the North I-85 LS installation for
site access.
There are a total of 100-linear feet of proposed permanent stream impacts.
There are 940-linear feet of proposed temporary stream impacts for construction access,
dewatering, and sewer line installation along the sewer alignments (Impacts plan sheets C-101, C-
103, C-104, C-201, C-207, C-306, C-307, C-308, C-312, C-314, C-321, C-408, C-502, C-507, and C-508;
Impact numbers S1, S3, S4, S5, S6, S7, S8, S9, S10, S11, S13, S14 and S15).
There are a total of 940-linear feet of proposed temporary stream impacts.
The stream bed in areas of proposed temporary stream impacts will be restored to pre-project
elevations and widths using natural stream bed material. Temporarily impacted stream banks in
the maintained easements will be restored through regrading, seeding, and woven coir fiber mat
and then be maintained for future maintenance access. Temporarily impacted stream banks outside
of the maintained easement will be restored through regrading, seeding, woven coir fiber mat, and
live staking of deep-rooted native species (typical details shown on sheet CD-10).
All work in or adjacent to streams will be conducted so that the flowing stream does not come in
contact with the disturbed area (typical detail shown on sheet CD-11).
There are a total of 1,040-linear feet of proposed permanent and temporary stream impacts

Buffer Impacts
There are 131-square feet of the proposed permanent buffer impacts to Zone 1 for rip rap culvert
protection for culvert replacement at 28th Street (Impact plan sheet C-103, Impact number B5).
There are 638-square feet of proposed permanent buffer impacts to Zone 1 and 3,111-square feet
of proposed permanent buffer impacts to Zone 2 for installation of the Middleton LS (Impact plan
sheet C-401, Impact numbers B24, B25, B42, and B43).
There are 912-square feet of proposed permanent buffer impacts to Zone 1 and 1,281-square feet
of proposed permanent buffer impacts to Zone 2 for access roadway installation at the North I-85
LS (Impact plan sheet C-502, Impact numbers B32 and B33).
There are 18,810-square feet of proposed permanent buffer impacts to Zone 1 and 13,176-square
feet of proposed permanent buffer impacts to Zone 2 for land clearing, conversion, and sewer line
installation within future maintenance corridors along the sewer alignments and at the lift stations
(Impacts plan sheets C-306, C-307, C-308, C-321, and C-502, Impact numbers B10, B11, B14, B15,
B18, B19, B29, B34, and B35). Following installation of the sewer lines and lift stations permanently
impacted buffer areas for conversion will be regraded, seeded, and maintained as herbaceous
ground cover for future access.
There are a total of 6,073-square feet of proposed permanent buffer loss impacts.
There are a total of 31,986-square feet of proposed permanent buffer conversion impacts.

There are 55,153-square feet of proposed temporary buffer impacts to Zone 1 and 53,667-square
feet of proposed temporary buffer impacts to Zone 2 for construction access, land clearing, and
sewer line installation along the sewer alignments (Impacts plan sheets C-101, C-103, C-104, C-306,
C-307, C-308, C-312, C-314, C-317, C-321, C-401, C-405, C-502, C-507, and C-508, Impact numbers

Avoidance and Minimization
The proposed wetland, stream and buffer impacts have been kept to the minimum possible to allow
the sewer infrastructure installation. The planned limits of disturbance for construction were
reduced following the wetland delineation to reduce potential impacts. The planned permanent
maintenance corridors were reduced following the wetland delineation and kept to a maximum of
30 feet wide with areas 20 feet wide across the features. The proposed impact amounts would be a
maximum of potential impacts to the features. The actual construction efforts to replace and install
the infrastructure will likely require less than the proposed totals. Actual land clearing will be the
minimum necessary to install the infrastructure. In wetlands, across stream channels and in
riparian buffers, stumps will be grubbed only as needed to install the infrastructure, and remaining
stumps will be cut off at grade level. The general stripping of topsoil within wetlands along the
construction corridor will be avoided. Heavy equipment working in wetlands will be placed on mats
to minimize soil disturbance and compaction. Work in wetlands will be limited to only what is
necessary to install the infrastructure.
Temporarily wetland areas within the permanent maintenance corridors will be seeded with native
wetland herbaceous species and then be maintained as herbaceous wetlands for future access.
Temporarily wetland areas outside of the planned permanent maintenance corridors will be seeded
with native wetland seed mix and allowed to revegetate naturally with woody species. All work in
or adjacent to streams will be conducted so that the flowing stream does not come in contact with
the disturbed area. The stream bed in areas of proposed temporary stream impacts will be restored
to pre-project elevations and widths using natural stream bed material. Temporarily impacted
stream areas within the permanent maintenance corridors will have the banks restored through
regrading, seeding, and woven coir fiber mat and then be maintained for future maintenance access.
Temporarily impacted stream banks outside of the permanent maintenance corridors will be
restored through regrading, seeding, woven coir fiber mat, and live staking of deep-rooted native
species. Temporarily impacted riparian buffer areas outside of the permanent maintenance
corridors will be allowed to revegetate naturally with woody species.

There will be no change in pre-construction contours of waters of the United States in temporarily
impacted areas. Erosion control matting that incorporates plastic mesh and/or plastic twine will
not be used along streambanks or within wetlands. All mechanized equipment operated near
surface waters shall be inspected and maintained regularly to prevent contamination of surface
waters from fuels, lubricants, hydraulic fluids, or other toxic materials. Construction shall be staged
in order to minimize the exposure of equipment to surface waters to the maximum extent
practicable.
Mitigation
Mitigation of 0.484 wetland credits is proposed for 0.242 acres of wetland fill associated with the
planned replacement of the Middleton LS and construction of the North I-85 LS.
Mitigation of 1.797 wetland credits is proposed for 1.797 acres of wetland conversion associated
with the planned sewer line installation and future maintenance easements.
A total of 2.281 wetland mitigation credits would be purchased from a private bank in the Upper
Neuse 03020201 River Basin or from the North Carolina Division of Mitigation Services (NCDMS).
Statements of availability (SOA) for 1.01 wetland credits from Wildlands Holding and for 0.14
wetland credits from Resource Environmental Solutions are attached. The remainder of the credits
or potentially all of the credits would be purchased from NCDMS.
Mitigation of 6,073 riparian buffer credits is proposed for 6,073-square feet of buffer loss
associated with the planned replacement of the Middleton LS and construction of the North I-85 LS.
A SOA for 6,000 riparian buffer credits from ECO TERRA is attached.
Threatened and Endangered Species
A biological assessment for potential effects to endangered or threatened species was submitted to
the US Fish and Wildlife Service (USFWS) Raleigh office for review on January 18th, 2023. The
biological assessment included a field survey for potential threatened and endangered species and
habitats conducted in the project area September 1st through 3rd, September 26th through 29th, and
October 11th through 14th, 2022. A response from USFWS was received on August 11th, 2023
(attached), concurring with the species determinations except for tricolored bat, for which USFWS
recommended a determination of "not likely to jeopardize the existing of the species" with specific
recommendations to minimize impacts (prohibit tree cutting and humane exclusion during pup
season May 15-July 31; and cold winter months Dec. 1 - Mar. 31). These restrictions have been
added to the project design plans.

Historical and Cultural Resources
The NC State Historic Preservation Office (NCSHPO) HPOWEB 2.0 mapper
http://gis.ncdcr.gov/hpoweb/ was to identify known areas of archaeological or historical value that
are within the project area (Figure 7). One surveyed site – the Camp Butner Buildings
(GV0534dup), is located in the project area near East A Street and Central Avenue. There are two
surveyed sites within 0.5 mile of the East Middleton LS site – the Hester-Green House (GV0489) and
New Hope Methodist Church (GV0488). A review request for the project was submitted to NCSHPO
on February 6th, 2023. NCSHPO staff provided a response on March 7th, 2023 (attached), noting
they are aware of no historic resources that would be affected by the project.
