Box 958 Lenoir, NC 28645 Subject: Pretreatment Review of Industrial User Pretreatment Permit Renewals Program: City of Lenoir Wastewater Treatment Plant: Lower Creek WWTP NPDES #: NC0023981 Caldwell County Dear Ms. Triplett: The Municipal Unit of the Division of Water Resources has reviewed the Industrial User Pretreatment Permit (IUP) renewals submitted by the City of Lenoir for the following Significant Industrial Users (SIUs). The submissions were originally received by the Division on December 16th, 2022, and additional information was received on January 31st, 2023, August 29th, 2023, September 11th, and October 2nd, 2023. The City of Lenoir requested a hold on the reviews of the IUPs, which the Division approved. The reviews resumed in August 2023. IUP # SIU NAME 0012 Stallergenes Greer 0020 Exela Pharma Sciences Michelle Facility 0021 Exela Pharma Sciences Augusta Facility The review indicates that the IUPs are adequate and meet the minimum requirements of 15A NCAC 2H .0916 and 40 CFR 403.8(f)(1)(iii). The allocation table, maintained in the Division’s database, has been updated accordingly. Within 180 days of the effective date of any reissued or modified NPDES permit the permittee would be required to submit to the Division a written technical evaluation of the need to revise local limits (i.e., an updated IWS, or documentation of why one is not needed). This action may include revising, updating, or adding to the list of SIUs. Pursuant to 15A NCAC 2H .0907(b) either the Division or the permittee may initiate pretreatment program revisions. Federal and State pretreatment regulations require the local delegated pretreatment program to effectively control and document the discharge of wastewater from Significant/Categorical Industrial Users to the POTW. It is the POTW’s responsibility to ensure that these objectives are consistently met.
