Facility Summary
This facility is a minor municipal facility (flow <1 MGD) that receives 100% domestic waste. The design
capacity of the treatment system is 0.2 MGD. The facility consists of a membrane bioreactor (MBR)
wastewater treatment system with the following wastewater treatment units:
♦ one (1) flow equalization lagoon
♦ influent flow splitter box structure
♦ influent pump station with two (2) 350 gpm pumps
♦ influent flow meter
♦ three (3) 350 gpm mechanical fine (2 mm) bar screens
♦ one (1) screenings compactor
♦ two (2) 22,400 gallon anoxic tanks with two 2.3 hp submersible mixers
♦ two (2) 42,300 gallon aerobic basins with fine bubble diffusers
♦ two (2) 278 gpm NRCY recycle pumps and three (3) 245 scfm aeration process blowers
♦ two (2) 34,800 gallon membrane bioreactor basins containing at total of 8 membrane units rated
and three (3) 630 scfm MBR process (scour) blowers
♦ two (2) 195 gpm permeate pumps with two (2) flow meters
♦ two (2) 208 gpm RAS pumps with two (2) flow meters
♦ one (1) 150 gpm WAS pump with flow meter

Stream – Discharge from WTP for outfall 001 is into an unnamed tributary to the Scuppernong River
[Stream Segment 30-14-4-(1)]. The segment is not currently listed in the 2012 North Carolina 303(d)
List. The 2012 North Carolina Integrated lists use support for aquatic life and recreation.
In-stream Monitoring – No changes since previous permit.
RPA – A Reasonable Potential Analysis (RPA) was not applicable for any parameters for this permit
renewal.
Implementation of 2012 Statewide Mercury TMDL – The Town of Creswell WWTP was required to sample
for mercury quarterly in the previous permit. This has been updated to once per permit cycle.
Renewal Summary
This renewal contains the following changes:
Removal of “two lagoons in series” from the facility components list as they have been abandoned
Correction from two (2) to three (3) “mechanical fine bar screens” in the facility components list
according to application
Correction to remove “two 42,300 anoxic basins each with a 2.3 hp submersible mixer” from the
facility components list as there is not a second set of anoxic basins according to application
Mercury monitoring reduction to once per permit cycle as requested per the Division’s “Mercury
Post-TMDL Permitting Strategy (September 12, 2012)”
TRC footnote removed because the facility no longer has TRC monitoring or limit since installation
of UV disinfection system
