If any parts, measurement frequencies or sampling requirements contained in this permit are unacceptable to you, you have the right to an adjudicatory hearing upon written request within thirty (30) days following receipt of this letter. This request must be in the form of a written petition, conforming to Chapter 150B of the North Carolina General Statutes, and filed with the Office of Administrative Hearings (6714 Mail Service Center, Raleigh, North Carolina 27699- 6714). Box 266 Lansing, NC 28643 SUBJECT: Compliance Evaluation Inspection (CEI) Town of Lansing WWTP NPDES Permit # NCO066028 Ashe County Dear Mayor Ring: On December 8, 2005 a CEI was performed by George Smith. Mr. Tim Church, ORC, was present for the inspection. The inspection is comprised of an overall evaluation in order to document compliance and noncompliance of: facilities equipment, capability to meet effluent limits, and terms & conditions with the NPDES permit. The attached inspection form evaluates nine (9) areas as noted in Section C of the attached EPA inspection report, and the observations and comments during the inspection are addressed below: Permit Your NPDES permit became effective July 1, 2001 and expires March 31, 2006. The permit limit page shows upstream and downstream monitoring locations in footnotes 1 & 2. By copy of this report the NPDES unit should note this discrepancy and remove the footnotes since no in -stream monitoring is required. Records & Reports The flow calibration log and flow charts were kept on -site for at least 3-years, and were well documented. Calibration records for pH were documented using standards in the Jefferson lab. All certificates of analytical analysis were kept on file along with chain of custody forms. An activity log was also kept in the building, which logs operator visitation and plant operations. In summary, the records and reports documentation by Mr. Church is considered to be excellent. The report shall be prepared on either a calendar or fiscal year basis and shall be provided no later than 60 days after the end of the calendar or fiscal year. In order to be compliant please submit this annual report to: Surface Water Protection Branch, 1617 Mail Service Center, Raleigh, NC 27699-1617. Facilitv Site Review In general, the facility is well maintained. The gravel road and the fence are in good condition. The one -inch bar screen cage with a manual pull-up was well maintained. The two influent pumps work on alternating cycles and appeared to operating properly at the time -of inspection. Both blower pumps were operational, and were delivering a gentle rolling action in the aeration basin. The aeration basin was a brown color with dark foam covering approximately 5% of the surface of the basin, which indicates there were old solids in the plant. There appeared to be higher than average solids in the basin. This was noted by observing a high viscosity of the water in the basin. The chlorination and dechlorination units were operational at the final effluent contact tank. Flow Measurement The recording flow chart is operating, and measures the height of water measured in inches passing through a 60' V-notch weir. The instantaneous flow was reading 7,000 gpd at the time of the inspection, at approximately 09:50am. The flow meter was calibrated by Mr. Church and documented on December 5, 2005. Laboratory Total Residual Chlorine (TRC), Temperature, and pH are performed and recorded on the Daily Monitoring Report (DMR). The field parameters (TRC, Temp, pH) are currently performed under field parameter certification #5419. The pH is performed with a Hach Sension meter using a two -point calibration (pH 4 & 10) and a mid -range check (pH 7), which is considered satisfactory. Mayor Ring January 5, 2006 Page 3 of 4 Mr. Church performs a temperature calibration against a NIST traceable thermometer. Total Residual Chlorine (TRC) is measured with a Hach DR2500, which is capable of detection to permit limit of 28 ug/L. The Total Residual Chlorine must meet the 15-minute holding time. You are required to perform approved analytical methods as required in the 20th Edition of Standard Methods for Water & Wastewater, and per Part H, Section D, 4 per your NPDES permit, and per 15A NCAC 2B .0505(e)(4). Effluent/Receiving_Waters The effluent was clear with no color or solids present at the time of inspection. Big Horse Creek, Class C-trout, HQW waters, appeared to be clean with no visible impacts. Operations & Maintenance Mr. Tim Church is a grade IV operator and is the current ORC. Mr. Fred Walters is the Grade II back-up operator. The facility and grounds are maintained in excellent condition. The clarifier cones were backwashed. This type of system appears to be inefficient for use in a wastewater treatment plant. In general, clarifiers should not be disturbed, but allowed to settle solids without being disturbed. As the facility approaches the design flow of 0.050 MGD this design may not be able to produce an effluent that meets the NPDES permit requirements. Plant -Pro (Chlorine 68%) is used for disinfecting, and Plant -Pro (Sodium bisulfate) is used for dechlorination. They appear to work well. Settleability test is periodically performed as process control to judge the operational performance of this facility. For the most part, operation & maintenance is judged by observing plant performance. Self -Monitoring Program A review of the monthly self -monitoring reports from September 2004 through October 2005 showed no monitoring or limit violations. The effluent sample was collected with an Isco Model 2910 using a time composite at 120 mL/hr. Composite samples are required for all pollution control facilities, except for facilities with a design flow of 30,000 gallons per day or less. This means you can request a permit to change your permitted/design flow to 30,000 gallons per day in order to then perform grab samples. Mayor Ring January 5, 2006 Page 4 of 4 Sludge Disposal The aerated digester was approximately 50% full at the time of the inspection. The sludge removal is contracted through Doug Cox septic service. Sincerely, ' n CI" °' V aApp Sly S4� Sludge Management Plan for the Lansing WWTP The Lansing WWTP has one aerobic digester, approximately 7,000 gallons in capacity. An airlift decant device allows for sludge thickening. Due to the moderate volume of flow experienced at the facility the digester is successful in producing a good level of oxidation of sludge. The excess sludge that is produced is hauled to larger wastewater facilities in the area by a local septic pumper. This work is usually done by Doug Cox Backhoe and Septic Service. The sludge is disposed at either the Jefferson WWTP or the Boone WWTP.
