Dear Mr. Johnson:
As required by the North Carolina Department of Water Quality,the BMP, wet detention
pond, designed to provide stormwater management at the Arndt Middle School project, had been
inspected during the construction process, and with as-built documentation is found to be in
substantial conformity to the approved plans and specifications. The as-built survey dated July
21, 2011, by Wesley Fox, PLS, has been compared to design values and features. The post
construction BMP is found to be in compliance with the approved designs. The site was
inspected on October 31, 2011, it was found the BMP was substantially completed,however,
lacked ground cover to meet the contract document. Please accept this letter as certification for
the stormwater management facility, Wet Detention Pond#1. Based upon periodic visual
observation, and the as-built data, it is my professional opinion that the stormwater management
facility for the H.M. Arndt Middle School project has been constructed within substantial
compliance with the approved plans.
