The RVL facility is currently under construction and is expected to be completed and operational in the summer of 2023.The completed Forms 1, 2E and 2F with attachments are included with this letter. The RVL mill will process raw southern pine logs into planed pine lumber and wood chips/pine shavings. Raw lumber is stored on the "wet deck" where it will be wetted as needed to prevent drying. Excess wet decking water and storm water will be discharged through Outfall 006. Outfalls 003,004, 005 and 007 will discharge only non-contact storm water.The wet decking facility falls under the Effluent Limit Guidelines for Timber Products Processing Point Source Category, 40 CFR 429, Subpart I Wet Storage Subcategory. Process wastewater that is generated in the lumber drying kilns will be discharged to the local sanitary sewer system along with sanitary wastewater from washrooms and sinks within the facility under a separate industrial user permit. As this facility is not yet operational, samples of effluent streams have not been collected or analyzed. Permit language from another North Carolina wet decking facility have been included as suggested monitoring and limit requirements. Roseburg Forest Products is submitting a National Pollutant Discharge Elimination System (NPDES) permit application for discharge of wet decking water and storm water from its proposed facility in Weldon, North Carolina.This application is for a minor individual permit(discharge< 1M gallons per day, low toxic potential). EAA Requirements: Provide a description of the proposed project: The Roanoke Valley Lumber(RVL)mill will process raw southern pine logs into planed pine lumber and wood chips/pine shavings. Raw lumber is stored on the"wet deck"where it will be wetted as needed to prevent drying out. Excess wet decking water and storm water will be discharged through regulated outfalls to the Roanoke River. Evaluate Technologically Feasible Alternatives Alternative A.Connection to an Existing Wastewater Treatment Plant Process wastewater generated in the lumber drying kilns and sanitary wastewater from washrooms and sinks within the facility will be discharged to the local Weldon, NC sanitary sewer system through an on- site lift station under a separate industrial user permit (approved). The local publicly operated treatment works (POTW)does not have the capacity to accept, nor does it allow discharge of storm water flows for treatment. Alternative B. Land Application Wet decking water passes through an existing pond prior to reaching Outfall 006.This is not intended as a wastewater treatment system, but does provide opportunity for water to infiltrate into the ground and be taken up by vegetation, reducing the volume of effluent from the Outfall. Alternative C. Wastewater Reuse. Water use and therefore discharge volume will be minimized through wet decking application only during dry weather, as needed. Water reuse was considered during plant design, but was found not to be possible. Alternative D. Direct Discharge to Surface Waters. This is the preferred method of discharge and is standard industry practice. Outfalls and conveyances already exist from the property's former use as a power plant and there is no additional capital cost to construct. Recurring costs include laboratory costs of compliance monitoring, which are insignificant. Alternative E.Combination of Alternatives.
