Inspection#: 79523 Contact: Jason Staton, Owner Permit#: NCG200533 Inspector: Lauren Bradley Receiving Stream: SUGAR Inspection Date: 09/21/2023 Entry Time: 10:30 am Exit Time: 11:30 am SIC#: Facility Description: E-Metals is located at 230 Crompton Street on approximately 3.0 acres of property in Charlotte. The facility provides scrap metal recycling services. File Review/History: Charlotte-Mecklenburg Storm Water Services (CMSWS)last inspected the facility on 2/25/2020 and the report was issued as satisfactory. CMSWS also conducted stormwater monitoring at E-Metals on January 11, 2012 and October 15, 2012.The facility implemented corrective actions in response to the results. Inspection Summary: E-Metals was observed to be in compliance with the City of Charlotte Storm Water Pollution Control Ordinance. Please refer to the report for comments and recommendations from the inspection. Site Inspection Deficiency Comments Stormwater system (catch basins, Satisfactory Stormwater flows through the site via sheet flow and inlets, outfalls, etc.) discharges from one outfall on the southeast side of the property. No stormwater pollution issues were observed. Erosion issues Satisfactory No erosion issues were observed during the inspection. Structural stormwater control N/A measures(SCMs) Illicit discharges/connections Satisfactory No illicit discharges/connections were observed onsite during the inspection. Aboveground storage tank(s)(ASTs) Satisfactory The facility has the following ASTs stored indoors or under and any associated venting and/or cover: one 1,000-gallon and one 500-gallon double walled dispenser(s)—list tank size(s)and diesel tanks, one 275-gallon used oil tote,one 150-gallon contents new hydraulic oil tank, one 130-gallon new oil tank, and one 55-gallon drum of coolant. No stormwater pollution issues were observed. Underground storage tank(s)(USTs) N/A and any associated fill port area(s) and dispenser(s)—list tank size(s) and contents Outdoor material storage area(s) Satisfactory Scrap metal was observed being stored outdoors. No stormwater pollution issues were observed. Outdoor processing area(s) Satisfactory Scrap metal was observed being sorted with equipment outdoors. No stormwater pollution issues were observed. Loading/unloading area(s) Satisfactory No stormwater pollution issues were observed in the loading/ unloading area. Vehicle/equipment area(s)-fueling, Satisfactory Small equipment maintenance is conducted in the indoor maintenance,washing, storage, etc. sorting bay. Equipment fueling is conducted at a covered fuel station. Equipment is stored both indoors and outdoors. Facility staff indicated that no washing occurs onsite. No stormwater pollution issues were observed. One general waste dumpster was metal bins, etc. observed in the indoor sorting bay. A hopper full of rain water and containing used propane tanks was observed outdoors and uncovered. CMSWS recommends covering all waste containers stored outdoors. Update: photos were sent to CMSWS from the facility on 9/21/23, showing that the hopper had been cleaned and moved indoors. Food service area(s) N/A Indoor material storage area(s) Satisfactory Non-ferrous metal, batteries, and various non-metal items were observed in the indoor sorting bay. No stormwater pollution issues were observed. Indoor processing area(s) Satisfactory Sorting and shearing of non-ferrous metal is conducted in the indoor sorting bay. No stormwater pollution issues were observed. Floor drains N/A No floor drains were observed during the inspection. Spill response equipment Satisfactory Spill response equipment was observed throughout the facility.
